OF THE CITY OF JEFFERSONVILLE, INDIANA
SEPTEMBER 29, 2003
In Mayor Galligan's absence, Parks Director Elliott called the meeting to order at 9:30 a.m. and on call
of the roll those members present were: Councilperson Frantz and Police Chief Pavey sat in for City
Engineer Miller.
Also present were: Planning and Zoning Director Padgett, Personnel Director Ellis, Wastewater
Treatment Director Crawford, Administrator Rich Davis, Fire Chief Smith, Police Chief Pavey, Building
Commissioner Gavin, Animal Shelter Office Manager Gartelman, Vehicle Maintenance Director Dmry,
Engineer Dixon, Street Commissioner Grant, and Deputy Clerk Lyrme Mayfield.
{~"i Police Chief Pavey made the motion to approve the payroll as presented, seconded by
Councilperson Frantz and carried unanimously.
Police Chief Pavey made the motion to approve the minutes of 9-15-03 and 9-22-03 as
presented, seconded by Councilperson Frantz and carried unanimously.
RESIDENT ONLY PARKING
Linda Williams who owns the Old Bridge Inn requested an additional resident only parking sign in front
of her business on Pearl Street. Planning and Zoning Director Padgett said the policy is that no
businesses are allowed "resident only" parking signs. After some discussion, Councilperson Frantz
made the motion to approve the resident only parking, with no second. Motion failed.
STREET CLOSURe_
Jennifer Martin who resides on Nole Drive requested that the Board approve closing the back
part of Nole Drive on October 18, 2003 from 3-6 p.m. for a Halloween Party. Councilperson
Frantz made the motion to approve the closure, seconded by Chief Pavey and carried
unanimously.
RIVERSIDE DRIVE CLOSURE
Police Chief Pavey said that between Indiana Avenue and the Clark Bridge would be closed
for a Car Show on Saturday, October 4, 2003 between 8 a.m. and 4 p.m. Councilperson
Frantz made the motion to approve the closure, seconded by Police Chief Pavey and carried
unanimously.
HALLOWEEN
Parks Director Elliott said the Halloween date for Beggars night is set for Friday, October 31,
2003 from 6-9 p.m. Chief Pavey made the motion to approve the date, seconded by
Councilperson Frantz and carried unanimously.
TRANQUIL DRIVE.
Betty Stoner who resides on Tranquil Drive in Northaven Drive complained about people
speeding in Northaven. Police Chief Pavey will check out the situation and report back next
week.
S_ECOND LICENSE AGREEMENT
Councilperson Frantz made the motion to approve the second license agreement between
Indiana American Water and the City of Jeffersonville to allow a repeater antennae on the
Northport Water Tower for the Fire Department, seconded by Police Chief Pavey and carried
unanimously.
PARK AND RIDE AND 9*H STREET IMPROVEMENT
Councilperson Frantz made the motion tO approve the contract with Beam, Longest, and Neff,
seconded by Police Chief Pavey and carried unanimously.
PARKING LOT LEASE

Redevelopment Director Robinson smd that T~mothy Restaurant wants to
parking lot and they will maintain it. He said proper notification has been made.
There being no further discussion to come before the Board the motion was made by Councilperson
Frantz to adjourn at 10:15 a.m., seconded by Police Chief Pavey and carried unanimously.
