HomeMy WebLinkAbout10-13-2003MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA OCTOBER 13, 2003 In Mayor Galligan's absence City Attorney Galligan called the meeting to order at 9:45 a.m. and on call of the roll those members present were: Parks Director Elliott sitting in fqr Councilperson Frantz and City Engineer Miller. Also present were: Wastewater Treatment Director Crawford, Building Commissioner Gavin, Vehicle Maintenance Director Drury, Street Commissioner Grant, Planning and Zoning Director Padgett, Personnel Director Ellis, Police Chief Pavey, Parks Director Elliott, Redevelopment Director Robinson, and Deputy Clerk Lyune Mayfield. City Attorney Galligan asked if there was anyone on the payroll that Personnel Director Ellis is not aware of. None being, Engineer Miller made the motion to approve the payroll as presented, seconded by Parks Director Elliott and carried unanimously. Engineer Miller made the motion to approve the minutes of 9-29-03 and 10-6-03 as presented, seconded by Parks Director Elliott and carried unanimously. Engineer Miller made the motion to amend the minutes of 8-18-03, seconded by Parks Director Elliott and carried unanimously. HALLOWEEN DOWNTOWN Parks Director Elliott told the Board that Halloween Downtown is scheduled for Monday, October 27, 2003 from 6-8 p.m. He asked that Spring Street be closed from Court Ave. to Market Street, the East 100 and West 100 blocks of Maple Street and Chestnut Street, and the alley's from 5-9 pm. Engineer Miller made the motion to approve the street closures, seconded by Parks Director Elliott and carried unanimously. ~ROB'S TOUCH OF CLASS Robert Rhodes of Rob's Touch of Class had previously inquired about advertising on benches around the City. City Attorney Galligan said the City has a sign ordinance and that the City discourages signage as much as possible. She said advertising o£this type could only be done on private property with a sign permit. Planning and Zoning Director Padgett said signage is permitted for each property owner according to lot size. SOLICITOR'S PERMIT Geraldo Rivera who is the President of the Tenants Union called City Attorney Galligan to request renewal of a solicitor's permit. Parks Director Elliott made the motion to approve the solicitor's permit, seconded by Engineer Miller and carded unanimously. WOEHRLE ROAD Benita Corm spoke to the Board about traffic concerns with Woehrle Road and Charlestown-New Albany Pike being closed on the 20th of October 2003. She is especially concerned about the picking up of school children. After some discussion, Engineer Miller made the motion to put up 3 way stop signs at the lntersect~on of Holman Lane and Jeff-Charlestown Pike with a police officer present during school dismissal time, seconded by Parks Director Elliott and carried unanimously. TEMPORARY FOUR WAY STOP Councilperson Ron Ellis requested a temporary 4-way stop at 12th Street and Wall Street due to extra traffic cause by the Tenth Street construction. Engineer Miller made the motion to approve the 4- way stop, seconded by Parks Director Elliott and carried unanimously. REQUEST BY ANIMAL PROTECTION .' ttome Galligan said the Animal Protection Agency has requested to lease the vacant Central Cfi? Parks Director Elliott made the motion to approve the five-year lease at $1.00 per year to the Animal Protection Agency, seconded by Engineer Miller and carried unanimously. FIREFIGHTER UNION City Attorney Galligan said the Firefighter's Union has requested to lease the old firehouse building at the comer of 11th and Mechanics Streets to use as their headquarters. Engineer Miller made the motion to table for one week seconded by Parks Director Elliott and carried unanimously. OLD SEWER PLANT Engineer Miller said there is some junk at the old Sewer Plant that someone bas offered $5,000.00 for. City Attorney Galligan said notice of sale must be published before it can be sold. TERRACE LAWN CONCERT Personnel Director Ellis said a concert is scheduled for Saturday, October 18, 2003 from 12-6 p.m. Engineer Miller made the motion to close Riverside Drive from Wall Street to Pearl Street and south of the floodwall on Spring Street, seconded by Parks Director Elliott and carried unanimously.
