Tbs me,ting was called to order by Mayor Thomas R. Gallisan, with Clerk and Tt~surer C.
Richard Sp~me.~r Jr. at the desk. Mayor C~lllgau asked Councilparson Ellis to give the invocation.
Mayor ~ ~ asked all to join him in the pledge of allegiance to the flag.

Coundlpem~n P~kins asked if it was no, ma1 procedm~ for a wire to be down live about 65 minutes
and if it were true there had been a cut back on lineme~ Mr. Newman answered the number of
lineman has stayed within two for the last seven years. Councilparson Perkins is not as concerned
with people going without power as he is for safety. Mr. Newman noted the wire was not live for 65
minute, but only a matter of millisec~lds, explaining what does happim when a line does go down.
Mr. $chutte said ha did meet with Fire Chief Mike Smith following the incident Councilperson
Peddns asked if the 65 minutes was normal response time. Mr. Newman said that is was longer than
normal. Councilperson Perkins thanked the representatives for responding.

the pro,ram, saying most sponsor positions have been filled. Following discussion Ms. Thompson
was informed the City will contribute $7,500, with one hzlf from the Mayor's Promotion ~ and
the other hnlf from the Cotmgil Promotion Fllud.

Located At 712 Shaft Sackson From R-1 To R-2. Councilperson Conlln stated she has a problem
with the size of the 1o~, Director Urban said this would not be approved if it was a plat for a new
subdivision, however this is in an older area a~! the property owner do~ own the lot on the left.
Councilpe~son Co-lin would not have a problem if tho owner would take some of his existing
property. Director Urban explained there w~e no objections voiced at the pi.n Commission.
Residents were notified 300 feet in each direction. Councilperson Ellis stated he has a personal
conflict iu figs situation and will abstain from the vote. Councilperson Perldn. made the motion to

Counc~ Perkins, making comments in favor, made the motion to pass Resolution No. 97-R-29,

is incentive for abatement, however he does feel 10 years should be for larger employers. The vote
to pass Resolution No. 97-R-29 was tied at 3-3, with Councilpersons Perldns, Ellis, ~d Conli.
voiing in favor, with Councilperson Wilder, Wilson, and W~ams voting agsi-,~ Mayor Galligan
stated he has been trying to get things downtown. He does understand the point about jobs, but also
understands it is hard to get investors downtown. Mayor Gallisan cast his vote in Aver, therefore
Resolution 97-R-29 passes.

explained the owners and the companies involved and what they do. The intention is to build a

Co~mcilperson Perkins would like to discuss specific personnel concerns in an executive
sessio~ which he would like to see scheduled.

would like the Council to consider rescinding the Ordinance concerning the 2500 feet~qomeless
Shelter/Domestic Violence Center/Community Ifitchon/Youth Shelter. She has spoken with several
a~ ~ this. She would l~e to discuss this in a workshop. She would also like to revisit
the MIO/i tax abatementn~lue~ CouncilpersenWflder commented on the area of MKM, saying she
would remain oPlx~ed.
Council President Wilson reminded all the Concerts In The Park will begin May 16, with Serf
High Band leading off. These will take place every Friday night through the end of August. The
workshop will be held May 12 at 5:00 P,1VL with the executive session fir~.
Mr. Robert Miller, a resident at 1521 Waverly Road appeared before the Council to inquire
when he could get the ditch behind his home cleaned. Mr. Miller presentcd pictures depicting the
problems, Mayor C-alligan stated these types of problems are all over town. He does promise to get
it tak~ care of. Councflperson Wilder said she has been talking about the drainage problen~s in the
Waverly Ro~d area evex since she has been en the Council. Mayor CvaRigan staled he is losing the

excellent addition to the Clark Maritime Center. In a conversation with the owner of the Company
he was told the City has a very professional staff. Everybody that comes in cenlact with Sim Urban,
Phil McCauley, Jennifer Mead, and fl~nne ~3~al'ie S~]wiok ~ v~ imI~.gged. It is ~ good to hav~
good people. Mayor Galligan armonnced the Wind Symphony will perform at the foot of Spring
Street on May 30. This will be a City event and all are welcome. It is the intent to have an
