RESOLUTION AUTHORIZING APPLICATION SUBMISSION
AND LOCAL MATCH COMMITMENT
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA, AUTHORIZING THE SUBMITTAL
OF THE PLANNING GRANT APPLICATION TO THE INDIANA
DEPARTMENT OF COMMERCE AND ADDRESSING
RELATED MATTERS
WHEREAS, the City Council of the City of Jeffersonville, Indiana recognizes the
need to stimulate growth and to maintain a sound economy within its corporate limits;
and
WHEREAS, the Housing and Community Development Act of 974, as amended,
authorizes the Indiana Department of Commerce to provide grants to local units of
government to meet the housing and community development needs of low and moderate
income persons; and
WHEREAS, the City of Jeffersonville, Indiana, has conducted or will conduct
public hearings prior to the submission of an application to the Indiana Department of
Commeme, said public heatings to assess the housing, public facilities and economic
needs of its low and moderate income residents;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Jeffersonville, Indiana that:
1. The Mayor is authorized to prepare and submit an application for grant funding to
address the facilities needs of LifeSpring Mental Health Services, and to execute and
administer a resultant grant including requisite general administration and project
management, contracts and agreements pursuant to regulations of the Indiana Department
of Commeme and the United States Department of Housing and Urban Development.
2. Having received said authorization from the City Council, the Mayor hereby
empowers the Jeffersonyi!!e Redevelopment Commission to administer said grant and to
award contracts and/or sign documents therefore, including requisite general
administration and project management, contracts and agreements pursuant to regulations
of the Indiana Department of Commerce and the United States Department of Housing
and Urban Development.
3. The City of Jeffersonville, Indiana hereby commits the requisite local funds in an
amount not to exceed five thousand five hundred dollars ($5,500.00), in the form of cash
to be provided by LifeSpring Mental Health Services, such commitment to be contingent
upon receipt of funding from the Indiana Department of Commerce.
This Ordinance shall be in full force and effect from and after its passage
and approval.

Dear Mayor Galligan:
I am writing to inform you that on Friday, December 12, 1997, LifeSpring MI-IS was
notified by thc Indiana Depmhnent of Commeme, Community Development Division,
that we were not eligible to act as the subrecipient to a "Limited Clientele" grant
application submitted by the City of Jeffersonville on our behalf. The reason for this
ruling by the Indianapolis HUD office and the IDOC was based on the definition of
