HomeMy WebLinkAbout02-25-2004MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA FEBRUARY 25, 2004 Mayor Waiz called the meeting to order at 9:30 a.m. and on call of the roll those members present were: Councilperson Sellers and City Engineer Miller. Also present were: Wastewater Treatment Director Crawford, Building Commissioner Seagraves, Vehicle Maintenance Director Drury, Street Commissioner Ellis, Police Chief Ashabranner, Personnel Director Calabro, Fire Chief Miles, Planning and Zoning Director Padgett, Coordinator Davis, Animal Shelter Director Wilder, Parks Director Poll, City Attorney Merkley and Deputy Clerk Lynne Mayfield. Engineer Miller made the motion to approve the payroll as presented, seconded by Councilperson Sellers and carried unanimously. Counc~lperson Sellers made the motion to approve the minutes of2-11-04 and 2-18-04 as 'presented, seconded by Engineer Miller and carried unanimously. CHAUTAUQUA Yvorme Knight told the Board that the Howard Steamboat Museum Chautauqua will be held on Saturday, May 15th and 16th. There will be crafts, perennial sales, a fence painting contest, etc. She requested help from the police and fire departments as in the past. She requested the use of tables from the Parks Department and to advertise on the April sewer bills. Engineer Miller made the motion to approve the event and to close High Street, seconded by Councilperson Sellers and carried unanimously. SPRiNG STREET CLOSURE Joe Lee and Dennis Julius appeared before the Board in regard to their building at 300 Spring Street. They asked the Board to approve closing a portion of Spring Street for approximately one week in order to demolish the front faqade of the building. Mr. Lee asked who should remove the security fence in front of the building. Mayor Waiz said the Street Department would do that. Councilperson Sellers made the motion to approve closing part of Spring Street for the demolition, seconded by Engineer Miller and carried unanimously. CITATION Building Commissioner Seagraves told the Board he cited James R. West of 202 Cherokee Drive for excess dogs and cats. Animal Shelter Director Wilder said several complaints have been received and that his Animal Control Officer had been to the address. Mr. West said he is in compliance with the ordinance. City Attorney Merkley suggested that this be tabled until the Animal Control officer appears before the Board to answer some questions. Councilperson Sellers made the motion to table this matter until Wednesday, March 31, 2004, seconded by Engineer Miller and carried unanimously. CITATION Building Commissioner Seagraves said Ronald Lightfoot, the owner of 2814 Sellers Court has been cited because there is no heat at the address. Building Commissioner Seagraves recommended having the citation hand delivered by a police officer as numerous attempts have been made to notify Mr. Lightfoot. Engineer Miller made the motion to approve the police department hand delivering the citation, seconded by Councilperson Sellers and carried unanimously. POLICE DEPT. RESOLUTION Police Chief Ashabrauner presented a Resolution 2004-R-04 for approval in regard to the Standard Operating procedures of the Jef£ersonville Police Department, which includes the minimum requirements for appointment as a regular officer and questions of authority regarding who shall be in command. Councilperson Sellers made the motion to approve Resolution 2004-R-01, seconded by Engineer Miller and carried unanimously. City Attorney Merkley said all police officers must be notified of the changes and their signature required. BIDS Engineer Miller reiterated that only one fuel bid was received last week before the deadline. He said another fuel bid was received after the deadline and was not opened. Engineer Miller said he has nothing to compare the opened bid with as far as cost and wonders if an out of town company can fulfill the City's fuel needs. After discussion, Conncilperson Sellers made the motion to reject the bid of Petroleum Trader's seconded by Engineer Miller and carried unanimously. Councilperson Sellers made the motion to readvertise the fuel bid, seconded by Engineer Miller and carried unanimously. Engineer Miller made the motion to award the remaining bids to Liter's Quarry, Asphalt Supply, and Gohmam~ Asphalt, seconded by Councilperson Sellers and carded unanimously. CONTRACT ~ouncilperson Sellers made the motion to approve the 2004 contract regarding the Fire Department Educations Services, seconded by Engineer Miller and carried unanimously. COMMENTS: Street Commissioner Ellis said he has some serious storage problems. He said he had been using the old Fire Station on 11th Street but the previous administration leased the building to the Fire Department for their union headquarters. Donnie Growe of the Fire Department said they couldn't get in to work on the building because of the stored items. Mayor Waiz said he would try to find other storage areas for the Street Department. Planning and Zoning Director Padgett said the roofing company recently cited is moving to Sellersburg. Fire Chief Miles said he hasn't heard any information on Thunder 2004. City Attorney Merkley said a Thunder committee needs to be set up. Police Chief Ashabranner said Garry Pavey usually handles most of it. Personnel Director Calabro asked if anyone wants to be on the "Taste of Jeffersonville" committee. It is schedules for May 20, 2004. Personnel Director Calabro said a training meeting is scheduled for Friday, February 27,2004 at the Street Department. · Street Commissioner Ellis inquired as to whether Safety Director Gary Coleman serves all Departments. Mayor Waiz said he does. Personnel Director Calabro said the John Kenyon Eye Center information would be put in the payroll checks. Vehicle Maintenance Director Drury said CINergy would be shutting off power briefly with no notice so for the next couple of weeks police officers should make sure they don't get too low on fuel. Parks Director Poff said the Parks Department has no contract with the Little League and he is meeting with them today. He said the Parks Department has a 10 year contract with Coca-Cola but it gives no leeway to sell more than one product therefore the Parks Department isn't making nmch money. Police Chief Ashabranner handed out the list of phone extensions for the automated systems. Mayor Waiz told everyone about the first "Mayor's Night In Your Neighborhood" on Thursday, February 26, 2004 at Sacred Heart Church at 7:00 p.m. He appreciates if all Department Heads can attend. Mayor Waiz mentioned setting up a Repair Affair team for June 15, 2004. There being no further discussion to come before the Board the motion was made by Engineer Miller to adjourn at 10:30 a.m., seconded by Councilperson Sellers and carried unanimously. ATTEST:
