HomeMy WebLinkAbout04-06-2005MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA APRIL 6, 2005 · Mayor Waiz called the meeting to order at 9'30 a.m. and on call of the roll those members present were' Councilperson Sellers and City Engineer Miller. At 9:40 Mayor Waiz had to leave and City Engineer Miller chaired the remainder of the meeting with Building Commissioner Segraves sitting in for Engineer Miller. Also present were: Building Commissioner Segraves, 'Fire Chief Miles, Police Chief Ashabranner, Animal Shelter Director Wilder, Parks Director Poff, Vehicle Maintenance Director Dmry, Planning and Zoning Director Hicks, Computer Technician Davis, Wastewater Treatment Director Crawford, Redevelopment Director Cahill, City Attorney Merkley and Deputy Clerk Mayfield. Councilperson Sellers made the motion to' approve the minutes of 3-23-05, seconded by City Engineer Miller and carded unanimously. City Engineer Miller made the motion to approve the payroll as presented, seconded by Councilperson Sellers and carded unanimously. NEW BUSINESS GRASS CUTTING BIDS Shadow Lawn Service- $1,600.00 to trim, mulch, and weed landscaped areas at the Riverfront. Weed and 'feed fertilizer will be applied also. Walnut Ridge-$1,075.00 Mowing along fiver from the Star to Jeffboat $325.00 Mowing at the Terrace Lawn $150.00 Trim hillside Up to Jeffboat by hand. $600.00 Greg's Lawn and Landscape-S760.00 Mowing, trimming, edging and cleanup of riverbank $365.00 per cut Weed-eating eastside riverbank $165.00 per cut Mowing, trimming, and cleanup of amphitheatre $60.00 per cut Weed and feed (2 applications) $170.00 Engineer Miller made the motion to take the bids under advisement, seconded by Councilperson Sellers and carded unanimously. LIFESPAN RESOURCES Judy Wilson appeared before the Board to request reserving the Warder Park gazebo on Thursday, June 2, 2005 from 10:00 to 10:45 am for the Fun Walk. Councilperson Sellers made the motion to approve the request, seconded by Building Commissioner Segraves and carried unanimously. RELAY FOR LIFE Alvin Stepp of Rolling Fields Baptist Church requested approval to have a roadblock to collect money for Relay for Life. Councilperson Sellers made the motion to deny approval, seconded by Building Commissioner Se.graves and carried unanimously. JEFF FEST Jay Ellis, Barb Wilson, and Keith Staten appeared before the Board to request the installation of metal poles on Court Avenue near Mulberry Street to display banners at various times throughout the year of upcoming events. After some discussion, Coun¢ilperson Sellers made the motion to' table this until next week, seconded by Building Commissioner Segraves and carried unanimously. THUNDER CLOSURES Lt. Garry Pavey announced the street closings for Thunder Over Louisville. The streets will[ be closed at 7 a.m. on Saturday, March 23, 2005.- (A list is attached of street closures and restrictions). RESIDENT ONLY PARKING,SIGNS Engineer Miller said the ordinance pertaining to thethatYearlYaren,tfeebeingfOr residenta after°nly parking[he initialSigns needs to be enforced. There are a lot of signs up Pai''~f°r approval and installation. Street Commissioner Ellis will get a list of addresses from the City Clerk's office. COMMENTS' Street Commissioner Ellis said he would like to hire some temporary workers for the summer. He has the mOney in his budget for this. Councilperson Sellers made the motion to approve hiring temporary workers, seconded by Engineer Miller and carded unanimously. Street Commissioner Ellis said there would be a demonstration Friday, April 8, 2005 at 9:30 a.m. of a machine that patches potholes at Eastern Boulevard and Spring Street. Street Commissioner Ellis said the resident parking sign on Pearl Street hasn't been removed yet. Parks Director Poff thanked Bob Miller for his help at Ewing Lane and Vissing Park. He said the summer barge entertainment would be posted. Animal Shelter Director Wilder said the July 18, 2005 Golf Scrarnble plans have been finalized and he is getting the literature together. He said volunteers and sponsors are needed. Fire Chief Miles asked who is milling the streets. He said his department needs to be notified when the milling is done and where. Fire Chief Miles said he needs to know who to contact in emergency situations when fuel needs to be removed from tanks. Saturday, April 23, 2005 at 7:00 am. ~1 The Market Street exit ramp f'rom 1-65 South (Exit 0) ~2 The Court Avenue exit ramp from 1-65 North (Exit 0) ~3 Riverside Drive from jeffboat West to the City Limits. ~4 Market Street from Mulberry St West to the City Limits. ~5 Southern Indiana Avenue from W.Court Ave South to Riverside Drive. · ~6 Missouri Avenue from Clark Blvd South to Market Street ~7 The River bank area from jeffboat West to Kennedy Bridge. ~8 RiverPointe Plaza from Market St South to Riverside iDrive. ~9 The Alleys on the North and South side of the floodwall from Mulberry Street West to the City Limits or end of alley ~10 The Alleys on the North and South side of floodwall from jeffboat West to Mulberry Street. ~11 100 Block of Spring St, from Market St South to Riverside Drive. ~12 100 Block of Wall St, from Market St South to Riverside Drive. ~13 100 Block of Locust St, from Market St South to Riverside Drive. ~14 100 Block of Walnut St, from Market St South to Riverside Drive. Ail of the above mentioned residential streets will be open to residents and their personal vehicles until 5-00 pm w:ith the exception of Riverside Drive. Streets will be reopended at the discretion of the Chief of Police, depending upon traffic congestion and the safety of pedestrians in the area. Ail streets are projected to be opened by 12.00 midnight.' (Approximate) The 1-65 exit ramp (Exit 0) for North and Southbound traffic will be closed by the Indiana State Police at 7-00 am on Saturday, April 23, 2005. Only Greyhound Buses will be allowed to exit from 1-65 southbound at exit 0. The following streets are requested to be considered[ "No Parking Zones" on Saturday, April 23, 2005 from 7.00 am until 12'00 midnight. ~1 Riverside Drive from jeffboat West to the City Limits. ~2 Market Street from Mulberry St West to the City Limits. ~3 Southern Indiana Avenue from Riverside Dr North to West Court Ave. ~4 Missouri Avenue from Market St North to Clark Blvd. ~5 RiverPointe Plaza from Market St South to Riverside Drive. ~6 The River bank area from jeffboat West to Kennedy Bridge. ~7 The City Parking lot between Market Street and Riverside Drive under the Kennedy Bridge. ~8 The City Parking lot located on the South side of Riverside Drive next to the Kennedy Bridge. ~9 100 Block of spring St, from Market St South to Riverside Drive. ~10 100 Block of Wall St, from Market St South to Riverside Drive. (Residential parking only) ~11 100 Block of Locust St, from 'Market St South to Riverside Drive. (Residential parking onlY) ~12 100 Block of Walnut St, from Market St South to Riverside Drive. (Residential parking only) As in the past events such as this, we are requesting that no alcoholic beverages be allowed on city property. This would include city streets, city owned parking lots and the river bank area located in the ,,Event Area". Also, we are requesting that no animals be brought into the ,,Event Area" or allowed on city property with the exception being for medical 'reasons. In addition, we are requesting that no Recreational Vehicles be allowed to park in the event area and that there will be no open flames, tents, portable buildings, tarps, skateboards, bicycles or motorized scooters allowed. For vendor sales, we are requesting that fireworks, "silly string" cans and helium balloons not to be sold. Also, we are requesting that no Golf carts other than those used by Police, EMS and the Derby Festival Committee be allowed in the ,,Event Area".
