The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:10 P.M. on the 27th day of January 1997. The meeting was called to order by Mayor Thomas R. Galligan, with Clerk and Treasurer C. Richard Spencer Jr, at the desk. Mayor Galligan welcomed all in attendance, asking all those present to stand as Councilperson Ron Ellis gave the invocation. He then asked all those present to loin him in the pledge of allegiance to the flag. was called and those present were Councllpersons Ellis, Donna M. Frantz, Barbara Wilson, and Andrew Absent: Councilpersons Peggy Knight Wilder and Vicky Contin. Mayor Galligan presented the minutes of the meeting of January 6, 1997 for consideration by the Council. Councilperson Perkins made the motion to approve the minutes as presented, seconded by Council President Wilson and carried unanimously. Clerk and Treasurer Spencer presented the claim list, for consideration by the Council, explaining three additional claims. Following all discussion, Council President Wilson made the motion to approve the claims, and the additional, as presented, seconded by Co~ncilperson Williams, passing unanimously. PAGE 2 JANUARY 27, 1997 Mayor Galligan introduced Ordinance No. 97-OR-1, An Ordinance Of Additional Appropriation, for the third reading. Councllperson Perkins made the motion to pass Ordinance 97-OR-1 on the seconded by Councllperson Williams, passing third reading, unanimously. Attorney Sedwick presented and explained Resolution No. 97-R-5, A Resolution To Advertise For An Additional Appropriation. Following a discussion regarding the date on the Resolution, Councllperson Perkins made the motlon to pass Resolution No. 97-R-5, seconded by Councilperson Frantz, passing unanimously. Attorney Sedwick presented and explained Ordinance 97-OR-3~ An Ordinance Amending Certain Ordinance No. 96-OR-53 (City Court explaining the three and one half percent the original salary ordinance. to suspend the rules for No. Portions Of Section 1 Of Adult Probation Services), increase was not included on Councilperson Perkins made the motion Ordinance No. 97-OR-3~ seconded by Councllperson Frantz, passing unanimously. made the motion to pass Ordinance No. Councllperson Frantz, passing unanimously. Councllperson Ellis then 97-0R-3, seconded by Councllperson Perkins introduced and asked to separate the Ordinance Of Additional ApproPriation. Councllperson Perkins then made the motion to pass Ordinance No. 97-OR-4~ An Ordinance of Additional Appropriation (Carnegie Library) on the first and second readings. Councilperson Frantz said she will vote in favor of this at this time as she does believe the building should have the chance to PAGE 3 JANUARY 27, 1997 be renovated, however she has requested that the deed be drawn up so that after the two year period, the City will not be locked in to keeping the building if the funding cannot be secured. Ordinance No. 97-0R-4 passed on the first and second reading on the following roll call vote: Ayes: Nays: Councilpersons Perkins, Ellis, Frantz, and Williams. Councllperson Wilson. Councilperson Perkins made the motion to suspend the rules for Ordinance No. 97-OR-5, An Ordinance Of Additional Appropriation (Sidewalk and Equipment), seconded by Councilperson Williams, passing unanimously. Councllperson Perkins then made the motion to pass Ordinance No. 97-OR-5 on all three readings~ seconded by Councllperson Williams, passing on the following roll call votes Ayes: Councllpersons Perkins, Ellis, Frantz, Wilson, and Williams. declde Nays: None. Councilperson Perkins suggests a committee be formed Resolution No. Jeffersonville, to Development Fund Application To And Addressing Related Matters. Repair Affair. Following Councllperson Ellis made the motion to pass Resolution seconded by Councilperson Frantz, passing unanimously. The Indiana Housing Finance Authority This program will work closely with all discussion and explanation, No. 97-R-6, Councilperson on the equipment purchase. Assistant Director of Redevelopment Jennifer Mead, presented 97-R-6, A Resolution Of The City Council Of Indiana, Authoring The Submittal Of The Housing PAGE 4 JANUARY 27.. 1997 Perkins commends Assistant Mead and the Department of Redevelopment for their effort in this area as the benefits reaped will be tremendous. Assistant Mead thanked the Council, explaining they can help by calling legislators. There will be a public hearing. Clerk and Treasurer Spencer explained the Resolution on the agenda regarding public communication relationships is not available for this meeting. Councllperson Perkins, referring to the program introduced by Assistant Mead, said this program is not unlike program in the 70's that made a lot of improvements locally~ This has potential for success because of the cooperation with the Repair Affair program. This money will go farther because of this, and he is real pleased. Councilperson Ellis said there was a meeting a week ago between City officials and members of the community to address the violence that has been happening in the community. He is happy to say there will be follow-up meetings, and there will be proposals to make the community safe and livable. Councilperson Frantz questioned how the study for racial harmoney questions would be answered. If this would be from the group or from the individuals. Councilperson Williams indicated this will most likely be addressed at the next meeting. Councilperson Frantz volunteer's her time. Mayor Galligan said this is a good program that needs to be implemented. PAGE 5 JANUARY 27, 1997 Councllperson Williams encourages Councilperson Perkins to put together a plan to determine funding for the Carnegie Library, and the manner in which the building will be used. Councltperson Perkins agrees there is a need for policies and quidelines. It is suggested a fund be created so that donations can be tax Heductable. Mayor Galligan said, following the article in the paper regarding the possible purchase of the Carnegie Library, he received two offers of contributions, one for g500 and the other for more. He would like to find a retiree that would be willing to help the City with this project. He looks forward to hearing from someone, that feels this is a worthwhile project. Mrs. Nellie Nolan addressed the Mayor and the Council regarding the drainage situation in her neighborhood. Four parcels are under water. She fears a child will drown if something is not done. She doesn't feel she should have to beg to get something done. Mayor Galligan has talked with the property owner and the problem is not as simple as it appears.
