OF THE CITY OF JEFFERSONVILLE, INDIANA
DECEMBER 1, 2004
City Engineer Miller sitting in for Mayor Waiz called the meeting to order at 9:30 a.m. and on call of the
roll those members present were: Building Commissioner Segraves sitting in for City Engineer Miller
and Councilperson Sellers.
Also present were: Building Commissioner Segraves, Fire Chief Miles, Police Chief Ashabranner,
Animal Shelter Director Wilder, Parks Director Poff, Vehicle Maintenance Director Dmry, Street
Department Director Ellis, Planning and Zoning Director Hicks, Personnel Director Calabro,
Redevelopment Director Cahill, Wastewater Treatment Director Crawford, Administrator Davis, and
Deputy Clerk Mayfield.
Building Commissioner Segraves made the motion to approve the minutes of November 10
and November 17, 2004, seconded by Conncilperson Sellers and carried unanimously.
MISTLETOE SALES
Ron Long appeared before the Board in regard to selling mistletoe on Eastern Boulevard.
Police Chief Ashabranner said he is aware of his sales if he gets any calls but that the location
is in another jurisdiction.
LEAF~ISSUE
Councilperson Sellers said people are still putting their leaves in curbs. Street Commissioner
Ellis said the city is providing bags to citizens.
S~TOP LIGHT FOR HIGH SCHOOL
Engineer Miller said he has the traffic signal sketch for JeffHigh School. Councilperson
Sellers made the motion to approve it, seconded by Building Commissioner Segraves and
carded unanimously.
CONSTRUCTION WORK AT YOUTH SHELTER.
Engineer Miller said that Upton Pry would be doing some construction work at the Clark
County Youth Shelter at 118 E. Chestnut Street and are requesting that part of the city
parking lot be blocked. Councilperson Sellers made the motion to approve blocking part of
the city parking lot, seconded by Building Commisssi0ner Segraves and carried unanimously.
STANDiNG OPERATiNG PROCEDURE CHANGE
Police Chief Ashabrarmer said there have been a couple of changes to the standing operating
procedure. Attached is a copy of the old procedure and the new procedure. Councilperson
Sellers made the motion to approve the new procedure, seconded by Building Commissioner
Segraves and carded unanimously.
COMMENTS:
Planning and Zoning Director Hicks said his first planning and zoning meeting went
smoothly.
Street Commissioner Ellis said he would put the stop sign back up at Wood Duck Circle and
Wathen Farm Drive.
Vehicle Maintenance Director Drury said he is out of fuel money and needs about $20,000.00
to finish out the year.
Animal Shelter Director Wilder said he needs a track to pick up deer.
Parks Director Poff said Light Up Christmas is December 2, 2004 at 6:00 p.m.
Personnel Director Calabro said someone from PNC Bank would be here from 11 am to 1 pm
in regard to opening new checking accounts.
Personnel Director Calabro said health insurance rates are going up effective January l, 2005.
Single-S47.00 per month and Family-S127.00
Planning and Zoning Director Hicks requested that the health insurance premium be split up
instead of coming out of one check.
Police Chief Ashabranner armounced that Jack Whittinghill a former police officer and chief
passed away.
There being no further discussion to come before the Board the motion was made by Councilperson
Sellers to adjourn at 10:20 a.m., seconded by Building Commissioner Segraves and carded

The Chief will post the vacancy on Department bulletin boards for at least seven

a. The rank;
b. The required qualifications;
c. The deadline for applications.
2. Interested employees shall file a letter of application and resume by the stated
deadline.
Candidates for promotion will be evaluated to determine the most qualified on the following
basis:
1. Written Examination 45 points
2. Department Supervisor Panel Interview ,,J' 45 points
The interview may include:
· past performance evaluations
· supervisory experience and/or training
· job-related questions
3. Seniority
V2 pt. per year of continuous, maximum of 20 years 10 points
Promotional candidates may be required to submit to any of the following: reference checks,
interviews, background checks, job-related promotional examinations, psychological
evaluations.
Candidates may be eliminated from consideration if they:
a. do not possess the minimum qualifications;
b. have made a false statement of material fact on any forms or materials (i.e. resume,
letters of commendation, certificates) submitted for consideration;
c. have committed or attempted to commit a fraudulent act at any stage of the selection
process.
The promotional candidates will be ranked on an eligibility list based on their total score in
descending order. Such list will remain valid for two (2) years from the date of the test or until a
new list is developed.
