Parker Jr. called the meeting to order at 9:30 and on call of the roll those members present were Mayor Parker, Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, Street Commissioner George Trembly, Supervisor Bob Miller, City Attorney Mike Gillenwater~ Police Chief Rick Elliott~ Fire Chief Jerry Dooley~ Assistant Parks Superintendent Donnie Poole~ Animal Shelter Control Mike Gentry, Sewer Office Manager Bob Goldman~ Administrative Assistant Donna Metzger, Clerk and Treasurer C. Richard Spencer and Clerk Alice Davis. DRAINAGE AT CLAYSBURG TOWERS Supervisor Bob Miller reported that he will not do any of the work until he receives the money for this project. This is to be tabled until further notice. HAVEN HOUSE PARKING LOT Street Commissioner George Trembly took a look at this and the parking lot needs no work, but the driveway has a couple of large holes that need repaired. Donna Metzger will talk to Barbara Anderson to see if she can get the rock donated and the street department will pick it up and spread it for her, and also tell her about our private property policy. PARKING LOT LIGHTS Building Commissioner Bill Gavin reported that the complaint about too bright of lights in the parking lot on W. Market Bt. will have to be handled through the Redevelopment Departments Mr. Carrol Gowens. PAGE 2 DECEMBER 21~ 1998 CHRISTMAS TREE DISPOSAL Street Department George Trembly reported that Earth First, Mr. Dan Christianti is donating 5 dumpsters at various locations, starting December 28-January 12 for Christmas Tree disposal. Clark County solidwaste disposal will take care of adveritsing COMPLAINT AT 2B3 HOPKINS LANE Utilities Director Steve Tolliver reported that the street is deteriorating. His crews washed out the pipe. Mr. Kayrouz on Utica Pike is also complaning about the drainage onto his property. Bob Miller talked to Jorge Lanz and he is picking this street up when the new road is repaired. Mr. Kayrouz threatened to concrete the pipe at the end towards his property. CAB PERMITS FOR COLONEL CAB CO. Police Chief Rick Elliott recommends to the Board to approve the Cab permit for Ruth Lence~ but denied the permit for Mr. Wm. Arrington. Director Lakeman made the motion to approve the Cab permit for Ruth Lence, seconded by Director Matra, and carried unanimously. CAB PERMIT FOR SOUTHERN INDIANA CAB CO. Police Chief Rick Elliott recommends to the Board to approve the Cab permits for Diane Hiibert, Linda Dixon, Connie Morin. Cathy Pfister is tabled until next week so Chief Elliott can investigate her application. Director Lakeman made the motion to approve the Cab permits for Diane Hilbert, Linda Dixon, Cathy Pfister, seconded by Director Matra, and carried unanimously. ASBESTOS REMOVAL Utilities Director Steve Tolliver wrote the letter to the lowest bidder for Asbestos removal. SEWER PLANT CHANGES Utilities Director Steve Tolliver contacted Chief Elliott on when anyone will be working at the plant alone. He is giving. Chief Elliott a copy of the schedule and a set of keys. Mike Arms is being moved to the plant under maintenance. ORDINANCE City Attorney Mike Gillenwater is making up an Ordinance for Chief Elliott establishing a fee for false alarms. They will have 3 free false alarms, 4 and 5 will cost $25.00~ $50.00 per false alarm after that. The money will go into the General Fund. It will take effect 30 days after it is approved by the council. Director Lakeman made the motion to approve the Ordinance, seconded by Director Matra and carried unanimously. PAGE 3 DECEMBER 21, 1998 INJURY ON SIDEWALK On July 31, 1998 Mrs. Beulah Holland from New Albany fell on the sidewalk at Spring and Market Streets. She called the Street Department , they told her to go to the Emergency room. Her Insurance paid all but $38.50 and she wants theCity to pay this bill. If we don't pay she will get a Lawyer. It will have to be brought before the Council. Director Lakeman made the motion to recommend to the City Attorney to pay this upon the santion of the Council, seconded by Director Matra, and carried unanimously. WHEEL CHAIR Director Lakeman wants everyone to know that he spent all day on December 16, 1992 in a wheel chair for the ADA. NEWS ARTICLE Police Chief article about Officer for a Rick Elliott a boy who~s few hours. reported that they had a real good news mother was killed, he rode with a Police JUVIENILE DETENTION CENTER Police Chief Rick Elliott reported that Luckett and Farley Co. contacted us about installing heavy duty screens over the exercise area for the Juvenile Detention Center. We want permission to close the sidewalk and part of Meigs Avenue for 5 days. Director Lakeman made the motion to approve the closing of part of Meigs Avenue and the sidew~lk~ seconded by Director Matra, and carried unanumously. THANK YOU Police Chief Rick Elliott wants to thank Fire Chief Jerry Dooley for letting Randy Leverett come off of his vacation and help our investigators with the Old Salts Marine investigation. GOLFVIEW EAST Supervisor Bob Miller reported he doesn't know when the Golfview East project wi. Il be completely finished. We will have to wait for dry weather. Uhl is doing the sodding. GOLFVIEW Supervisor Bob Miller reported that Golfview Association is having a meeting and asked him to be present to discuss the water that is coming over on them from Elk Pointe. Mayor Parker suggested that Engineer Jorge Lanz be present with him. PAGE 4 DECEMBER 81, 1998 THANK YOU Fire Chief Jerry Dooley wants to Thank Lt. Tim Conlen and Sgt. Bob Jones and everyone else who helped with the Christmas Baskets. There was enough food for 65 Families. We also helped delivered Empty Stocking Toys. Thanks to all who participated. BIDS City Clerk Treasurer C. Richard Spencer Jr. reminded everyone that bids for Bituminous Materials, Gasoline and Etc. should be in by January 11, 1993. MERRY CHRISTMAS Mayor Parker wished everyone a Merrry Christmas. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at lO:20a.m.~ seconded by Director Matra, and carried unanimously.
