OF THE CITY OF JEFFERSONVILLE, INDIANA
MARCH 17, 2003
Mayor Galligan called the meeting to order at 9:30 a.m. and on call of the roll those members present
Were: City Engineer Miller and Councilperson Frantz.
Vehicle Maintenance Director Dru~y, Safety Director Rodden, Planrfing and Zoning Director Padgett,
Building Commissioner Gavin, Wastewater Treatment Director Crawford, Animal Shelter Director
Wilder, Parks Director Rick Elliott, Police Chief Mike Pavey, City Attorney Anne Marie Galligan,
Street Commissioner Grant, Personnel Director Ellis, Fire Chief Mike Smith, Redevelopment Director
Robinson, Youth Commission Director Knight, Engineer Dixon, Computer Administrator Davis, and
Clerk Lynne Mayfield.
City Engineer Miller made the motion to approve the payroll as presented, seconded by Councilperson
Frantz and carried unanimously. Mayor Galligan asked if there is anyone on the payroll that shouldn't
be.
City Engineer Miller made the motion to approve the minutes of 3-10-03, seconded by Councilperson
Frantz and carried unanimously.
COURT AVENUE
City Engineer Miller said the crosswalk on Court Avenue is ready to be painted with "Yield To
Pedestrians". Street Commissioner Grant will take care of it.
HANDICAPPED PARKING
Ruby Anderson asked for a handicapped parking sign at 817 Watt Street. Engineer Miller made the
motion to approve the sign, seconded by Councilperson Frantz and carried unanimously.
VENDOR PERMIT
David Peterson asked the Board's approval to operate an ice cream truck in Jeffersonville. Mayor
Galligan said he would need to check with Police Chief Pavey and get the proper permits. Engineer
Miller made the motion to grant permission at~er he is cleared by the Police Chief and has the proper
permits, seconded by Councilperson Frantz and carried unanimously.
PARADE PERMIT
Dennis Sumler asked the Board for a Parade Permit for the Jeff-GRC's on May 10, 2003. Engineer
Miller made the motion to approve the parade permit, seconded by Councilperson Frantz and carried
unanimously.
FLOOD PLAIN ISSUES
Mack Raynor of 2405 Crum's Lane appeared to ask for assistance in getting information to update a
FEMA flood map dated 1990. It lists his residence on a fringe of a flood plane. He said the City has
installed newly constructed flood control measures near his home and he would like to reinforce the map
based on the new construction. Larry Decker said that based on the FEMA guidelines we may be able to
take some people out of the flood plain. He said if the City provides the necessary documentation it will
be evaluated by the Corp of Engineers. Mayor Galligan said all the information would be provided.
Councilperson Frantz made the motion to approve the request for support and information on flood plain
issues, seconded by Engineer Miller and carried unanimously.
CHILDREN AT PLAY SIGNS
Michael O'Brien of 262 Wood Duck Circle asked the Board about putting up "Children At Play" signs
in his neighborhood. The area involved is in River Woods, River Forest, and the Estates of Cherokee.
He said people are speeding and running stop signs. The Mayor said signs will be put up and he would
like to double the fine for violators. Engineer Miller made the motion to approve the signs, seconded by
Councilperson Frantz and carried unanimously.
NEW HIRE-POLICE
Police Chief Pavey asked the Board to approve the hiring of Isaac Parker effective 3-17-03.
Councilperson Frantz made the motion to approve the hiring of Isaac Parker effective 3-17-03, seconded
by Engineer Miller and carried unanimously.
LEWMAN CONFIRMING CONDEMNATION
Paralegal Sharon King asked the Board to approve the Confirming Condemnation on the Lewman
property. No one was present to remonstrate against the condemnation. Engineer Miller made the
motion to approve the Confirming Condemnation on the Lewman property, seconded by Councilperson
Frantz and carried unanimously.
~'"" SEWER PROBLEM
Robert Booker of 2705 Bishop Lane in the Meadows Subdivision appeared before the Board in regard to
his ongoing sewer and drainage problems. After some discussion, Mayor Galligan said something isn't
flowing properly and it needs to be investigated. He told Mr. Booker that there will be someone out to
look at it during the next rain. Mayor Galligan said not to hesitate to call if no one shows up.
934 E. COURT AVENUE
Marvin Miller of 932 E. Court Avenue said his neighbor at 934 E. Court Avenue is releasing fi.eon from
air conditioning units and wanted to know if this was legal. Mayor Galligan said it isn't. Building
Commissioner Gavin knows the man and he will let him know the rules.
There being no further business to come before the Board of Public Works and Safety, City Engineer
Miller made the motion
to adjourn at 10:10 a.m., seconded b,
Councilperson Frantz and carded unanimously.

interview, physical agility, psychological, and Physical. The local and state.PEKF boards
have accepted his application.
