HomeMy WebLinkAbout02-18-97COUNCIL PROCk-.~D]NGS OF THE COlVIMON COUNCIL OFTHE CITY OF 3~'~'~SO~, INDIANA FEBRUARY 18, 1997 The Co~lauca Omncil of the City of 3effersonville met in regular session in the Multi-Purpose Meeting Room in the City-County Building, JefFersonville, Indiana at 7:00 P.M. on the 18th d~y of February 1997. The meeting was called to order by Council President Barbara Wilson, with Clerk and Treastrer C. Richard Spencer Jr., at the desk. Councilperson Ron Ellis asked those present to join him in the Lord's Prayer, followed by the pled~ of allegiance to the ting. The roll was called and those present were Councilpersons John Perkins, Ron Ellis, Donna M. Fruntz, Peggy Knight Wilder, Barbara Wilson, and Andrew Williams IH.. Absent: Councilperson Vicky Conlin. Council President Wilson presented the minutes of the meeting of Februar/ 3, 1997, for consideration by the Council. Councilporson Perkins made the motion to approve the rnim~tes as presented, seconded by Councilperson Wilder, passing unanimously. Clerk and Treasurer Spencer presented the claim list for consideration by the Council, explaining three additional claims. There followed discussion regarding transferring funds and several claims. At the conclusion of all discussion, Councilperson Perkins made the motion to approve the claims as presented with the addifion~! claims, striking the $10,000 claim for Clark County Health Care Clinic, seconded by Councilpereon Ellis, passing tmsmimously. .Atkmgy Sedwick presented and explained Resolution No. 97-R-9, A Resolution Authorizing Advertising For An Additional Appropriation (Motor Vehicle Fund). Following discussion, Councilperson Perkins made the motion to approve Resolution No. 97-R-9, seconded by Councilperson Williams, passing unanimously. Attorney Sedwick presented and explained Resolution No. 97-OR-9, An Ordinance Of Additional Apl~on(Robertson versus City of:Ie~ersonville Settlement Of Lawsuit), saying this ~ has been advertised as a public hearing. Following all discussion Councilperson Wilder made the motion to suspend the rules for Ordinance No. 97-OR-9~ seconded by Councilperson Perkins, passing unsnimously. Councilperson Wilder then made the motion to pass Ordinance No. 97-0R-9 February 18, 1997 Page 2 on all three readin__gs, seconded by Councilperson Williams, passing en the following roll call vote: Ayes: Councilpersons Perkins, Ellis, Frantz, Wilder, Wilson, and Williams. Nays: None. Couacilperson Williams presented and explained Ordinance No. 97-OR-10, An Ordinance Transferring Certain Funds Within Same Depashaent (Motor Vehicle). Followings all discussion, Councilpermn Perkins made the motion to suspend the rules for Ordinance No. 97-OR-10, seconded by Cotagilpenson Williams passing ananimously. Councilperson Parkins then made the motion to pass Ordinaace No. 97-OR-10 on all three readings, seconded by Councilperson Franlz, passing on the following roll call vote: Ayes: Councilpersons Perkins, Ellis, Frantz, Wilder, Wilson, and Williams. Nays: None. Assistant Director of Redevelopment Seanifer Mead explained Resolution No. 97-R-10, A Resolution Designating Certain Areas Within The City of Jeffersonville, Indiana, As "Economic Revitali:,~6on Areas", also explaining there will be a public hearing M~xch 3, 1997. Councilperson Perkins made the motion to pass Resolution No. 97-R-10, seconded by Coancilperson Ellis, and c~a~ied ummimously. Councilperson Perkins inquired if there is a list of those receivinG tax abatements. Assistant Mead is working on this. CouacilPrezeutW'daonpresen~d Ordinance No. 97-OR-11, An Ordinance Trausfen~ng Funds W'~hin Same Department (Council), asking to add atransfer of $5,000 for Clark County Health Care Clinic. Coumil President Wilson made the motion to auspend the rules for Ordinance No. 97-OR-10 as amended, seconded by Councilperson Perkins, passin~ unanimously. Council President Wilson ligamad~ the motion to pass Ordinance No. 97-OR-11, as amended, on all three readings, seconded by Councilpenson Ellis and carried unanimously. Mayor G-alligan asilved at the meeting. Councilperson Perkins was invited by Father CliffVogelsang, of St. Augustine's Church, to pi~evie~v ~he ronov~ion in proceas at the Church. Councilperson Perkins stated this is ~'uly a landmark ofilm City of Seffersonville encouraging any who have not seen the inside o£the Church to do so when ~he renovafian is complete. The Church will be a part o£JeffClark Preservation Christmas Tour. The whole community can be prom of tiffs. Councilpersen Perkins wishes to commend Mayor Galligan ~ as he arrived late as he wag "playing in the mud". Couacilperson Ellis inquired of the rules of the Board of Finance which he has been elected President. Following disenssion Couneilper~on Perkins asked if City Attorney 5edwiek would work on pres~n~ procedure rules for the Board of Finmce. Comeilpen~a~ would like to present an award to JeffAgun for the work he has put into Youngstown Shoppiag Ceuter. She feels there is aneedto thankhim. Councilperson Frantz presented ami made the motion to pass Resolution No. 97-R-I 1, A Resolution Endorsing The Development OrA Seffersonville Sports Complex And Aqunties C~ter. There is n need to made a decision as the cost of repairs to Ewing Lane are tremendous. Ccnmcilperson Wilder noted fine amount ofmonsy that it spent each year on repairs could be used to pay un abend isaac. Councilperson Frantz said Park Superintendent Elliott und Assistant Peele have done alot of work on plans. Discussion continued on p~aaps building a golf course to help pay for · e center. ~ was then suggested there be a committee mmaed to look into the facility. Councilperson Perkins seconded the motion, and Resolution No. 97-R-11 passed ~manhuously. Counsilpev~W'dda'inquked as to when road paving plans would be made. Mayor Coalligan explained this is being worked on now und the Council is invited to make their recommendations. C~ancilperson W'dlia'ns asked about the finunciai reports as required with P, esolution No. 97- R-8. Clerk and Treasm'er Spencer provided reports at the start of the meeting which he feels follow through with the Council's request The Council will have a workshop Tuesday, March 4, 1997 at 5:00 P.M. Mayor Galligan said the sewer and drainage project has been started at Center and Louise. Also, at~h~nextme~ting there will be a Resolution presented as to who will be on the riverbank. He then told of a meeting with the Corps regarding Iced Tea ~9 Ms, Sandy Mattingly of Insight Cormmmications spoke to the Council regarding the fi'unchise renewal. She explained the additional channels that have been added and explained the rebuild process which will cost 6.3 million dollars. The bulk of this project will be in Jeffersonville and Clarksville. She presented a stunple of a portion of the fiber optic cable that will be used. Councilperson Ellis asked if there will be a rate increase. Ms. Mattingly explained there will be many price struc0.u~s available.
