OF THE CITY OF JEFFERSONVILLE, INDIANA
JULY 21, 2003
Mayor Galligan called the meeting to order at 9:40 a.m. and on call of the roll those members present
Were: City Engineer Miller and Parks Director Elliott sitting in for Councilperson Frantz.
Also present were: Building Commissioner Bill Gavin, Personnel Director Ellis, Lieutenant Garry
Pavey, Sergeant Mark Lovan, Animal Shelter Director Wilder, Wastewater Treatment Director
Crawford, Vehicle Maintenance Director Drury, Redevelopment Director Robinson, Street
Commissioner Grant, Planning and Zoning Director Padgett, Sewer Inspector Lanum, Administrator
Rich Davis, Fire Chief Smith, and Clerk Lynne Mayfield.
City Engineer Miller made the motion to approve the payroll as presented, seconded by Parks Director
Elliott and carried unanimously. Mayor Galligan asked if anyone is on the payroll that he doesn't know
about.
City Engineer Miller made the motion to approve the minutes of 7-3-03 and 7-I4-03 as presented,
seconded by Parks Director Elliott and carded unanimously.
AWARD OF CONTRACT
Jorge Lanz of Jacobi, Toombs, and Lanz recommended that Gohmann Asphalt and Construction be
awarded the bid to do the Tenth Street Reconstruction Project. The Bid amount was $1,3t7,575.90.
Attached is a construction budget and funding sources. Engineer Miller made the motion to approve
awarding the Tenth Street Reconstruction Project to Gohmarm Asphalt and Construction, seconded by
Parks Director Elliott and carded unanimously.
LST EVENT
Lieutenant Gan~y Pavey requested that several streets be closed for events involved with the Landing
Ship Tank. (Drawing and schedule attached) The LST is arriving on Wednesday, July 23, 2003 and
will leave on Monday, July 28, 2003. A parade will be held on Saturday, July 26, 2003 at 10:00 a.m.
and will last about two hours. Police will escort at 9:00 a.m. Engineer Miller made the motion to
approve the street closings, seconded by Parks Director Elliott and carded unanimously.
CITATION
Engineer Miller said he cited Jim Johns in regard to the drainage in Cherokee Heights. Engineer Miller
said the drainage has been changed from its original state and homeowner's are complaining because
water from Cherokee Terrace is standing behind Cherokee Heights. Engineer Miller said a different
pipe needs to be put in. Mr. John's said he would put it back the way it was originally. Engineer Miller
made the motion to give Mr. John's 60 days to complete getting the drainage put back to the original
state or put in a different pipe to satisfy the City Engineer, seconded by Parks Director Elliott and
carried unanimously.
NEIGHBORHOOD PROBLEM
Phyllis Kaelin appeared before the Board as she has done in the past. She resides on Goyne Avenue and has
had problems with groups of kids playing football in front of her home and others causing windows to be
broken etc. She said she called the police 2 or 3 times. She said things got a little better, then got bad again.
When she attended the Board of Public Works previously, Chief Pavey told her that in the future citations
would be given to the kids. The next time the police was called Officer Jackson responded and told the kids
that they would receive citations from then on. The next time Officer Blunk came out and he told Ms. Kaelin
that he would not give any citations. She said afterwards 8-10 people showed up On her doorstep and a woman
threatened her. She said she had some mace and used it when she felt like her safety was threatened. The
police were called and Officer Blunk responde& Ms. Kaelin told OffiCer Blunk what happened and he placed
her under arrest. She said she was taken to jail and put in a holding cell. She was humiliated by the
experience and had to pay $500.00 to get out. She said Officer Blunk acted very inappropriately. Ms. Kaelin
said her house was egged two nights ago and she saw the person who did it. He lives across the street from
her. She called the police and she said when they came out they laughed and said they had a gunshot call to
make. Mayor Galligan asked Lieutenant Pavey and Sergeant Lovan to meet with Ms. Kaelin to get all of the
facts of these events and address the problems.
COMPLAINT
Nellie Knowland said she called the police about kids tearing up a newly installed privacy fence. Nellie
said she finally got the police to come out but they didn't talk to the kids involved. She said the police
just laughed at her. This occurred on Wednesday, July 16, 2003 in the evening. Mayor Galligan said he
would find out who the officers were and look into it.
There being no further business to come before the Board the motion was made by Engineer Miller to
adjourn at 10:30 a.m. seconded by C ouncilperson Waiz and carried unanimously.

Mayor Galligan,
In cooperation with the USS LST Ship Memorial Incorporated, we are requesting the
following streets closed for the LST 325 event.
(1) Riverside Drive from Wall St West to Mulberry Street
(2) 100 Block of Spring Street (south offloodwall)
(3) Riverbank area (east and west of the overlook)
We are also requesting the following areas to be designated as "No Parking" zones.
(1) Riverside Drive from Wall St West to Mulbery Street
(2) 100 Block of Spring Street (south of floodwall)
(3) Riverbank area (with the exception of boat dock owner vehicles)
With the estimated expected crowd of 3,000 plus per day, we feel that these
restrictions are in the best interest of public safety. We are requesting that these areas be
closed to vehicular traffic from Wednesday, July 23rd, 2003 7:00 am to Monday, July
28th, 2003 9:00 am.

On Saturctay, outy ,2003, we are requesting that Spring Street to be closed from
7th Street South to Riverside Drive for the LST Memorial Parade from 8:00 am to 12:00
pm. (no parking area). .
