OF THE CITY OF JEFFERSONVILLE, INDIANA
SEPTEMBER 22, 2003
Mayor Galligan called the meeting to order at 9:45 a.m. and on call of the roll those members present
Were: City Engineer Miller and Councilperson Frantz.
Vehicle Maintenance Director Drury, Planning and Zoning Director Padgett, Building Commissioner
Gavin, Wastewater Treatment Director Crawford, Animal Shelter Director Wilder, Police Chief Mike
Pavey, Street Commissioner Grant, Redevelopment Director Robinson, Personnel Director Ellis and
Clerk Lynne Mayfield.
City Engineer Miller made the motion to approve the payroll as presented, seconded by Councilperson
Frantz and carried unanimously. Mayor Galligan asked if anyone is on the payroll that he or Personnel
Director Ellis aren't aware of.
LEWIS AND CLARK BICENTENNIAL COMMEMORATION
Susan Griffin of the Falls of the Ohio told the Board that on October 14-26, 2003 the communities of
Louisville, Clarksville, and Jeffersonville would host the second of fifteen National Signature Events
commemorating the bicentennial of the expedition of Lewis and Clark. The Falls of the Ohio event is a
13-day program: six days on the Louisville Waterfront and six days on the Jeffersonville and Clarksville
waterfronts. Mayor Galligan told her that Police Chief Pavey would work with her on traffic control,
street closures, etc. Trash containers will be provided and picnic tables. Mrs. Griffin also asked that a
pothole be repaired on Market Street. Mayor Galligan said it would be taken care of.
SOLICITORS PERMIT
Marshall Robertson came before the Board to inquire as to whether or not he needed a permit to sell
furniture to businesses. Mayor Galligan said no permit is needed.
REQUEST TO LEASE PARKING LOT
Redevelopment Director Robinson told the Board that T. Kempf Co. has requested on Timothy
Restaurant's behalf to lease the parking lot oWned by the City at 6~h St. and Kentucky Avenue. They
would like to lease the lot for ten years at $3,000.00 per year and would like the chain link fence
removed and a layer of blacktop applied. Director Robinson said that Timothy's would take care of
landscaping. Planning and Zoning Director Padgett said the landscaping needs to be done according to
the city specifications. Currently there are people parking in the lot who carpool or take buses; to work
in Louisville. They will need to be relocated. Councilperson Frantz made the motion to table this for
one week until all the details are worked out, seconded by Engineer Miller and carried unanimously.
CITATIONS
Building Commissioner Gavin sent out certified citations and all were signed for. The addresses; are:
309 Pearl Street-cited for overgrowth and needing to be boarded up. Councilperson Frantz made the
motion to have the City cut the grass and clean up with a $100.00 fine, seconded by Engineer Miller
and carried unanimously.
936 E. Maple Street-cited for cleanup. Engineer Miller made the motion to approve having the
property cleaned up with a $100.00 fine, seconded by Councilperson Frantz and carried unanimously.
948 E. Maple Street-cited for cleanup. Engineer Miller made the motion to approve cleaning up the
property with a $100.00 fine, seconded by Councilperson Frantz and carried unanimously.
AIDS WALK
Police Chief Pavey asked the Board to approve closing our portion of the 2nd Street Bridge on
September 28, 2003 from 2:45 to 5:00 p.m. for the am~ual Aids Walk. Councilperson Frantz made the
motion to approve closing Jeffersonville's portion of the bridge on September 28, 2003 from 2:45 p.m.
till 5:00 p.m., seconded by Engineer Miller and carried unanimously.
CHANGE ORDER/COURT AVE. EXTENSION PROJECT
Engineer Miller made the motion to approve the Change Order in the amount of $75,316.81, which
includes handicap ramps, paving, and unexpeCted extras. Engineer Miller made the motion to approve
the Change Order, seconded by Councilperson Frantz and carried unanimously.
.CONCERT
Mayor Galligan reminded everyone of the concert to be held Saturday, September 27, 2003 at 'the
Riverfront from 6:00 pm to 9:00 pm. He said another concert is scheduled for October 18, 2003.
Mayor Galligan said the dedication of the Thomas Jefferson statue is scheduled for October 24, 2003 at
Kye' s.
There being no farther business to come before the Board of Public Works and Safety, City Engineer
Miller made the motion to adjourn at 11:00 a.ml seconded by Councilperson Frantz and carried
unanimously.

Lewis and Clark Bicentennial Commemoration
OPERATIONS PLANS SUBMITTED TO THE CITY of JEFFERSONVILLE
EVENT BACKGROUND
On October 14-26. 2003, the communities of Louisville, Clarksville and Jeffersonville
will host the second of fifteen National Signature Events commemorating the
bicentennial of the expedition of Lewis and Clark. The Falls of the Ohio event is a 13-day
program: six days on the Louisville Waterfront, and, six days on the Jeffersonville and
Clarksville waterfronts.
Planners are projecting a solid turnout of school children, adults, families and tourists to
the National Signature Events. For the week of October 21-26, the largest number of
visitors is anticipated to be on Sunday, October 26, with the Closing Ceremomes and the
historic re-enacunent of the departure of the Corps of Discovery, and, the second higti
attendance day to be on Saturday, October 25.
l'he following details the proposed plans of the Falls of the Ohio Committee to host the
event in Jeffersonville and Clarksville and includes plans for parking, traffic, signs,
concessions, restrooms and street closings.
The Falls Committee comes to the City of Jeffersonville seeking your review, approval
and support of the OPERATIONAL PLANS to host the National Signature Event.
LAYOUT OF THE NATIONAL SIGNATURE EVENT:
The Lewis and Clark National Signature Event encompasses the following areas in
Jeffersonville and Clarksville:
Jeffersonville Harbor
Corp of Engineers Barge
Water Tower Square
National Park Service
Expo Tent with 40 vendors
Regional Tent with exhibits
Eastern Legacy Tent
Concessions and Sales
Restrooms
Parking
Ashland Park
Continues exhibits from national, state and local groups
Shawnee Village and sales areas
Concessions and restrooms
Interpretive Center
Films and exhibits
Restrooms
Parking
George Rogers Clark Cabin Area
Artisans
Historic re-enactors camping (St. Charles, Corps of Engineers, Tomahawks,
Illinois Virginia Regimem, etc.)
Exhibits and displays
Concessions and restrooms
PROPOSED PARKING PLAN:
General parking and handicapped parking for the event has been identified in six
general areas:
Jeffersonville Harbor
· Water Tower Square
· Colgate Lot
· Ashland Park
· Falls of the Ohio Interpretive Center
· George Rogers Cabin Area
Jeffersonville Harbor:
The parking lot located in the area of the Star of Louisville has been reviewed and
with street parking should accommodate visitors.
Water Tower Square
The Cornerstone Group has provided the lot at the comer of Missouri and Market
to the Fails Committee. More than half of this lot will be designated for parking
and will include handicapped areas.
Col.-ate Parldnc Area
Colgate is providing their lot iocated on Woemer and Davis for the evem. Parking
will be developed in this space for visitors to the Water Tower Square and
Ashland Park exhibits.
Ashland Park
While the full Cark will be closed to all su'eet traffic, the first lot, located across
from the Sara Bell's ice cream store, will be restricted for handicapped parking;
only.
Falls of the Ohio Interpretive Center
The Center's parking will remain open and accessible via Windbourne.

George Rogers Clark Cabin Area
Parking at the Cabin (and the boat dock) will be closed from October 19-27, 2003.
Parking will be available at the Clarksville Drive-In and supported by available
street parking. On October 26th, request of the Clarksvillc Government includes
limiting street parking to one side only on Harrison between Clark Blvd and the
Cabin Area.
PROPOSED SIGNS and TRAFFIC PLAN
TRAFFIC PLAN: The traffic plan involves personal vehicles, school and tour
buses and TARC trolleys and buses. Directional signs are considered essential in
getting visitors to the Lewis and Clark Events. In addition, for the larger TARC
buses, special requests are made to provide for their ease of movement between
the Square and Cabin areas.
It is anticipated that traffic will flow to the event using the north south routes 6f 1-
65 and Hwy. 31/Second Street Bridge Road; east and west traffic will come via
Court Street. The following provisions are made for these roads.
From 1-65- North:
At the foot of the ramp at Exit O, permission is requested for the placement of
signs provided by the Falls Committee indicating: · Lewis and Clark Event- left turn arrow
· Lewis and Clark Barge Exhibit- right turn arrow
From 1-65- Southbound: Falls of the Ohio Interpretive Center Exit
At the foot of the ramp, permission is requested for the placement of signs
provided by the Fails Committee indicating:
· Lewis and Clark Event- right turn arrow
· Lewis and Clark Barge Exhibit - left mm arrow
From North Bound Hwy 31/George Rogers Clark Bridge (Second Street
Bridge): Overhead banner on bridge.
From South Bound Hw~ 31 leading to George Rogers Clark Bridge
Street sign on right hand side of road.
Court Avenue
· Comer of Main and Court Street: Directional sign to Lewis and Clark
Event
· Directional sign to event at the dead end of Court at west end of street
· Court and Spring Street directional sign to Barge Exhibit
TARC BUS CICULATORS for October 25-26
TARC will be providing support for shuttling guests from Louisville to Water
Tower Square and the George Rogers Clark Cabin on October 25-26. The shuttles

will leave Slugger Field drive to Water Tower Square drop visitors and pick up
new passengers and take them to the Cabin. To facilitate the circular route from
the Square to the Cabin, TARC is requesting:
· Closure of south bound traffic on Main Street at Riverside to Missouri.
Main Street to be one-way WEST from Missouri to Riverside.
· Missouri Street to become two-way changing the current one-way north to
two way.
TRAFFIC AND PARKING SIGNS
In addition to the Interstate and highway signs indicated above for traffic control,
permission is also requested to place the following signs within Jeffersonville:

· Missouri at entrance to Water Tower Square: Lewis and Clark PARKING
· Woerner and Davis at entrance to Colgate Parking lot: Lewis and Clark

BUS SIGNS for PICK UP and DROPPING OFF OF PASSENGERS
· Missouri and Market: BUS STOP
· Market at entry to Square Lot: BUS STOP
· Woerner at entry to Colgate Lot: BUS STOP
TRAFFIC CONTROL on October 25-26
Request is submitted for support with tratt~c control at the intersection of
Missouri and Court on October 25-26.
SECURITY SUPPORT October 17-30
Set up for the event begins on Friday, October 17 in the Square property. On
October 19, Ashland Park will be closed for set up of the event. During the days
of October 17 through October 30, when National Park Service departs the Square
property, we ask for twenty-tour hour security support.
In addition, the Falls Committee will seek private security support during the non-
operational hours of the event. A recommendation or referral from the City is
requested for personnel and or company ro provide the servme.
PICNIC TABLES~ TRASH CONTAINERS~ LINERS and PICK -UP
Picnic Tables, trash containers, liners and pick up from the Square are requested
for the period of October 20-30, 2003. A picnic area is planned with concesstons
in the Square Area to provide visitors with a rest area. If the city is unable to
provide, a recommendation or referral is requested fo~ a source that can provide
the service for the Falls Committee.

CONCESSIONS and RESTROOMS
Food and drink sales will be available in three areas: the Square, Ashland Park
and at George Rogers Cabin. Concession providers will operate October.21-26,
from 9am-5pm.
Restrooms with hand washing stations along with handicapped accessible
restrooms will be provided at the Square, Ashland Park, the Interpretive Center,
and at the Cabin area. In addition for the weekend of October 25-26, ten
additional restrooms will be available in the Cabin area.
EMERGENCY SERVICES
EMS servme is requested at the Cabin Area for October 26 when the largest
number of visitors are expected. A request has been made of the Indiana National
Guard for a medical tent for Ashland Park. If the City cannot provide this support,
a recommendation or referral is requested for sources who can provide the service
for the Falls Committee.
