HomeMy WebLinkAbout10-06-2004MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA OCTOBER 6, 2004 Mayor Waiz called the meeting to order at 9:30 a.m. and on call of the roll those members present were: Councilperson Sellers and Engineer Miller. Also present were: Building Commissioner Segraves, Vehicle Maintenance Director Drury, Wastewater Treatment Director Crawford, Police Chief Ashabranner, Fire Chief Miles, Street Commissioner Ellis, Coordinator Davis, Personnel Director Calabro, Redevelopment Director Cahill, Councilperson Perkins, Animal Shelter Director Wilder, Parks Director Poff, City Attorney Merkley and Deputy Clerk Mayfield. City Engineer Miller made the motion to approve the payroll as presented, seconded by Councilperson Sellers and carded unanimously. Councilperson Sellers made the motion to approve the minutes of 9-29-04, seconded by City Engineer Miller and carried unanimously. OLD BUSINESS NONE NEW BUSINESS TRAFFIC SIGNAL BID OPENING Engineer Miller opened one bid from James Drew Corp. in the amount of $86,784.33. The bid bond had no dollar amount on it. Engineer Miller made the motion to table this, seconded by Councilperson Sellers and carried unanimously. COMPLAINT AGAINST CAB DRIVER Anita Parker appeared before the Board with Yellow Cab driver Mr. Deal. Ms. Parker said that on 9-27- 04 she called Mr. Deal to pick up a relative from her house. She said she called Mr. Deal because she has used his services before and trusts him. When Mr. Deal arrived at her home another Yellow Cab driver by the name of Paul Clark pulled up behind Mr. Deal and proceeded to follow him. The Jeffersonville Police Department was called and Assistant Police Chief Lovan responded to the address. She said Lovan questioned Mr. Clark about what happened but did not get Mr. Deal's side of the story. She said she is disappointed with the Jeffersonville Police Department and how the matter was handled. She said the Prosecutor's office wouldn't take her complaint. She feels she was denied due process and will file a complaint with the Human Rights Commission. Mayor Waiz said he would contact Yellow Cab about the incident. INSTALLATION OF REGULAR STATION Dave Huber with Vectren appeared before the Board to get permission to install a regular station above ground at 8th and Momingside Drive. Mayor Waiz wants to go out and look at it. Councilperson Sellers made the motion to table until next week, seconded by Engineer Miller and carried unanimously. BARGE Parks Director Rob Poff said the barge would be moved to Terrace Lawn on Thursday, October 7, 2004. He said Halloween Downtown would be October 25, 2004 from 6-8 pm. The street will close from 5-9 p.m. APPROVAL TO HIRE Planning and Zoning Director Padgett asked the Board to approve hiring a Code Enforcement Officer. Councilperson Sellers made the motion to approve the hiring, seconded by Engineer Miller and carried unanimously. USE OF FORCE POLICY Councilperson Sellers made the motion to approve the Use of Force Policy on Tasers, seconded by City Engineer Miller and carded unanimously. COMMENTS: Engineer Miller inquired about leaf collection. He said a new ordinance is needed stating that leaves need to be bagged. Notice will be put in the newspaper. Attorney Merkley asked Street Commissioner Ellis to put a flyer together to pass out in paperboxes. Engineer Miller said a solicitor came to his door at 9 pm on Tuesday night, which is too late. He asked that the solicitor be called and given a time frame in which to work. Councilperson Sellers asked Street Commissioner Ellis about the Trevillian Court paving. Street Commissioner Ellis said it is to be done in about two weeks. Building Commissioner Segraves introduced Intern Charles Turner. Vehicle Maintenance Director Dmry said he needs fuel money. He will be out of fuel this week. Fire Chief Miles reminded everyone that this week is Fire Prevention week. Parks Director Poff thanked Police Chief Ashabranner for the back up at the Aquatic Center regarding recent vandalism. Mayor Waiz said the Barge looks good. Councilperson Sellers said there have been complaints about speeding on Perrin Lane. Chief Ashabranner said he would have his people patrol that area. Engineer Miller suggested putting a radar sign there and doubling the fine. Personnel Director Calabro said there is a Safety meeting at 11:00 am. Councilperson Perkins said the barge looks great and told Parks Director Poff he did a good job. He thinks the barge will be an asset to the City. Councilperson Perkins said Jeff-Park Preservation and Historic Landmark would like some help from the city in moving the Pen'in House.
