HomeMy WebLinkAbout05-12-2004MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MAY 12, 2004 Mayor Waiz called the meeting to order at 9:30 a.m. and on call of the roll those members present were: Councilperson Sellers and City Engineer Miller. Also present were: Wastewater Treatment Director Crawford, Administrator Rich Davis, Building Commissioner Segraves, Vehicle Maintenance Director Drury, Street Commissioner Ellis, Police Chief Ashabrmmer, Planning and Zoning Director Padgett, Animal Shelter Director Wilder, Redevelopment Director Becker, Fire Chief Miles, Parks Director Poff, City Attorney Merkley and Deputy Clerk Mayfield. City Engineer Miller made the motion to approve the minutes of 4-28-04, seconded by Councilperson Sellers and carried unanimously. City Engineer Miller made the motion to approve the payroll as presented, seconded Councilperson Sellers and carried unanimously. OLD BUSiNESS: Street Commissioner Ellis said he will be putting up the signs at Ridgeway and Sportsman Drive and Holmans Lane at the railroad tracks. Street Commissioner Ellis said the signs have been put up on Charlestown Pike. RESIDENT ONLY PARKiNG Rose Burr appeared before the Board to request a resident only parking sign in front of her house. Mayor Waiz asked the police department to check the location. Engineer Miller made the motion to approve the resident only parking sign pending police approval, seconded by Councilperson Sellers and carried unanimously. The fee is $100.00 per year. JEFF FEST Barbara Wilson and Keith Staton appeared before the Board in regard to Jeff Fest, which will be held Junel9 and 20. The festivities start at 11:00 a.m. They asked for street closure at Market Street between Spring Street and Pearl Street. Porta cans, trash cans, and picnic tables will be needed. Mr. Staton said he would work with Bob Miller and Dan Braun on the electric. Engineer Miller made the motion to approve the street closings for Jeff Fest, seconded by Councilperson Sellers and carried unanimously. HIRING OF POLICE OFFICER Police Chief Ashabranner asked the Board to approve hiring Steve Cooper as a police officer. He is to start May 17, 2004. Councilperson Sellers made the motion to approve hiring Steve Cooper, seconded by City Engineer Miller and carried unanimously. TRAiNiNG OFFICER POSITION Fire Chief Miles said he would like approval from the Board to create a position for a training officer. Councilperson Sellers made the motion to approve creating the position, seconded by Engineer Miller and carried unanimously. Fire Chief Miles said three new firemen would be hired in the next few weeks. COMMENTS: Planning and Zoning Director Padgett said he's had some complaints from residents on Riverside Drive about the lights that were installed by the previous administration. The residents say the lights aren't directed properly. Engineer Miller said he would look at them and see if they can be redirected. Planning and Zoning Director Padgett said we are in the enforcement season for yard sales and outdoor storage. He said he is trying to get it under control. Fire Chief Miles handed out a roadblock schedule for the Crusade for Children. (attached) Engineer Miller made the motion to approve the roadblocks, seconded by Councilperson Sellers and carried unanimously. Building Commissioner Segraves said he has received a lot of complaints about tall grass. He said when the grass reaches eight inches a notice is sent out. Street Commissioner Ellis said he received a complaint from Ed Cassady about street sweeping being done too early in the morning. Street Commissioner Ellis said he would be paving Hamburg Pike in the next week from Mill Creek Bridge to the Fire Station. He said the time would be posted in the newspaper. Engineer Miller made the motion to approve closing northbound Hamburg Pike for one day, seconded by Councilperson Sellers and carried unanimously. Maintenance Director Drury said the fuel budget is going to be short because of gas prices. He said he would probably need more money in the middle of September. He asked everyone to try to conserve. He said the last police car should be out Friday. Street Commissioner Ellis said he got a call from Bi-Co Transfer Station about negotiating to take the city's garbage to the landfill. Administrator Davis said he would like to start rotating computers for long term planning. He said Building Commissioner Segraves needs software. Animal Shelter Director Wilder asked Mayor Waiz if money is available for air conditioning at the shelter. Mayor Waiz said not at the present time. Parks Director Poff thanked Engineer Miller for soil removal at the football field and he thanked Street Commissioner Ellis for removing the bushes on Court Avenue. Police Chief Ashabrmmer said Officer McGhee saved a life recently and he would like to present an a~vard to him at the next Council meeting. Police Chief Ashabrmmer said he is meeting with River City Wrecker and Steve Stewart about towing problems. Chief Ashabranner has obtained the statute on this from the Bureau of Motor Vehicles. Mayor Waiz said the next Council meeting would be held at River Valley Middle School. Mayor Waiz and City Attorney Merkley plan to go look at the barge that was purchased by the previous administration. Parks Director Poff said American Commercial Barge Lines inspected the barge for towing purposes and they declined to tow it because it is not in towable condition. Councilperson Sellers said that she would like to talk to City Engineer Miller and Street Commissioner Ellis about when Trevillian Court will be paved. Mayor Waiz announced that the Taste o£ Jeffersonville is May 20, 2004. Mayor Waiz said a ribbon cutting ceremony is scheduled for May 17, 2004 at 9:00 a.m. for Veteran's Parkway. Animal Shelter Director Wilder asked when Hamburg Pike is to be widened. Mayor Waiz said the projected date is sometime in 2007. There being no further discussion to come before the Board the motion was made by City Engineer Miller to adjo~ ~,, seconded by Councilperson Sellers and carried unanimously.
