OF THE CITY OF JEFFERSONVILLE, INDIANA
MARCH 31, 2003
Mayor Galligan called the meeting to order at 9:55 a.m. and on call of the roll those members present
Were: City Engineer Miller and Councilperson Frantz.
Also present were: Building Commissioner Bill Gavin, Personnel Director Ellis, Engineering
Coordinator Dixon, Police ChiefPavey, Animal Shelter Director Wilder, Wastewater Treatment
Director Crawford, Safety Director Rodden, Vehicle Maintenance Director Druty, Redevelopment
Director Robinson, Administrator Rich Davis, Fire Chief Smith, Youth Coordinator Knight, Sewage
Manager Johnson, Planning and Zoning Director Padgett, Parks Director Elliott, and Clerk Lynne
Mayfield.
City Engineer Miller made the motion to approve the payroll as presented, seconded by Councilperson
Frantz and carried unanimously. Mayor Galligan asked if anyone is on the payroll that he doesn't know
about.
City Engineer Miller made the motion to approve the minutes of 3-24-03 as presented, seconded by
Councilperson Frantz and carried unanimously.
City Engineer Miller made the motion to approve the claims as presented, seconded by Councilperson
Frantz and carried unanimously.
DONATION
Fire Chief Smith said the Fire Department has a 1964 Mack fire truck that the Firefighter's Union would
like to have to restore and use in parades and other community activities. It will be stored in the old
government fire house. Engineer Miller made the motion to donate Unit #45 fire truck to the
Firefighter's Union, seconded by Councilperson Frantz and carried unanimously.
THUNDER ROAD CLOSURES
Police Chief Pavey said the Thunder road closures will be the same as last year except that Market Street
will be closed also. The roads will close for Thunder at 7 a.m. on April 12, 2003. Engineer Miller made
the motion to approve the Thunder road closures, seconded by Councilperson Frantz and carried
unanimously.
HIRING
Police ChiefPavey asked the Board to approve the hiring of Daniel Harbin as a police officer effective
April 7, 2003. Councilperson Frantz made the motion to approve hiring Daniel Harbin effective April 7,
2003, seconded by Engineer Miller and carried unanimously.
PROMOTIONS
Police ChiefPavey asked the Board to approve the promotion of the following officers:
Officer Brian Mitchell to rank of Corporal
Officer Ron Todd to rank of Corporal
Officer Kent Blunk to rank of Corporal
The promotions will be effective April 1, 2003 and will fill vacancies at those ranks. Engineer Miller made
the motion to approve the promotions, seconded by Councilperson Frantz and carried unanimously.

Patricia Doan asked the Board for approval of two Resident Only parking signs. Police ChiefPavey will
check the location. Engineer Miller made the motion to approve pending Police Chief Pavey's
recommendation, seconded by Councilperson Frantz and carried unanimously.
HAVEN HOUSE WALK
Youth Coordinator Bev Knight reminded everyone of the Haven House Walk on Sunday, April 6, 2003.
GROUNDBREAKING
Mayor Galligan announced the Groundbreaking on Tuesday, April 1, 2003 at 11:00 a.m. on Missouri
Avenue for the Court Avenue Road Extension.
Mayor Galligan said the Rotary Club is having a Mayor's Forum at 12:00 noon on Tuesday, April 1,
2003.
There being no further business to come before the Board the motion was made by Engineer Miller to
adjourn at I0:10 a.m. seconded by Councilperson Frantz and carried unanimously.

Members of the Board of Public Works and Safety
Dear Sirs/Madam:
I am requesting authorization to hire Daniel Harbin for the position of police officer. Mr.
Harbin has passed the written, oral interview, physical agility, psychological and
physical. The PERF boards have also accepted him. I am requesting a start date of April
7, 2003.
I am also requesting to promote the following officers:
Officer Brian Mitchell to the rank of Corporal
Officer Ron Todd to the rank of Corporal
Officer Kent Blunk to the rank of Corporal
The officers have taken a written, oral interview board, and Chiefs interview. The above
officers finished ranked one through three on the testing. I am requesting an effective
date of April 1, 2003. These promotions will fill vacancies at those ranks.
