The mooting was railed to order by Mayor Thomas R. C,-alligan, with Clerk and Treasurer C. Richard Spen*er Jr., st the desk. Councilperson Ron Ellis asked those present to join him in the Lord's Prayer, followed by the pl,d~o of allegiance to the flag. Theroll was called and those present were Couusilpersous John Perkins, Run Ellis, Doma M. Franlz, BarbaraWilson, Vicky Coulin, and Andrew Williams 111. Absent: Cot~acilperson Pe~ I<ulsht Wilder. May~ Gallisan presented the minutes of the meeting of March 3, 1997, for consideration by 1~ CountiL Councilperson Coulin made the motion to approve th, minutes as presented, seconded by Councilperson Williams, passing unanimously. Clerk and Treasurer Spencer presented the claim list for consideration by the Council, explaining additional claims There followed discussion regarding a claim for Clerk and Spencer for car allowance. At the conclusion of all discussion, Cotmcilperson Frantz made the motion to approve the cl,,ims as pr*sented with the additional claims, tabling the claim for car allowan,e, seounded by Councilporson P~ldns, passing unanimously. Coun¢ilperson Wilder arrived at 7:10 P.M. Attorney Susan LoMay, representing Thomas W. KompfSr., presented a petition to vacate a part ofapublic way (City Street Rit~ht-Of-Way). Following ull discussion, Cotmcilperson Porkius macl, ~ moiianto approve the petition, seconded by Councilperson Frantz and carried tmanimously. Mayor Gallilsan presented a proclamation, declaring the month of March as Disability Awareness Month, to Mr. John Dick,y of N~v Hope Ser~ric,s. Mr. Charlie White, a resident of the Meadows Subdivision appeared before the Council in regard to tho recent ilooding in tho mibdivisiun. He presented a letter and map and reviewed the flooding over ih, past three years. He would like to know tho cost of correcting the problems and the alternntives. Mr. lames Stratton, 3010 Perimeter Drive told of his problems. Ms. Eleanor Wolf; 2514 Crams, said there is a tree trunk in the ditch in her yard that needs to be removed. Mayor Ctalligan said he will get out and look at it tomorrow. Mr. Sack Lawrey, 2508 Bishop Circle told ofgeRing 10 inches of water in his house, and of the standing water in his back yard. Mr. Melvin Worley also told of problems. Mayor Cralligan explained he is trying to get the money to do what it will take to correct the problems. Councilperson Perkins suggests using the County Bridge Tax. Mayor Gallioan will talk to the County. A resident of Dunbar Road said he has lived there one year and there have been constant problems. If there is any si~oni6cant rain he is stranded in his house for hours. Councilpersen Perkins suggested taking the drainage money in the budget and using it to borrow anlm~h money to fix the critical things. Councilperson Wilder explained there is onlymoney to "band-aid" the problems, not enough to do the big projects. Mayor Gallilsm~ feels that when the drainage study is complete, the City may get a $500,000 grant from the State. There are two major issues, the Meadows Subdivision and the area behind Wiun-Dixie. Mayor Galligan said it is very impodant to attend the drainage meeting tomorrow and urged the residents to bring any picim'es they have. Mr. Charles Kenneth White told the residents to "pack this place" for the meeting. He thanks the Police Depatme~ti~e Fire Department und all the departments. There was a sense of community and al lot ofvolunieers. He commends the whole city. It was ateam effort and he applauds all. Over all it was an excellent operation. Mr. Mike I-Iult said there was one good thing that came out of the flooding was that there was to over spray problem fi`om There being no further business to come before the Council, Councilperson Perkins moved MAYOR THOMAS R. GA~GAN 'Charlie White 2402 Bishop Rd Meadows Subdivision Jeffersonville, In (812) 282-8589 Mar 18, 1997 The Meadows Subdivision was established in the early 70's and annexed by the City Of Seffersonville during 198 The lower section of the subdivision (the first three blocks from Hamburg Pike) has a number of open drainage ditches that wind throughout the section to carry rain water to a nearby lake (see rough drawing attached). Over the years, even before annexation, these ditches become clogged and create flooding conditions (not withstanding the recent 8 foot rainfall that created havoc to these residents). Very little has been done to resolve the problem. For Years, the actions of those in authority has been to acknowledge the problem and say there isn't any money. Those of us within the Meadows that are affected by the constant high water levels, request these open ditches be "piped in". To this end, we'd like to see a detail analysis of what can be done, the dollar cost and alternatives to financing such a project. Thanks for Listening. Attachment
