COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
AUGUST 5, 2002
The Common Council of the City of Jeffersonville, Indiana met in regular session
in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana,
at 7:00 P.M. on the 5th day of August, 2002.
Mayor Thomas R. Galligan, with Deputy Clerk Suzy Bass at the desk, called the
meeting to order. Also present were City Attorney Anne Made Galligan, and Deputy
Clerk Barbara Hollis. Mayor Galligan welcomed all in attendance, asking all those
present to stand as Councilperson Ron Ellis gave the invocation. Mayor Galligan then
asked all those present to join him in the pledge of allegiance to the flag.
The roll was called and those present were; Councilpersons Ron Ellis, Les
Merkley, Denny Frantz, Rob Waiz, Barbara Wilson, Ron Grooms, and Vicki Conlin.
Absent: None
Councilperson Grooms asked that his name be removed as speaker for Agenda
item #17 and that Councilperson Merkley added. Councilperson Waiz then made the
motion to approve the agenda as amended, seconded by Councilperson Grooms, passing
unanimously.
Deputy Bass presented the claim list for consideration by the Council. Following
questions, Councilperson Grooms made the motion to approve the claims as presented,
seconded by Council President Frantz, passing on a vote of 5-2. Councilpersons Ellis and
Merkley voted against passage.
PUBLIC COMMENT
Ms. Sharon Hilton appeared before the Council to tell the Council she is in favor
of an Animal Shelter Board as citizen input is good. Also it would be good not to have
all complaints going to the Mayor. Ms. Hilton is concerned that the people running the
Animal Shelter are specifically trained.
Ms. Beth Mull has worked as a volunteer at the Animal Shelter and was told the
program is on hold. She does feel there is a need for a Board. Ms. Mull suggested the
