Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Parker~ Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, Street Commissioner George Trembly, City Attorney Mike Gillenwater, Utility Director Steve Tolliver, Police Chief Rick Elliott~ Fire Chief Jerry Dooley, Vehicle Maintenance Director Mike Wathen, City Services Coordinator Leslie Kavanaugh, Parks Director of Activities Chuch Branham,, Administrative Assistant Donna Metzger, Councilperson Bill Wolpert, Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to approve of December 7, 1992, as presented, seconded carried unanimously. Director Lakeman made the motion to approve seconded the minutes of the meeting by Director Matra and the payrolls as presented, by Director Matra and carried unanimously. Director Lakeman made the motion to approve 2 claims for the Sewage Department, seconded by Director Matra and carried unanimously. TAXI CAB SERVICE Mr. David Cox was not at this meeting, this was tabled until he comes to the Board meeting. TAXI CAB DRIVER PERMIT Police Chief Rick Elliott approve the Taxi Cab Permit the motion to approve the carried unanimously. made a recommendation to the Board to for Rebecca Moore. Director Lakeman made permit, seconded by Director Marra~ and CITIZENS ACTION COALITION OF INDIANA Clerk and Treasurer C. Richard Spencer Jr. addressed a letter from Citizens Action Coalition of Indiana to City Attorney Mike Gillenwater and Police Chief Rick Elliott. They want to solicit door to door for money. Mike Gillenwater will send them a letter telling them the changes to be mbde. Director Lakeman made the motion to accept this with the changes made~ seconded by Director Matra, and carried unanimously. PAGE B DECEMBER 14, 1992 STREET DEDICATION Max Zimmerman is requesting redicating of the street leading to LaFayette Square Apartments to Highway 62. Max Zimmerman and Chuck Moore are building a motel behind Jerry's Restraurant. George Trembly and Bob Miller will take a look at the street, Steve Tolliver wants to review the plans to see if everything is in compliance. Bill Gavin wants a description of the street. Jerry Dooley wants to check on the Fire Hydrant checked to see what the distance is. Steve Tolliver will do a complete study on this~ it could cost 75.00 an hour for private line. Mayor Parker said that we have 3 issues to cover between now and the next meeting to determine if everything will be alright. LtTER~S QUARRY Administrative Assistant Donna Metzger is representing Councilperson Donna Frantz in reference to Liter's Quarry's blasting, she has had an increase in calls on complaints. City Attorney Mike Gillenwater said that we will have to take affirmative action on this matter. Cecil Blau is their Attorney. Mike Gillenwater suggested doing a seismograph study on this problem. Les Kavanaugh said that a seismograph was done back at the first of the year at Thomas Jefferson School by Bob Eessinger~ it was pulled in July of 1993. It is up to date. Les Kavanaugh said that the State has mineral rights. Steve Tolliver reported that there is cracks in the sewer pipe at Gall and Ridgeway Drive. Les Kavanaugh will have Bob Kessinger get in touch with Mike Gillenwater. VACATE STREET Building Commissioner Bill Gavin reported that Clark County Hospital is requesting the vacating of the North half of llth Street. City Attorney Mike Gillenwater suggested that we keep a 30' right of way for an access road. Director Lakeman made the motion to approve this, seconded by Director Marra~ and carried unanimously. DUMPSTER SERVICE DISCONTINUED Street Commissioner George Trembly wants approval from the Board to discontinue service at various locations, they are St. Paul's Church, Sacred Heart Church, Optimist Club, and a Restaurant. Mike Gillenwater will send out a letter giving a BO day notice. We will keep picking up the Jaycee Building and Clark Arms. Director Lakeman made the motion to accept this, seconded by Director Matra, and carried unanimouly. DRAINAGE AT CLAYSBURG TOWERS Les Kavanaugh talked with Director Lakeman in regards to Claysburg Towers management about the drainage behind the apartments and the Indiana Baptist Church and wants to know if we could help with the problem and they would pay the costs pending a letter from them. Bob ~ Miller assured us he can do the work. The Management will put in ~ writing that they will pay the costs. We will be waiting for the ~ letter before we can bring it in front of the Board the letter will be coming from Jasper. PAGE 3 DECEMBER 147 1992 EMPTY STOCKING FUND Fire Chief Jerry Dooley reported that Lt. Tim Conlen from the Fire Departmen~ wants to undertake the Empty Stocking Fund for next year. We will need a room or building to drop off items. Director Lakeman said that he has talked to several people and there will be places to drop off and store the Christmas Items. GOLFVIEW EAST PROJECT-CALLAWAY DRIVE Street Commissioner George Trembly reported that this projects last section of pipe will be laid today and we hope the area will be cleaned up before Christmas. BANNERS Street Commissioner George Trembly would like to stop hanging banners because it's to dangerous for his people. Clerk and Treasurer C. Richard Spencer Jr. suggested that they contact Metzger Electric to see if they would hang the banners~ and it would be a cost to the organization. Donna Metzger wants George Trembly to work with her on guide lines on a banner policy. ENVIROLMENTAL ASSESSMENT City Attorney Mike Gillenwater said that we received from EPA the Envirolmental Assessment on the Old Sewer Plant. There is asbestos, but there ie nothing in the dirt. I suggest to get rid of all the asbestos. We have 3 quotes for removal. The bids are on file in the City Clerk Treasurers Office. Director Lakeman made the motion to accept the PDR bid for 8150.00, seconded by Director Marra~ and carried unanimously. MRS. GOODI~ Mrs. Goodie wants to say that she is proud taking on the Empty Stocking Fund for next of the Fire Department for year. PARKING LOT LIGHTS Director Lakeman said that he had a complaint from Steve Kempf on Market Street about the lights in the parking lot across the street from his home, they are too bright. Building Commissioner Bill Gavin will take a look at them and contact PSI. PRETREATMENT AUDIT Mayor Parker received a follow up letter to the audit that was conducted on our pretreatment program. It was a great improvement from last year. CHRISTMAS TREE DISPOSAL Les Kavanaugh and George Trembly and the County Disposal working on 5 different Christmas Tree disposal locations at the City. people are no cost to PAGE 4 DECEMBER lZ+, 1992 ALARM SYSTEM Ji Les Kavanaugh representing Animal Shelter Director Jan Wheatley requesting a alarm system for the Shelter, being that they have had several break-ins. Mayor Parker sa~d that she needs to go in front of the Council in early 1993. BIDS Utilities Director Steve Tolliver gave his bid specifications to the Clerk and Treasurers Office, if we need more information he will provide it. Also we have a lease agreement for 36 month term from Rumpke to empty the screens at the lOth Street pump station. The charge will be $15.00 a month for each recepticle, Rumpke will pick up at no charge to dump. Director Matra made the motion to approve the Rumpke lease, seconded by Director Lakeman, and carried unanimously. THANK YOU Chuck Branham representing the Parks Department wants to thank everyone who attended the Christmas in the Park program. Also the Senior Christmas Dinner will be at the Ken Ellis Building tonight at 5:30 PM if anyone would like to attend. HOPKINS LANE COMPLAINT Councilperson Steve Stemler wants Donna Metzger to bring to the Board meeting about a complaint he received from Tim Smith at 233 Hopkins Lane in regards to 1/4 of the street being washed out, the culvert has collasped. Steve Tolliver will take a look at this problem. PARKING LOT PAVED Barbara Anderson a representative from requests to have the City pave the refusing to deliver food because of George Trembly will take a look at it. Hoosier Valley and Haven House back parking lot. People are the danger to their vehicles. HEPATITIS VACCINE All the Departments need to have a training session which is mandatory and Hepatitis shot which is optional. Police Chief Elliott said that they had personnel who could do the training. Donna Metzger will help coordinate this with the Health Department and the other Departments. We need to keep these records on file 30 years after retirement. REMINDER Administrative Assistant Donna Metzger wants the Donorama is today at the Ramada Inn from BIDS to remind everyone that 10:00 am to 8:00 PM. Clerk and Treasurer C. Richard Spencer Jr. reminded everyone that advertising for bids will be soon. George Trembly and Steve Tolliver have turned in their bids. PAGE 5 DECEMBER 14, 1992 There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at 10:48 AM, seconded by Director Matra, and carried unanimously.
