HomeMy WebLinkAbout11-17-97COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA NOVEMBER 17, 1997 The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 17th day of November, 1997. The meeting was called to order by Mayor Thomas IL Galligan, with Clerk and Treasurer C. Richard Spencer Jr. at the desk. Mayor Galligan welcomed all in attendance, asking all those present to stand as Councilperson Ron Ellis asked all to observe a moment of silence in memory of Council President v~rflson's husband who passed away the past weekend. Councilperson Ellis then gave the invocation. Mayor Galligan asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons John Perkins, Ron Ellis, Donna M. Frantz, Peggy Knight Wilder, Andrew Williams III, and Vicky Conlin. Absent: Councilperson Barbara Wilson. Mayor Galligan presented the minutes of the meeting of November 3, 1997 for consideration by the Council. Councilperson Perkins made the motion to approve the minutes as presented, seconded by Councilperson Williams and carried unanimously. Clerk and Treasurer Spencer presented the claim list for consideration by the Council explaining two additional claims. Following all discussion, Councilperson Williams made the motion to approve the claims and the additional as presented, seconded by Councilperson Ellis, passing unanimously. Mayor Galligan received a thank you from Mrs. Hardin saying the Cub Scouts enjoyed the past meeting and appreciated the Scouts sitting up front with the Mayor and Council. The meeting was opened for public comment. Mr. Charles Keameth White would like the agenda to reflect the public comment at this point in the meeting. He would also like to have the Council packet available at 6:00 p.m. Mr. Ivlike Hutt asked if Haven House was leasing the Carnegie Library and who was paying the utility bills. Mr. Hutt was informed Haven House is leasing the space for $1.00 a year. Haven November 17, 1997 Page 2 of 4 House is paying the utility bills. Councilperson Ellis added the Civil Air Patrol will be meeting free of any charges in the space leased by Haven House. Attorney Sedwick Galligan explained the Elected Officials Salary Ordinance had been placed on the agenda in error. This Ordinance has been advertised and cannot be voted on for the'finai 'reading unless it has been published 30 days in advance. Attorney Sedwick Galligan presented Ordinance No. 97-OR-63, An Ordinance Establishing A Non-Reverting Automobile Fund For The Jeffersonville City Police Department for the third reading. The requested changes have been made to the Ordinance. Councilperson Frantz made the motion to pass Ordinance No. 97-OR-63 on the third and final reading, seconded by Councilperson Conlin, passing unanimously. Mayor Galligan presented and explained Ordinance No. 97~OR-70, An Ordinance Amending Certain Portions Of Section I Of Ordinance No. 97-OR-33 (Personnel). Following all discussion, Councilperson Perkins made the motion to suspend the roles for Ordinance No. 97~OR~70, seconded by Councilperson Ellis, passing unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 97-OR-70 on all three readings, seconded by Councilperson Ellis, passing unanimously. Clerk and Treasurer Spencer presented and explained Ordinance No. 97~OR-71, An Ordinance Transferring Certain Funds Within Same Department (Sanitation). Councilperson Conlin made the motion to suspend the rules for Ordinance No. 97-OR-71, seconded by Councilperson Williams, passing unanimously. Councilperson Coniin then made the motion to pass Ordinance No. 97-OR-71 on all three readings, seconded by Councilperson Williams, passing unanimously. Clerk and Treasurer Spencer presented and explained Ordinance No. 97-OR-72, An Ordinance Transferring Certain Funds Within Same Department (Motor Vehicle). Councilperson Perkins made the motion to suspend the roles for Ordinance No. 97~OR-72, seconded by Councilperson Conlin, passing unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 97-OR-72 on all three readings, seconded by Councilperson Conlin, passing unanimously. Attorney Sedwick Galtigan presented and explained Ordinance No. 97-OR-73, An Ordinance Creating An Advisory Drainage Board. The Board has been meeting. Councilperson Perkins made November 17, 1997 Page 3 of 4 the motion to suspend the rules for Ordinance No. 97-OR-73, seconded by Councilperson Ellis, passing tmanimousty. Councilperson Perkins then made the motion to pass Ordinance No. 97-OR-73 on all three readings, seconded by Councilperson Williams, passing unanimously. Councilperson Perkins made the motion that the City begin January 1, 1998 to pick uti-their 'own garbage and sever ties with Rumpke, seconded by Councilperson Ellis. Councilperson Williams opposes this as he is not comfortable with the necessary capital to start. Mayor Galligan explained there has been extensive research and he feels $100,000 can be saved. The numbers have "been done" and the equipment looked at. He has been inside and outside to answer concerns and feels comfortable with the numbers presented to the Council at the workshop. Councilperson Frantz is not prepared to vote tonight. She feels Council President Wilson and Councilperson Williams need to be brought up to date. Councilperson Perkins asked Mayor Galligan if he is comfortable with this. Mayor Galligan answered yes. Councilperson Perkins then asked Deputy Mayor McCauley if he is comfortable with the numbers. Deputy McCauley was not involved in the copulation of the numbers, his only knowledge is on what Street Commissioner Ervin has said and he is convinced. Mayor Galligan said by buying two truck there will be a fleet in tact. Route studies have been done. Mayor Galligan thinks $100,000 can be saved yearly with buying new equipment. Rumpke has to be told 30 days in advance. Mayor Galligan is only doing this as he thinks money can be saved. Councilperson W'flliams biggest concern is for employee liability. Mayor Galligan said the landfill sets the tipping fees. The two trucks the City is planning to buy are front loaders. His plan to hire three experienced employees and three trainees. Each employee will have a route and a number of stops to make. All that are hired will understand what is expected. There will be one-man and two-man trucks. He has been working on this for almost a year. Mayor Galligan is not proposing to spend any more money, only what has already been appropriated. Councilperson Conlin does not feel comfortable voting on this tonigixt. Mayor Galligan again stated Rumpke has to be given notice. The vote was called for with Councilpersons Perkins, Ellis, and Wilder voting yes, and Councilpersons Frantz, Williams, and Conlin voting no. Mayor Galligan cast his yes VOte, passing the motion. Councilperson Ellis, in regard to the garbage pick up, stated he is agahast privatization and feels dtizens of our City should always be used. He would have liked to have canceled this meeting out of respect for Council President Wilson, and rescheduled it. Councilpe/son Frantz said the survey on the complex will be in the City letter and will have it published in the newspaper. Councilperson Conlin, on the subject of the gafoage collection, said she feels the numbers are the ones she ran. She has not had a chance to talk with Mr. Ervin. There were other reasons for the meeting tonight. Mayor Galligan noted Council President Wilson has suffered a major loss. He hopes she does well and wishes her the best. The City is moving along and he is trying to do a lot of things. Mayor Galligan noted Charlie White is on the drainage board. This is a good group of people whose goals are to help alleviate a lot of drainage problems in this community. There being no further business to come before the Council, Councilperson Perkins made the motion to adjourn at 7:45 P.M., seconded by Councilperson Ellis, passing unanimously.
