OF THE CITY OF JEFFERSONVILLE, INDIANA
MARCH 8, 2006
Mayor Waiz called the meeting to order at 9:30 a.m. and on call of the roll those members present were:
Councilperson McCauley and City Engineer Miller.
Also present were: Street Commissioner Ellis, Asst. Police Chief Lovan, Planning and Zoning Director
Hicks, Building Commissioner Segraves, Animal Shelter Director Wilder, Vehicle Maintenance
Director Dmry, Parks Director Poff, Wastewater Treatment Director Crawford, Councilperson Grooms,
Councilperson Perkins, Personnel Director Calabro, Redevelopment Director Cahill, Fire Chief Miles,
City Attorney Merkley and Deputy Clerk Mayfield.
Engineer Miller made the motion to approve the payroll, seconded by Councilperson
McCauley and carded unanimously.
Engineer Miller made the motion to approve the minutes of 3-1-06, seconded by
Councilperson McCauley and carded unanimously.
Engineer Miller made the motion to approve the claims, seconded by Councilperson
McCanley and carded unanimously.
NEW BUSINESS
KING MEMORIAL WALK
Sally Mastrolia appeared before the Board to request street closure for the King Memorial
Walk on April 1, 2006 from 11:00 am to 1:00 pm. The walk will start at the Belvedere across
the Second Street Bridge and on to Kye's. She requested police and fire assistance. Engineer
Miller made the motion to approve the street closure, seconded by Councilperson McCauley
and carded unanimously.
CHESTNUT ST. HOUSES
Dennis Julius, Joe Lee, and Keith Staton appeared before the Board to voice concerns over
the houses on Chestnut Street behind 300 Spring Street that were damaged by the fire. They
are concerned that the houses are going to be sold and rehabilitated instead of being used for
parking. Councilperson Perkins said he urged the city to purchase the properties for
municipal parking at the time of the fire and two years later he urged the City Council to
appropriate over $100,000.00 to acquire the properties with the intent of demolishing them..
He said there was never any intent to rehabilitate the houses. Joe Lee said he thinks all
parties should have been involved in discussions about what to do with the houses. Mayor
Waiz said he met with Greg Sekula two weeks ago and gave Mr. Sekula 45 days to come up
with a purchase price for "both" houses and a plan of how they will be rehabilitated to be
agreeable with the City.
TRAFFIC CONCERNS
Ron Glass who resides at 1531 Nole Drive spoke to the Board about traffic concerns in Northaven
Subdivision. He requested that speed bumps be put in to slow people down. Assistant Police Chief
Lovan said the traffic division will be concentrating on problems like this beginning June 1, 2006.
Mayor Waiz said he would take installing speed bumps into consideration.
CITATION- 1101 LOCUST STREET
Building Commissioner Segraves said he cited property owner William Homung for exterior
maintenance violations at 1101 Locust Street. City Attorney said there are two issues involved. They
are exterior maintenance violations and zoning violations. City Attorney said the city is limited as to
what can be done because of the grandfather clause. Representatives from the Presbyterian Foundation
appeared before the Board to voice their concerns over the exterior maintenance including storing raw
materials on the property. They said the current privacy fence has deteriorated. The complaints on this
property date back to 1976 and the property has never been permanently cleaned up. After discussion,
Councilperson McCauley made the motion to table this issue until City Attorney Merkley can discuss
this more with the Presbyterian Foundation attorney, seconded by Engineer Miller and carded
unanimously. Councilperson McCauley said this is a widespread problem all over the City and he
would like to see this issue addressed in other locations as well.
ALLEY
Councilperson McCauley said he would like to see the alley at Meigs and Fulton Streets between Maple
and Chestnut Streets vacated. He said the alley is very narrow and is not wide enough for vehicles to go
through. He would like to make the alley a pedestrian or bikeway. Councilperson Grooms said four
people spoke against the vacation at the Council meeting and one spoke in favor of. Councilperson
Grooms asked why this is being done and what the advantages are. Councilperson McCauley said
vehicular traffic can't make it through and that the alley hasn't been well kept. Street Commissioner
Ellis said sanitation trucks have trouble getting through there as well. Resident Derrick Spence spoke
against the vacation and thinks setting a pole to close it offwould be a liability for the City. During
discussion it was suggested that a concrete barrier be set to keep traffic out of alley. Councilperson
McCauley made the motion to limit thoroughfare and make it a pedestrian way, seconded by Engineer
Miller and carried unanimously.
There being no further discussion to come before the Board the motion was made by Councilperson
a.m., seconded by City Engineer Miller and carded unanimously.
