A RESOLUTION REQUIRING THE CITY CLERK-TREASURER TO
PROVIDE MONTHLY FINANCIAL STATEMENTS TO THE
MEMBERS OF THE COMMON COUNCIL
WHEREAS, members of the Common Council of the City of Jeffersonville
(hereinafter "the Council") at various times over the 1996 calendar year orally requested
that the Clerk-Treasurer provide the Council regular information concerning the City of
Jeffersonville's (hereinafter "the City") income from both tax and non-tax sources and
the City's cash-flow; and
WHEREAS, except for the fund-balance information provided to the Council at its
special meeting held January 27, 1997, the Clerk-Treasurer has not provided the
Council any such regular income information; and
WHEREAS, on Thursday, January 30, 1997, the Clerk-Treasurer informed three
members of the Council that the City was in financial trouble and that the State Board of
Tax Commissioners would not approve any further special appropriations; and
WHEREAS, each time the Clerk-Treasurer submits a special appropriation to the
State Board of Tax Commissioners for approval as required by the Indiana Code, the
Clerk-Treasurer must submit with the appropriation ordinance a financial statement form
("Financial Statement") which form reflects the surplus funds available to the City for
appropriation; and
WHEREAS, the financial information required to prepare the Financial Statement
is, or should be, available to the Clerk-Treasurer at all times; and
WHEREAS, the financial information required to prepare a monthly Income
Statement reflecting all tax and non-tax income the City has received in the previous
calendar month is, or should be, available to the Clerk-Treasurer at least by the 10th day
of each calendar month; and
WHEREAS, the Council needs monthly Financial Statement and Income Report
to give the Council members information necessary to make decisions regarding
requests for special appropriations and other fiscal decisions;
NOW THEREFORE, BE IT HEREBY RESOLVED that the Council hereby directs
the Clerk-Treasurer to prepare a Financial Statement for the period ending ten (10)
days prior to each regular or special Council meeting; and
NOW THEREFORE, BE IT HEREBY FURTHER RESOLVED that the Clerk-
Treasurer shall provide a copy of said Financial Statement to the City Attorney's office
by noon on the Wednesday preceding each regular or special Council meeting to be
included in the packet of information sent to the Council members prior to their
meetings;
NOW THEREFORE, BE IT HEREBY FURTHER RESOLVED that the Clerk-
Treasurer shall prepare on or before the 10th day of each month an Income Report
reflecting all income the City received in the prior calendar month from both tax and
non-tax sources; and
NOW THEREFORE, BE IT HEREBY FURTHER RESOLVED that the Clerk-
Treasurer shall provide a copy of said Income Report to the City Attorney's office by
noon on the Wednesday preceding the first regular or special meeting of the Council
held after the Income Report is prepared each month to be included in the packet of
information sent to the Council members prior to their next meeting.
This Resolution shall be in full force and effect from and after its passage
and approval.
