Tom Galligan Mayor, City of Jeffersonville Ms. Peggy Wilder Clerk City of ,Teffersonville Glenn Jackson ,Teffersonville Police Department November 1, 2002 bear Gentleman and Ms. Wilder, I am Terri Huff. I am the mother of Jason Lee Huff who was shot and killed by Officer Glenn Jackson of the Jeffersonville Police Department on May 12, 2002. My husband, Jerry and I are the guardians of Alexis Cierra Huff, the natural daughter of Jason. In October of 2000 Jason was found responsible to pay child support for Alexis in the amount of $79 a week. Under ZC 34-13-3 et. Sag. We are asking you to consider this letter a notice of a tort claim for what we consider the wrongful killing of our son. We believe Officer Jackson fired his weapon into the side of the vehicle driven by our son and this killed him. We believe that if the officer was firing from the side of the vehicle then it is crystal clear that at that time he could not have been in fear of being run over. The pictures of the truck illustrate this cleor.ly. We also think that this same officer has been involved in numerous prior violent episodes and that if his propensity for rash and violent behavior had been properly monitored and checked by his superiors in the police deportment and city government, then he would not have been in o position to kill our son or would hove had sufficient training to know not to fire at a human being who is posing a threat. We believe that Officer Wilson, olong with Chief Povey, all the detectives and officers listed in police report #2002-002014-]: are witness. We also think that Clay Calvin and all the civilians listed inside that reports are witnesses. Furthermore, we believe that people like Todd Carrier and others whom we don't know the names of right now but who were violently treated or beaten by Officer Jackson could be witness in this case. We are sincerely requesting that you investigate this further and that you compensate our granddaughter and ward, Alexis for the wrongful death of her father. We do not in any way approve of ,Tason's conduct on the night he died but certain did not deserve to die for it. We also think that the conduct of the officer as well as the department and the city's pattern, over time, of disregarding his misconduct amount to a violation of our son's civil rights. We sincerely hope that you will honor this request and notice but are prepared to engage an attorney and litigate to protect the rights of our granddaughter and ourselves. Please let us know as soon as you can. Sincerely, Terri M. Huff Legal Guardian of Alexis Huff 209 S 4th St Utica, In. 47130
