OF JEFFERSONVILLE, INDIANA
DECEMBER 1, 1997
The Common Council of the citY of Jeffersonville met in regular session in the Multi-Purpose
Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 1st day of
December, 1997.
The meeting was called to order by Mayor Thomas R. Galligan, with Deputy Clerk and
Treasurer Barbara Hollis at the desk. Mayor Galligan welcomed all in attendance, asking all those
present to stand as Councilperson Ron Ellis gave the invocation. Mayor Galligan asked all those
present to join him in the pledge of allegiance to the flag.
The roll was called and those present were Councilpersons John Perkins, Ron Ellis, Donna
M. Frantz, Barbara Wilson, and Andrew Williams III.
Absent: Councilpersons Peggy Knight Wilder and Vicky Conlin.
Mayor Galligan presented the minutes of the meeting of November 17, 1997 for
consideration by the Council. Councilperson Perkins made the motion to approve the minutes as
presented, seconded by Councilperson Williams and carded unanimously.
Deputy Hollis presented the claim list for consideration by the Council explaining two
additional claims. Following all discussion, Councilperson Perkins made the motion to approve the
claims and the additional as presented, seconded by Councilperson Williams, passing unanimously.
Mayor Galligan asked for public comment. There was none.
Ms. Jennifer Wilcox, representing Life Spring Mental Health Services appeared before the
Council to request passage of Resolution No. 97-R-46, A Resolution Authorizing Application
Submission And Local Match Commitment. Ms. Wilcox began her presentation by explaining the
services provided by Life Spring, the area served, and the locations. Life Springs is asking the City
to sponsor a facility needs assessment study. She then reviewed what Life springs has agreed to
saying they have pledged to locate in Jeffersonville. She also reviewed what would be in the study.
Councilperson Perkins asked, why the City has been asked and not the County as Life Springs does
serve the County. Councilperson Perkins also asked if this would preclude the potential grant for a
community center in Claysburg. Ms. Wilcox explained Jeffersonville is allowed two grant

applications at one time and this would mean it would be September before another grant application
could be submitted. There followed many questions and answers. Councilperson Williams made the
motion to pass Resolution No. 97-R-46, seconded by Council President Wilson. Councilperson
Perkins stated he would prefer a planning grant for a community center in the north part of town.
· The vote to pass Resolution 97-R-46 was 3-2, constituting no action. Councilpersous Ellis and
Perkins voted in opposition.
Attorney Sedwick Galligan presented and explained Ordinance No. 97-OR-74, An Ordinance
Correcting Clerical Errors In Ordinance No. 97-OR-73. Councllperson Perkins made the motion to
suspend the rules for Ordinance No. 97-OR-74, seconded by Councitperson Frantz, passing
unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 97-OR-74 on all
three readings, seconded by Councilperson Frantz, passing unanimously. There followed discussion
regarding the plat committee.
Attorney Sedwick Galligan presented and explained Ordinance No. 97-OR-75, An Ordinance
Transferring Certain Funds Within Same Department (Police). Following all discussion,
Councilperson Frantz made the motion to suspend the rules for Ordinance No. 97-OR-75, seconded
by Councilperson Williams, passing unanimously. Councllperson Frantz then made the motion to
pass Ordinance No. 97-OR-75 on all three readings, seconded by Councilperson Williams, passing
unanimously.
Mayor Galligan presented Ordinance No. 97-OR-76, An Ordinance Transfening Certain funds
Within The Same Department (Mayo0. Councilperson Perkins asked what the transfer to the
Promotion Fund were for. Councilperson Franxz made the motion to suspend the rules for Ordinance
No. 97-OR-76, seconded by Councilperson Williams. The vote to suspend failed with Councitperson
Perkins voting no as he would like to know how the transfers will be used. Councilperson Frantz
then made the motion to pass Ordinance No. 97-OR-76 on the first and second reading, seconded
by Councilperson Williams, passing unanimously.
Ordinance No. 97zOR~77, An Ordinance Transferring Certain Funds Within Same Department
(Motor Vehicle) was explained and discussed. Following all discussion, Councilperson Perkins made
the motion to suspend the rules for Ordinance No. 97-OR-77, seconded by C0uncilperson Ellis,
passing unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 97-OR-77

on ail three readings, seconded by Councilperson Ellis, passing unanimously.
Ordinance No. 97-OR-78, An Ordinance Transferd~ Certain Funds Within Same Department
(Fire Department)'~as introduced. Fire Chief Smith answered questions. The Department now has
35 certified E.M.S. and 3 defibulators~ Chief Smith told of a recent incident where the ambfllance
· 'could not fi_nd a street. Council President Wilson recently waited 20 minutes for an ambulance and
did not see police or fire personnel. She is not happy with this. Chief Smith said the ambulance
service has been good to the Fire Department. Councilperson Frantz has heard complaints regarding
the ambulance service. Councilperson Perkins feels it would be worth asking the County
Commissioners to pro-rate the fee they pay for ambulance service for the City and give this to the
City. A special workshop with the Fire Department and the Council will be held after the holidays
to review ambulance service. Chief Smith will talk with Dr. Burke. At the conclusion of ail
discussion, Coundlperson Frantz made the motion to suspend the roles for Ordinance No. 97-OR-78,
seconded by Councilperson Williams, failing on a vote of 4-1 with Councilperson Ellis voting in
opposition. Conncitperson Frantz made the motion to pass Ordinance No. 97-OR-78 on the first and
second readings, seconded by Councilperson Williams, passing on a vote of 4-1. Councilperson Ellis
voted nay.
Councilperson Perkins wishes all a Merry Christmas and Happy New Year. He reminds all
of the Jeff Clark Preservation Home Tour. He hopes for good weather.
Councilperson Frantz would like to look again at the public comment ordinance. She does
not like the comments at the beginning of the meeting. She believes the public should be able to voice
thek opinion before the vote. Councilperson Frantz will get copies of the ordinance to the Council·
so they may review it for a workshop.
Council President Wilson has heard complaints about the ambulance service and complaints
that the agenda has not been published. Attorney Sedwick Galligan explained the agenda is sent to
the paper for publication. A cail will be made to the paper.
Attorney Sedwick Galligan explained the need for an additional computer. Transfers will need
to be made at the next meeting. She asks if there are any objections they be brought to her attention
before the next meeting. This will involve about $3,000.

There being no further business to come before the Council, Councilperson Williams made
the motion to adjourn at 8:05 P.M., seconded by Councilperson Perkins, passing unanimously.
