OF JEFFERSONVILLE, INDIANA
OCTOBER 20, 1997
The Common Council of the City of Jeff'ersonville met in regular session in the Multi-Purpose
'Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 20th day of
OctOber, 1997.
The meeting was called to order by Mayor Thomas R. Galligan, with Clerk and Treasurer C.
Richard Spencer Jr. at the desk. Mayor Galligan welcomed all in attendance, asking all those present
to stand as Councilperson Ron Ellis gave the invocation. He then asked all those present to joie him
in the pledge of allegiance to the flag.
The roll was called and those present were Councilpersons John Perkins, Ron Ellis, Donna
M. Frantz, Peggy Knight Wilder, Barbara Wilson, Andrew Williams III, and Vicky Contin.
Absent: None.
Mayor Galligan presented the minutes of the meeting of October 6, 1997 for consideration
by the Council. The minutes will be corrected to reflect that Attorney Richard Rush not Attorney
John Kraft was at the previous meeting. Councilperson Perkins made the motion to approve the
minutes as corrected, seconded by Council President Wilson and carried unanimously.
Clerk and Treasurer Spencer presented the claim list for consideration by the Council
explaining four additional claims. Following all discussion, Council President Wilson made the
motion to approve the claims and the additional as presented, seconded by Councilperson Williams,
passing unanimously.
Mr. Richard Rush, Attorney representing Jeane McMichael, requested passage on the third
reading of Ordinance No. 97-OR-54, An Amended Ordinance Vacating A Publicway Pursuant To
A Petition Filed By Jeane McMichael. This Ordinance has been amended as discussed at the last
meeting. Councilperson Perkins made the motion to pass Ordinance No. 97-OR-54 on the third and
final reading, seconded by Councilperson Williams, passing unanimously. . ~?~
Council President Wilson made the motion to table Resolution No. 97-OR-44, A Resolutiofi~
For The Establishment Of Deferred Compensation Plan Section. 457 For The City Of Jeffersonville,
seconded by Councilperson Conlin, passing unanimously.

City Attorney Sedwick Galligan presented and explained Ordinance No. 97~OR-52, An
Ordinance Transferring Certain Funds Within Same Department (City Attorney). Councilperson
Conlin made th, motion to suspend the rules for Ordinance No. 97-OR-52, seconded by
Councilperson Frantz, passing unanimously. Councilperson Conlin then made the motion tc~'pass
'Ordinance No. 97-OR-52 on all three readings, seconded by Councilperson Frantz, passing
unanimously.
City Attorney Sedwick C,-alligan presented Ordinance No. 97-OR-60, An Ordinance
Transferring Certain Funds Within Same Department (Police Department). Councilperson Wilder
made the motion to suspend the rules for Ordinance No. 97-OR-60, seconded by Councilperson
Contin, passing unanimously. Councilperson Wilder then made the motion to pass Ordinance No.
97-OR-60 on all three readings, seconded by Councilperson Conlin, passing unanimously.
Clerk and Treasurer Spencer presented Ordinance No. 97~OR-61, An Ordinance Transferring
Certain Funds Within Same Department (Fire Department) for consideration by the Council.
Councilperson Conlin made the motion to suspend the rules for Ordinance No. 97-OR-6 t, seconded
by Councilperson Wilder, passing unanimously. Councilperson Conlin then made the motion to pass
Ordinance No. 97-OR-61 on all three readings, seconded by Councitperson Williams and carried
unanimously.
Council President Wilson reviewed Ordinance No. 97-OR-62, An Ordinance Transferring
Certain Funds Within Same Department (Council). Following discussion, Councilperson Perkins
made the motion to suspend the roles for Ordinance No. 97-OR-62, seconded by Councilperson Ellis,
passing unanimously. Councilperson Ellis then made the motion to pass Ordinance No. 97-OR-62
on all three readings, seconded by Councilperson Perkins, passing unanimously.
Councilperson Conlin asked Evening News Reporter Elizabeth Vega to remind the Editor of
the gang program to be held at JeffHigh.
Councilperson Wilder left the meeting at 7:35.
Council President W'flson initiated discussion regarding a time for a workshop. The workshop
will be held Tuesday, October 28 at 6:30 P.M. in the Mayor's Conference Room.
Ms. Nellie Nolan thanked the Council for the cards and flowers sent to her during her recent
stay in the hospital.

Mayor Galligan reported new sewers are going in, in Rolling Fields and Gardenside. There
has been some vandalism at the worksite. Councilperson Perldns asked if there has been any progress
in solving the break-ins occurring in the downtown area. Mayor Galligan will check on this.
Council President Wilson asked if there is a load limit on Kehoe Lane. Neighbors~have
'reported large trucks coming in too fast and being smart to the residents. Lines have been knocked
down twice. Attorney Sedwick Galligan feels there is no load limit. This also will be looked into.
Mayor Galligan explained the $100 claim from his promotion fund is for the downtown
Halloween celebration.
There being no further business to come before the Council, Councilperson Perkins made the
motion to adjourn at 7:45 P.M., seconded by Councilperson Conlin, passing unanimously.
