OF THE CITY OF JEFFERSONVILLE, INDIANA
MARCH 24, 2004
Mayor Waiz called the meeting to order at 9:30 a.m. and on call of the roll those members present were:
Councilperson Sellers and City Engineer Miller.
Also present were: Building Commissioner Seagraves, Coordinator Davis, Vehicle Maintenance
Director Drury, Street Commissioner Ellis, Asst. Police Chief Lovan, Personnel Director Calabro, Fire
Chief Miles, Planning and Zoning Director Padgett, Redevelopment Director Becker, Animal Shelter
Director Wilder, Asst. Parks Director Couts, Police Lieutenant Pavey, City Attorney Merkley and
Deputy Clerk Mayfield.
Councilperson Sellers made the motion to approve the payroll as presented, seconded by
Engineer Miller and carried unanimously.
Engineer Miller made the motion to approve the minutes of March 17, 2004 as presented,
seconded by Conncilperson Sellers and carried unanimously.
Engineer Miller made the motion to approve the claims as presented, seconded by
Councilperson Sellers and carried unanimously.
THUNDER STREET CLOSURES AND NO PARKiNG ZONES
Assistant Police Chief Lovan and Lieutenant Pavey appeared before the Board in regard to
the Thunder Over Louisville street closures and no parking zones. A schedule was provided.
(Attached) Engineer Miller made the motion to approve the street closings and no parking
zones, seconded by Councilperson Sellers and carried unanimously.
VICE PRESIDENT CHENEY VISIT
Assistant Police Chief Lovan said that on Friday, March 26, 2004 Vice President Cheney would be in
Jeffersonville. Lovan said he has met with the Secret Service and all the details have been worked out.
PRO-PEACE RALLY
Barbara Anderson appeared before the Board to change the time for the Pro-Peace rally on March 26,
2004. She would like to change the time to 5:00 p.m. to 7:00 p.m. Councilperson Sellers made the
motion to amend the time of the Pro-peace rally to 5:00 p.m. to 7:00 p.m., seconded by Engineer Miller
and carried unanimously.
PARADE PERMIT AND SAFETY CONCERNS
Councilperson Sellers, speaking on behalf of Glenn Murphy Jr. asked permission for him to set up
barricades on Missouri Avenue in front of Kye's fi'om 3:00 p.m. to 7:00 p.m. on March 26, 2004 during
the Vice President's visit. Mr. Murphy is working with the Secret Service on this. Engineer Miller
made the motion to approve the permit for a pro-rally, seconded by Councilperson Sellers and carded
unanimously.
HOUSiNG AUTHORITY
Carroll Gowens asked the Board to grant permission to vacate Riddle Street contingent upon a grant
being received to help in making improvements in the area. Barbara Anderson voiced approval of the
vacation. Nellie Knowland voiced disapproval and said the other neigt~bors in the area disapprove also.
Councilperson Sellers made the motion to vacate Riddle Street, seconded by Engineer Miller and carried
unanimously.
812 FULTON STREET
Bessie Towns requested a handicapped parking sign. The police department will look at the location.
Engineer Miller made the motion to approve a handicapped sign pending police department approval,
seconded by Councilperson Sellers and carried unanimously.
3 WAY STOP
A study was done by the police department on the traffic accidents on Charlestown Pike near Augusta
Drive. Lt. Pavey said there have been 124 accidents with 23 of them being injury accidents. Engineer
Miller did a road count and said approximately 2000 cars travel that road per day. Planning and Zoning
Director Padgett had a request for a 3-way stop sign at Charlestown Pike and Augusta Drive. Engineer
Miller suggested a 3-way stop at Tall Oaks and Charlestown Pike. Lt. Pavey said he thought that was a
good idea. Engineer Miller made the motion to approve a 3-way stop at Charlestown Pike and Tall
Oak's Drive, seconded by Councilperson Sellers and carded.
HEALTH INSURANCE
Mayor Waiz did a Health Insurance Renewal Analysis and presented it to the Board. Effective April 1,
2004 Humana will be the provider for the City of Jeffersonville's Health Insurance, Dental Insurance,
and Life Insurance. The City of Jeffersonville will remain self-funded and coverage will remain the
same. Engineer Miller made the motion to approve Humana as the provider for Health insurance,
Dental insurance, and Life insurance, seconded by Councilperson Sellers and carried unanimously.
.BIDS
Petroleum Traders and Makowsky Oil submitted fuel bids. Engineer Miller made the motion to take the
bids under advisement, seconded by Councilperson Sellers and carried unanimously.
COMMENTS:
Building Commissioner Seagraves said he would like to meet with City Atty. Merkley concerning the
handling of junk cars in the city. Attorney Merkley said there is an ordinance coming up at the next
Council Meeting for consideration regarding the clean up of properties in the city.
Vehicle Maintenance Director Drury inquired about message boards. Lt. Pavey said he's hoping to get
one message board from Scottsburg.
~' Street Commissioner Ellis said another street sweeper is being demonstrated today.
Vehicle Maintenance Director Dmry asked all departments to conserve gas as much as possible as prices
have risen.
Plam~ing and Zoning Director Padgett inquired about the new cell phone bills.
Animal Shelter Director Wilder said seven animals were adopted on Saturday.
Personnel Director Calabro said she would be doing ADA training for department heads. Mayor Waiz
said they will be held in the Mayor's conference room for two half days in the morning. Date to be set.
Engineer Miller asked Asst. Police Chief Lovan if tickets are given for littering. Asst. Chief Lovan said
they are given if littering is seen.
Councilperson Seller's said there is a lot of trash lying around the Goodwill Store.
Street Commissioner Ellis said Liter's Quarry is dropping a lot of rock and dirt on Spring Street.
There being no further discussion to come before the Board the motion was made by Engineer Miller to
adjourn at 11:00 a.m., seconded by Councilperson Sellers and carried unanimously.

In coordination with the Kentucky Derby Festival and "Thunder
Over Louisville", the following streets are requested closed.
On Saturday, April 17, 2004 at 7:00 am.
#1 The Market Street exit ramp from 1-65 South (Exit 0)
02 The Court Avenue exit ramp from 1-65 North (EXit 0)
#3 Riverside Drive from Jeffboat West to the City Limits.
04 Market Street from Mulberry St West to the City Limits.
05 Southern Indiana Avenue from W.Court Ave South to Riverside
Drive.
#6 Missouri Avenue from Clark Blvd South to Market Street.
07 The River bank area from Jeffboat West to Kennedy Bridge.
#8 RiverPointe Plaza from Market St South to Riverside Drive.
09 The Alleys on the North and South side of the floodwall
from Mulberry Street West to the City Limits or end of
alley
010 The Alleys on the North and South side of floodwall from
Jeffboat West to Mulberry Street.

Ail of the above mentioned residential streets will be open to
residents and their personal vehicles until 5:00 pm with the
exception of Riverside Drive. Streets will be reopended at the
discretion of the Chief of Police, depending upon traffic
congestion and the safety of pedestrians in the area. Ail streets
are projected to be opened by 12:00 midnight. (Approximate)

The I-6S exit ramp (Exit 0) for North and Southbound traffic
will be closed by the Indiana State Police at 7:00 am on Saturday,
April 17, 2004. Only Greyhound Buses will be allowed to exit from
I-~5 southbound at exit 0.
The following streets are requested to be considered "No
Parking Zones" on Saturday, April 17, 200& from 7:00 am until 12:00
midnight.
#1 Riverside Drive from Jeffboat West to the City Limits.
#2 Market Street from Mulberry St West to the City Limits.
#3 Southern Indiana Avenue from Riverside Dr North to West
Court Ave.
#4 Missouri Avenue from Market St North to Clark Blvd.
~5 RiverPointe Plaza from Market St South to Riverside Drive.
#6 The River bank area from Jeffboat West to Kennedy Bridge.
#7 The City Parking lot between Market Street and Riverside
Drive under the Kennedy Bridge.
#8 The City Parking lot located on the South side of Riverside

As in the past events such as this, we are requesting that no
alcoholic beverages be allowed on city property. This would include
city streets, city owned parking lots and the river bank area
located in the "Event Area". Also, we are requesting that no
animals be brought into the "Event Area" or allowed on city
property with the exception being for medical reasons. In addition,
we are requesting that no Recreational Vehicles be allowed to park
in the event area and that there will be no open flames, tents,
portable buildings, tarps, skateboards, bicycles or motorized
scooters allowed. For vendor sales, we are requesting that
fireworks, "silly string" cans and helium balloons not to be sold.
Also, we are requesting that no Golf carts other than those used by
Police, EMS and the Derby Festival Committee be allowed in the
