The meeting was called to order by Mayor Thoma~ R. Galligan, with Clerk and Treasurer C. Richard Spencer Jr. at the desk. Mayor C,-alligan asked Councilpermm Ellis to give the invocation, Mayor Galligan then asked all to join him in the pledge of allegiance to the flag.
