OF THE CITY OF JEFFERSONVILLE, INDIANA
NOVEMBER 10, 2003
Mayor Galligan called the meeting to order at 9:30 a.m. and on call of the roll those members present
Were: City Engineer Miller and Parks Director Elliott sitting in for Councilp/Srson Frantz.
Present were: Planning and Zoning Director Padgett, Animal Shelter Director Wilder, Building
Commissioner Gavin, Wastewater Treatment Plant Supervisor Meyer, Vehicle Maintenance Director
Drury, Parks Director Rick Elliott, Police Chief Mike Pavey, Personnel Director Ellis, Fire Chief Mike
Smith, Redevelopment Director Robinson, Computer Coordinator Davis and Clerk Lyrme Mayfield.
City Engineer Miller made the motion to approve the payroll as presented, seconded by Parks Director
Elliott and carried unanimously. Mayor Galligan asked if anynne is on the payroll that shouldn't be or
that he or Personnel Director Elhs ~sn t awar of.
RESIDENT PARKING REQUEST-217 E. MAPLE STREET
Police Chief Pavey said there is adequate parking at the location and there is no need for resident only
parking.
_RESIDENT PARKING REQUEST-332 MULBERRY STREET_
Police Chief Pavey said he would check the location.
MARTIN LUTHER KiNG PARADE
Sandra Johnson appeared before the Board to get approval to have a parade on January 19, 2004 at
12:00 noon for Martin Luther King. The parade will begin at the Sonic on Spring Street and Riddle
Street and will proceed to Wesley United Methodist Church on Locust Street. Engineer Miller made the
motion to approve the parade, seconded by Parks Director Elliott and carried unanimously.
T~ENTH STREET PROJECT
Engineer Miller presented a contract for signatures to pay Jacobi, Toombs, and Lanz for Tenth Street
work not to exceed $50,000.00, seconded by Parks Director Elliott and carried unanimously.
CARNEGIE LIBRARY
Mayor Galligan asked the Board to pass Resolution No.2003-16 endorsing the transfer of the Carnegie
Library Building to the Jeffersonville Carnegie Library Foundation. Engineer Miller made the motion to
approve Resolution No.2003-16, seconded by Parks Director Elliott and carried unanimously.
VETERAN'S PARKWAY
Mayor Galligan said Mr. And Mrs. John Woerhle who appeared before the Board requested a cm'b cut
on Veteran's Parkway 250 ft. from the comer. Parks Director Elliott made the motion to approve the
curb cut, seconded by Engineer Miller and carried unanimously.
PARKING SIGNS ON RIDDLE STREET
Police Chief Pavey said the Housing Authority called him and they don't want anyone parking on
Riddle Street by the old swimming pool. The Housing Authority has acquired 107 ft. of the parking lot.
The Housing Authority will put up their own No Parking signs.
There being no further business to come before the Board of Public Works and Safety, City Engineer
Miller made the motion to adjourn at 9:50 a.m., seconded by Parks Director Elliott and carried
unanimously.

RESOLUTION NO. 2003-R-
A RESOLUTION ENDORSING TRANSFER OF THE
CARNEGIE LIBRARY BUILDING TO THE JEFFERSONVII,IJE
CARNEGIE LIBRARY FOUNDATION
WHEREAS, the City of Jeffersonville, Indiana (the "City") received the
property described in Exhibit "A" attached hereto and incorporated herein by
reference, commonly known as the Carnegie Librar~ Building (the "Carnegie
Library"), from Jeff-Clark Preservation, Inc., an Indiana not-for-profit
corporation, by Quitclaim Deed (the "Deed") dated June 19, 1997 and
recorded June 9 1998 in Deed Drawer 30 as Instrument No. 11644 in the office
of the Recorder of Clark County, Indiana; and
WHEREAS, the Deed contained restrictive covenants including a right
of first refusal in favor of Jeff-Clark Preservation, Inc.; and
WHEREAS, Jeff-Clark Preservation has waived ks right of first refusal
by instrument dated the 8th day of October, 2003 and recorded the 9th day of
October, 2003 as Instrument No. 200331531 in the office of the Recorder of
Clark County, Indiana; and
WHEREAS, the Jeffersonville Carnegie Library Foundation, Inc. is an
Indiana nonprofit corporation organized for charitable purposes that is exempt
from federal income taxation under Section 501 of the Internal Revenue Code;
and
WHEREAS, the Jeffersonville Board of Public Works and Safety
approved transfer of the Carnegie Library to the.J~effersonville Carnegie Library
Foundation, Inc. on the /0 day of X/dF/fa ff/j,e., 2003; and
WHEREAS, the Carnegie Library is not needed for operation of any
City services; and
WHEREAS, the Jeffersonville Carnegie Library Foundation, Inc.
intends to renovate and use the Carnegie Library as a museum and repository
for rare books; and
WHEREAS, renovation and re-use of the Carnegie Library is in the
best interest of Jeffersonville's citizens.
NOW, THEREFORE, IT IS HEREBY RESOLVED that the
Common Council of the City of Jeffersonville endorses and approves the
transfer of the Carnegie Library to the Jeffersonville Carnegie Library
Foundation, Inc.
