OF THE CITY OF JEFFERSONVILLE, INDIANA
MAY 27, 2003
Mayor Galligan called the meeting to order at 9:30 a.m. and on call of the roll those members presem
Were: Parks Director Elliott sitting in for City Engineer Miller and Councilperson Frantz.
Also present were: Building Commissioner Bill Gavin, Personnel Director Ellis, Police Chief Pavey,
Animal Shelter Office Manager Gartelman, Vehicle Maintenance Director Dmry, Assistant Fire Chief
Davis, Fire Chief Smith, Parks Director Elliott, and Clerk Lynne Mayfield.
Councilperson Frantz made the motion to approve the payroll as presented, seconded by Parks Director
Elliott and carried unanimously. Mayor Galligan asked if anyone is on the payroll that he doesn't know
about.
Councilperson Frantz made the motion to approve the claims as presented, seconded by Parks Director
Elliott and carded unanimously.
HANDICAPPED SIGNS-Colonial Park
Richard Carter representing the Haven House appeared before the Board to say that it was suggested by
IHFA that handicapped parking signs be provided and designated in front of each of their five buildings.
There are no handicapped people living in any of the buildings. Mayor Galligan suggested the
handicapped parking be put in the parking lots of the five buildings.
BASKETBALL GOALS
James R. Smith appeared before the Board tO complain about teens playing basketball on the street at
203,219, and 108 Williams Street. He said the teens will not move when cars come down the street. He
said this has been going on for three years. He said they use foul language and are disrespectful. Chief
Pavey said officers have been sent out there several times and he is working with the City Attorney on
this. Planning and Zoning Director Padgett said there is an ordinance that says the goals aren't to be in
the public right of way. Mayor Galligan suggested removing the goals. Police Chief Pavey will go out
today and tell them that the next time they're in the right of way the goals will be taken away.
JEFF FEST 5K RUN
Youth Coordinator Bev Knight gave the list 6f street closures (attached) for June 14, 2003. The mn
starts at 9:00 a.m. Councilperson Frantz made the motion to approve the street closures from 8:00 to
11:00 a.m. on June 14, 2003, seconded by Parks Director Elliott and carded unanimously.
CITATION-3625 HAMBURG PIKE
Building Commissioner Gavin cited Gary Mattingly for not cleaning up his property completely and
repairing the fence as specified last year. Building Commissioner Gavin said Mr. Mattingly was
provided with a dumpster and only got three loads out. Building Commissioner Gavin has gotten more
complaints. Mr. Mattingly's wife Teri said that the fence can't be repaired because of water standing in
the yard. The Mayor said the drainage problem had never been mentioned before. After much
discussion, Building Commissioner Gavin said he would meet Mrs. Mattingly there and make clear what
is expected and what is considered complete cleanup. Parks Director Elliott made the motion m give 30
days to clean up the property completely or the City will bill Mr. Mattingly for expenses plus a
$1,000.00 fine, seconded by Councilperson Frantz and carried unanimously.
CITATION-1230 MOSSWOOD COURT
Harrison Shope was cited by Building Commissioner Gavin for general maintenance violations, debris, and
overgrowth. (attached) Parks Director Elliott made the motion to give 30 days to complete the necessary
cleanup or be billed by the city for cleanup and subject to a lien on the property with a $1,000.00 fine,
seconded by Councilperson Frantz and carded .unanimously.
There being no further business to come before the Board the motion was made by Councilperson Frantz
0:20 a.m. seconded by Parks Director Elliott and carded unanimously.

correct this, including help from the City.

Thirty days to complete all clean up work or City will perform
necessary work with dumpster and bill Mr. Mattingly for expenses plus
$1,000.00 fine.
