The meeting was called to order by Mayor Thomas R. Galligen with Deputy Clerk Barbm-a Hollis at the desk. Councilperson P~on Ellis asked those present to join him hi the Lord's P~ ayer, followed by the pledge of allegiance to the flag. The roll was called and those present were Councilpersons John Perkins, Pon Ellis, Domm M. F~ Pe885' Knight Wilder, Barbara Wilson, Andrew Williams IH and Vicky Coul~ Absent: None. Mayer Galli~o~m presented the minutes of the meeting of February 18, 1997, for consideration by the Council. Councilperson Perkins made the motion to approve the minutes ss presented, seconded by Councilperson Williams, passing unanimously. Dep~ C~enk Hollis presented the claim list for consideration by the Council, explaining five additional claims. Councilperson Perkins made the motion to approve the claims as presented with ~he additionsl claims, seconded by Councilperson Ellis, passing unsnimonsly. Mayor Galli? presented a Commodore of the Port certificate to JeffAgan for his work improving Youngstown Shopp;-~o Center. It has been a tremendous asset to the City. Mr. Agen, thanking the Council, said the project has beenjnst as good for him ss it was for the City. This has been a risk that has paid off[ It probably would not have been possible without the help of the City andihe ~favuess and support of the couauanity. It did not take a genius to do the project, it was fun and ~isfying Mayor C~alligan agreed it did not take a genius, it took someone with the will power and fortitude to take the chance and the City appreciates it. Deputy Mayor McCanley explained two proposals for tax abatement will be considered tonight, one quite different fi-om the other. The first is Resolution No. 97-R.-12, A Resolution Approving Statement Of Benefits For Purposes Of Property Tax Abatement (Warren and Jill 2 M~R.C~ 3, 1997 ~,R) will be considered first. Deputy MeCaaley explsined the proposal. Deputy Mayor McCanley then reviewed ResolutonNo. 97-R-13, A Resolution Approving Statement Of Benefits For Purposes Of Property Tax Abatement (Wayne Steel, Inc.). Councilperson Conlin made the motion to pass Resolution No. 97-R-13 for a ten-year abatement on real property and a ten-year abatement for equipment and machinery, seconded by Councilperson Williams, passing unanimously. Attorney Lanum notified the Coan¢il Wayne Steel was not approved for bonds by the State today. However, they will refile for the next hearing which will be in 30 days. There bein8 no ec~n,~nts, Councilperson Perkins made the motion to pass Resolution No. 97-R-14, seconded by Couneilperson Conlin, passing ~mmaimoasly. Cotmcilperson Perkins introduced and explained the need for Ordinance No. 97-OR-12, An Ordinance Establishing The Position Of Depnty Mayor. Councilperson P~kins made the motion to suspend the rules for Ordinance No. 97-OR-12, .~econded by Councilperson Williams, passing mlanimonsly. Councilperson perkins then made lt~e motion to pass Ordinance No. 97-OR-12 on all three readings, seconded by Cotmcilperson Willjnms~ passing unanimously. Mayor Galligan co~muented that Deputy Mayor McCanley has been a tremendous asset. Attorney Sedwick presented and explained Ordinance No. 97-OR-13, An Ordinance Of Additional Appropriation (Motor Vehicle). Counciiperson Wilder made the motion to suspend the rules for Ordinance No. 97-OR-13, seconded by Coun¢ilperson Ellis, passing unanimously. Councilperson Wilder then made the motion to pass Ordinance No. 97-OR-13 on all three readings, seconded by Council President Wilson, and carried unnnlmonsly. Altomey Sedwick presented and explained Resolution No. 97-R-15, A Resolution Granting An Extension Of Insight Communications Company's Cable Television Fnmchise To Conslnict, Operate And Mnintnln A Cable Television System Within The City Of.leffersonville, Indiana. 3 MARCH 3, 1997 C_~1~1~-. made the motion to pass Resolution No. 97-R-15, seconded by Councilperson Coulin, pussh~ manhnously. Mayor Galligan read an Executive Order Declaring A Local Disaster Emergency, March 3, 1997. Ma,~l' Gallignn explained during his visit to the legislature the previous week, it was called to bis attention two items of legislation he feels will hurt the citizens of.leffersonville with regard to a~ti~x~ M~lignn feels the City needs to protest this. He asked for approval ofP, esolution No. 97-R-16, A Resolution Prntesting The Enactment Of Senate Bill No. 326 And House Bill No. 1412. Attorney Sedwick explained the bills further. Coancilperson Wilder stated she is not in favor as a lot of significant projects have not been taken care of in amexed areas. She is in favor of one butnot the other. Mayor Gallignn explained this is tough. There is some valid point, but there has to be growth. Councilper~on Wilder is in favor ofvol,~,~y mmexatien end always will be as ~his is~hemustjust procedure. If there ever is a more fair and equitable way of property tax ussessraent, then people won't be so ~o~in~t amie~fio~. Councilperson Perkins feels it is in the best interest of the City to r~ach a population of 35,000 to achieve second class city status, to receive entitlement money fi.om the federal gove~uient. He does understand Couacilpersen Wilder's point of view. Councilperson Wilder is in favor ofaunexation of undeveloped areas that the City can then develop. CotmcilpemonPerkins made the motion to pass Resolution No. 97-R-16, seconded by Coancilpersen Elli~ passing on a vote of 6-1, with Councilpersen Wilder voting in opposition. Mayor Gallisan asked to say a few words about the "nice liRle rain fail" over the weekend. Everything inJefl'ersonville was under water, and what w~'t was getting ready to go under. There is a need to have a storm drainage plan. Assistant Director of Redevelopment Sermlfer Mead urged all to ettendthe public hearing regarding Storm Water Management to be held March 18, 1997 at 7:00 P.M. Mayor Galligna explained the water ran from one water shed to another, lift stations were flooded out and pumps went under. He co.,,:,ends all people who helped. He thanked the Police, Street, and Fire Departments. The biggest problem is safety. There were those that ignored bm'ricades. Mayor Gallisaa told the police to write tickets to those that run barricades. The flood gates are being put up now.
