OF THE CITY OF JEFFERSONVILLE, INDIANA
APRIL 7, 2004
Mayor Waiz called the meeting to order at 9:37 a.m. and on call of the roll those members present were:
Councilperson Sellers and Redevelopment Director Becker sitting in for City Engineer Miller.
Also present were: Wastewater Treatment Director Crawford, Building Commissioner Segraves,
Vehicle Maintenance Director Drury, Street Commissioner Ellis, Police Chief Ashabranner, Personnel
Director Calabro, Fire Chief Miles, Planning and Zoning Director Padgett, Redevelopment Director
Becker, Animal Shelter Director Wilder, Parks Director Poff, City Attorney Merkley and Deputy Clerk
Mayfield.
Counciiperson Sellers made the motion to approve the payroll as presented, seconded by
Redevelopment Director Becker and carried unanimously.
Councilperson Selle}s made the motion to approve the minutes of 3-31-04, seconded by
Redevelopment Director Becker and carried unanimously.
CITATION-MR. WEST AT 202 CHEROKEE DR.
Building Commissioner Segraves reported that he and the animal control officer visited the
site and found no odors migrating from the property and therefore that citation should be
dismissed. City Attorney Merkley said that under the county ordinance four dogs and four
cats were allowed. Mr. West can have no more than three dogs and four cats based on earlier
testimony by Mr. West. After some discussion, Councilperson Sellers made the motion to
give Mr. West ten days to become compliant with the ordinance or be fined $50.00 per day,
seconded by Redevelopment Director Becket and carried unanimously.
City Attorney Merkley told Building Commissioner Segraves that the first reading passed regarding
debris in yards at the City Council meeting of 4-5-04.
AMERICAN HEART ASSOCIATION
Jane Cornett asked approval to have Missouri Avenue in front of Kye's closed and the bridge blocked
on Second Street on Saturday, October 16, 2004 for the Kentuckiana Heart Walk. The walk is from 9
a.m. to 11 a.m. Councilperson Sellers made the motion to approve the street closing, seconded by
Redevelopment Director Becker and carried unanimously.
CANCER SOCIETY RELAY FOR LIFE
Judge Vickie Carmichael asked the Board's approval to hang a banner across Court Avenue a week or
two before the Cancer Relay For Life at Jeffersonville High School on May 14 and 15, 2004. Fire Chief
Miles said it needs to be hung 13 ft. up. Councilperson Sellers made the motion to approve a banner
across COurt Avenue or Tenth Street per City Engineer Miller and Fire Chief Miles, seconded by
Redevelopment Director Becker and carried unanimously.
JULY 4TM PARADE
Ann Northam representing the downtown churches appeared before the Board to ask approval to
promote a celebration of freedom with several downtown churches participating. They plan to parade
down Spring Street at 2 p.m. and may serve hot dogs and cokes. She said she would like city official
representation. Councilperson Sellers made the motion to approve the parade, seconded by
Redevelopment Director Becker and carried unanimously. Mayor Waiz told her to get with Police Chief
Ashabranner on the street closures.
RESIDENT ONLY PARKING
City Attorney Merkley spoke on behalf of John Perkins regarding his request for two resident only
parking signs (one at 323 E. Chestnut St. and one at 216 Locust St.) The police department will check
the location and report back. Councilperson Sellers made the motion to approve subject to police chief
approval seconded by Redevelopment Director Becker and carried unanimously.
RETIREE HEALTH INSURANCE
Mayor Waiz told the Board the Retiree Health Insurance rates have been adjusted. He said they Should
have been adjusted previously but hadn't been. The family rate will be $434.23 and the single rate will
be $134.62. Councilperson Sellers made the motion to approve the new retiree rates for health insurance
effective June 1, 2004, seconded by Redevelopment Director Becker and carried unanimously.
WATT AND 12TM STREET CLOSURE
Redevelopment Director Becker said Excel Excavating will be installing a sewer line and needs Watt
and 12th Street closed. An exact date is not known yet. Councilperson Sellers made the motion to
approve the street closures subject to the police being notified of the date seconded by Redevelopment
Director Becker and carried unanimously.
DESIGNATION
Planning and Zoning Director Padgett asked the Board to approve ROselawn and Lelia Avenue to be
used only for residential traffic only. Director Padgett said these streets weren't designed for
commercial use. Street Commissioner Ellis will erect some signs.
MR. WEST
Mr. West appeared before the Board late in regard to his animal issue. City Attorney Merkley informed
him that under the County ordinance he~s allowed four dogs and four cats but since he had informed the
Board earlier he had only three dogs, he would be held to three and that he has 10 days to comply or be
fined $50.00 per day. Mr. West requested the ordinance and City Attorney Merkley said he would give
him a copy. '
COMMENTS:
Administrator Rich Davis said he ~vould be at a conference next week. If there are any password
problems contact Suzy Bass.
Street Commissioner Ellis said he would be striping the main streets right away if weather permits.
City Attorney Merkley told Street Commissioner Ellis he received a copy of a letter that had been sent to
Street Commissioner Ellis from Ms. Gedling on Market Street. It was in regard to a concrete pad on
Watt Street and Meigs Avenue and Chestnut Street. Street Commissioner Ellis said he just received a
letter on it and hasn't looked at it yet. Street Commissioner Ellis will go by and take pictures.
Personnel Director Calabro said she has drafted a letter to go out in employee paychecks in regard to
Health, Dental, and Life Insurance. She said the forms are due back by April 16, 2004.
Animal Shelter Director Wilder said he ~vould have the building finished.
Fire Chief Miles said the downtown fire made a national magazine.
Nellie Knowland again voiced her disapproval of Riddle Street being vacated. City Attorney Merkley
said it would be vacated only if the Department of Redevelopment gets a grant.
Engineer Miller said the opening date for Veteran's Parkway is scheduled for May 20, 2004.
There being no further discussion to come before the Board the motion was made by Councilperson
Sellers to adjourn at 11:00 a.m., seconded by Redevelopment Director Becker and carried unanimously.
