HomeMy WebLinkAbout04-14-2003MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA APRIL 14, 2003 Mayor Galligan called the meeting to order at 9:50 a.m. and on call of the roll those members present were: Councilperson Frantz and City Engineer Miller. Also present were: Redevelopment Director Robinson, Animal Shelter Director Wilder, Code Enforcement Officer Decker, Safety Director Rodden, Wastewater Treatment Director Crawford, Administrator Rich Davis, Fire Chief Smith, Building Commissioner Gavin, Vehicle Maintenance Director Drury, Street Commissioner Grant, Planning and Zoning Director Padgett, Police Chief Pavey, Parks Director Elliott, Engineering Coordinator Dixon, and Deputy Clerk Lynne Mayfield. Mayor Galligan asked if there was anyone on the payroll that he or Personnel Director Ellis are not aware o£ None being, Engineer Miller made the motion to approve the payroll as presented, seconded by Councilperson Frantz and carried unanimously. Engineer Miller made the motion to approve the minutes of 4-14-03, seconded by Councilperson Frantz and carried unanimously. TREE TRIMMING Engineer Miller said the trees need to be professionally trimmed at Broadway and Court Avenue. He said an estimate will be gotten from Walnut Ridge. STREET LOCATE Mr. Osborne and Mr. Pearson appeared before the Board to get a street location on Avondale Drive for a new auto parts store called O Reilly Auto Parts. Mayor Galligan introduced them to Jorge Lanz so they can work together. The design will be done by David Blankenbaker. Mr. Pearson asked about a tax abatement. The Mayor said Redevelopment Director Robinson has the application for that. After the prints are done and reviewed the Board will move to approve the street location. 215 W. MARKET STREET Code Enforcement Officer Decker told the Board that the house at 215 W. Market Street has had numerous violations since 1996. (copy attached) After discussion, Engineer Miller made the motion to give ten days after receiving notice to seal the house or the City will perform the required work and bill the owner for expenses plus a $2,500.00 fine, and before any work can be done to the structure an architect's recommendation must be presented to the Building Commissioner's office to meet current state occupancy use and a Certificate of Occupancy must be issued before anyone can occupy the building after recommended work is completed, seconded by Councilperson Frantz and carried unanimously. FIRST PRESBYTERIAN CHURCH Safety Director Rodden said he received a request from First Presbyterian Church to hold a Sunrise Service on Easter Sunday, April 20, 2003. Mayor Galligan said that would be okay. BOARDS DUMPED Redevelopment Director Robinson said he had a complaint about a bunch of boards with nails in them being dumped on a lot at 320 Pearl Street. Mayor Galtigan said he would make sure they were picked up. There being no further discussion to come before the Board the motion was made by Engineer Miller to adjourn at 10:10 a.m., seconded by Councilperson Frantz and carried unanimously. Premises must be sealed according to 150.017 with no trespassing signs. Repairs must start or building must be sealed within 7 days of the above directive or a fine of $100 per day will be levied and accumulated each month to be paid within 30 days. Failure to pay will result in the City to begin legal action. Total fine not to exceed the fair market vaiue of property. ~/2 L o T 6
