The Common Council of the City of Jeffersonville met in Workshop session on
Wednesday. August 28, 2002 at 6:30 P.M. The meeting was held in the City County
Building Room 308. Council President Denny Frantz called the meeting to order at 6:40
P.M., with Clerk Treasurer Peggy Wilder and Deputy Clerk Barbara Hollis at the desk.
Other Council members in attendance were, Ron Ellis, Barbara Wilson, Ron Grooms,
and. Rob Waiz. Conncilperson Vicki Conlin was absent.
Clerk Treasurer Wilder presented and explained a list of budget changes proposed by
Mayor Galligan. An updated maximum levy was presented. Changes in tax laws were
reviewed. Conncilperson Waiz feels the Council should take out the $200,000 additional
revenue that had been added. Clerk Treasurer Wilder reminded the Council of the inner
city road bond payment. Councilperson Grooms noted there is no provision in the
proposed budget for principle and interest payment on the loan for hospitalization.
There was discussion regarding the maximum levy and health insurance funding. The
assessed value was also discussed. Clerk Treasurer Wilder said she has been advised to
use 90% of last year's assessed value to figure the tax rate. There followed discussion on
whether to use 90% or 100% with there being no consensus. Councilperson Grooms
suggests using 100% and put the difference in insurance.
Councilperson Waiz suggested using the 2002 budget with the following list of additions:
Rent - $32,000, Pool Expenses - $30,000, Landfill - $80,000, Gas - $50,000, Health
Insurance - $700,000, Employee raises - $180,000, Pool Bond Payment - $343,000, and
Pool Employees $70,000.
A suggestion was to ask Mayor Galligan to cut an additional $200,000. There was
general agreement that miscellaneous capital purchases be specified.
Conncilperson ,Ellis asked if it was possible to get away from so much paper. Clerk
Treasurer Wilder will be distributing the Council packets on disk as soon as possible.
Councilperson Ellis suggested the Council ask Attorney Jack Vissing to look at the
proposed Animal Shelter Ordinance that Attorney Galligan has said is not legal. All
agreed to have Attorney Vissing review the Ordinance.
At the conclusion of all discussion the Council asked that the budget be brought down to
the maximum levy, without using the additional $200,000 in revenue, to vote on at the
next meeting.
