OF THE CITY OF JEFFERSONVILLE, INDIANA
NOVEMBER 17, 2004
Mayor Waiz called the meeting to order at 9:30 a,m. and on call of the mil those members present were:
Building Commissioner Segraves sitting in for Councilperson Sellers and City Engineer Miller.
Also present were: Building Commissioner Segraves, Fire Chief Miles, Police Chief Ashabranner,
Animal Shelter Director Wilder, Parks Director Poff, Vehicle Maintenance Director Drnry, Street
Department Director Ellis;, Planning and Zoning Director Hicks, Personnel Director Calabro,
Redevelopment Director Cahill, City Attorney Merkley and Deputy Clerk Mayfield.
City Engineer Miller made the motion to approve the payroll, seconded by Building
Commissioner Segraves and carried unanimously.
Engineer Miller made flae motion to approve the minutes of November 3, 2004, seconded by
Building Commissioner Segraves and carded unanimously.
BID OPENING ON 25-YARD PACKER
CiO Engineer Miller opened bids on a 25-yard Refuse Packer. The bidders were:

Engineer Miller made the motion to take the bids Under advisement for One week', seconded
by Building Commissioner Segraves and carried unanimously.
RESIDENT ONLY PARKING
Debm Ableidinger of 4504 Golden Crest Drive requested a resident only parking sign. She
said a neighbor is parking in front of her mailbox. The police department will cheek the
location. Engineer Miller made the motion to approve the resident only parking sign
contingent upon police approval, seconded by Building Commissioner Segraves and carried
unanimously.
PROGRAM FOR PUBLIC SERVANTS
Retired Police Officer Eric Johnson who is with a group called Supporting Heroes appeared
before the Board to promote a program to help the families of public servants who have been
killed in the line of duty. His goal is to send a message to public servants that the community
cares. Donations can be~made by memberships or payroll deduction.
TEMPORARY BANNER REQUEST
Sharon Schroder of Our Lady of Perpetual Help Church in New Albany came before the
Board to request putting up a banner for six weeks for "Catholics Returning Home" at the
comer of Highway 62, and Holman's Lane. It is to be put up on November 22, 2004 through
January 4, 2005. Mayor Waiz said he had no problem with this. Planning and Zoning
Director Hick's said he would meet with her to work it out.
AGREEMENT BETWEEN CITY AND BERNARDIN LOCHMUELLER AND
ASSOCIATES
City Attorney Merkley said the City of Jeffersonville received a grant to do a downtown
parking study, Engineer Miller made the motion to approve a contract with Loehmueller and
Associates to do the study not to exceed $30,000.00, seconded by Building C6mmissioner
Segraves and carried unanimously.
CITY HALL
Engineer Miller made the motion to enter into a contract in the amount of $176,800.00 with
the Estopinal Group to look at city hall plans and renovation costs at the Quadrangle,
seconded by Building Commissioner Segraves and carded unanimously.
AGREEMENT WITH POLICE AND THE INSTITUTE OF 'PUBLIC SAFETY
PERSONNEL
Engineer Miller made the motion to approve a contract with IPSP concerning promotions for
the police department, seconded by Building Commissioner Segraves and carried
unanimously.
COMMENTS:
Street Commissioner Ellis said refrigerators and freezers could no longer be picked up with
compressors on them. After some discussion, Mayor Waiz said the city would remove the
compressors from them as a courtesy to the citizen's.
Mayor Waiz told Street Con'missioner Ellis that the flags could be removed downtown.
Street commissioner Ellis said Liter's Quarry is making a mess of the roads with their trucks.
Mayor Waiz will contact them.
Street Commissioner Ellis asked for more enforcement on leaves in curbs. Individual notices
may be scn~ to particular addresses.
Vehicle Maintenance Director Drury said everything has been winterized.
Parks Director Poff said there is still a vandalism problem at the Optimist Club and asked for
more police patrols.
Light Up For The Holidays is scheduled for Thursday, November 1 g, 2004 at 6:00 pm.
The Tree Lighting ceremony is scheduled for D~ember 2, 2004 at 6:00 pm.
BuildIng Commissioner Segraves said he would like to meet with City Attorney Merkley and
Police Chief Ashabranner on abandoned vehicle policy.
Mayor's Night is scheduled for Monday, November 22, 2004 at 6:00 pm at the Boys and
Girls Club.
There being no further discussion to come before the Board the motion was made by City Engineer
Miller to adjourn at 10:20.. a.m., seconded by Building Commissioner Segraves and carried unanimously.
