COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
SEPTEMBER 19, 1997
The Common Council of the City of Jeffersonville met in regular session in the M~yor's
'Conference Room in the City-County Building, Jeffersonville, Indiana, at 4:00 P.M. on the 19th day
of September, 1997.
The meeting was called to order by Mayor Thomas R. Galligan, with Deputy Clerk Barbara
Hollis at the desk. Mayor Galligan welcomed all in attendance, asking all those present to stand as
Councilperson Ron Ellis gave the invocation. He then asked alt those present to join him in the
pledge of allegiance to the flag.
The roll Was called and those present were Councilpersons John Perkins, Ron Ellis, Donna
M. Frantz, Peggy Knight Wilder, Barbara Wilson, Andrew Williams III, and Vicky Conlin.
Absent: None.
Mayor Galligan presented the minutes of the meetings of September 2, and September 9,
1997 for consideration by the Council. Councilperson Conlin made the motion to approve the
minutes as presented, seconded by Councilperson Williams and carried unanimously.
Deputy Hollis presented the claim list for consideration by the Council. The payment ora
claim for expenses incurred at the I.D.E.A. Conference was discussed. Following all discussion,
Councilperson Frantz made the motion to approve the claims as presented, seconded by
Councilperson Conlin, passing unanimously.
Mr. John Doehrman, Attorney representing the City-County Building Authority reviewed the
proposed renovations to the City-County Building and the associated costs. The County will incur
.777% of the cost with the City incurring .223%. This will result in a maximum increase per year to
the City of $46,527. There will be a public hearing on this matter October 6, 1997. Mayor Galligan
stated these renovations need to be done. This is not an option. Following all discussion,
Councilperson Frantz made the motion to pnss~Ordinance No. 97-OR-51, An Agreement And
Amendment Number Two To City-County Building Lease on the first reading, seconded by
Councilperson Williams, passing on a vote of 6-1. Councilper~on Perkins voted in opposition.
Deputy Mayor Phil McCauley presented the 1998 budgets, tax rates and levies for discussion.

Several changes in the Council budget were made, keeping the bottom line the same as proposed.
At the conclusion of all discussion and comments, Councilperson Perkins made the motion to pass
Ordinance No. 97-OR-50 (General Fund,) A, (Building Rental) B, (Parks & Recreation) C,
(Sanitation) D, (Fire Pension) E, (Police Pension) F, (Cumulative Capital Development) G, (hlotor
'Vehicle) H, (Local Roads and Streets) and I, (Probation User) for the third and final reading,
seconded by Councilperson Ellis, passing unanimously.
Councilperson Perkins feels the Farmer's Market at Warder Park is going "great guns".
Moving of the picnic tables was also a good move. He applauds Jim Urban and the Farm Bureau.
Council President W'flson has received calls regarding decorating the Overlook. The original
cost was $4,000. The City does have all the lights, however the Parks Department does not have the
equipment to install them. There are funds available in Council office supplies for the expenditures.
The Council is in agreement. Council President Wilson does have some thoughts on the Salary
Ordinance. Attorney Sedwick explained changes can be made in October. Council President Wilson
asked the Council to think about putting the money back in Clerk and Treasurer Spencer's salary.
Councilperson Williams questioned the status ora grant for a community building and if there
were plans to include a police substation. Mayor Galligan explained there are two groups involved
and there is need for a manager. All need to get on the same page. Councilperson Ellis told of a
meeting he will be attending and he hopes to get more information.
Councilperson Williams requests a report on the drug task force. Mayor Galligan will provide
this,
Council President Wilson thanked Deputy Mayor McCauley and the Clerk and Treasurer
and stafffor the work on the budgets.
There being no further business to come before the Council, Councilperson Perkins made the
