Also present were: Building Commissioner Bill Gavin~ Supervisor of Streets Ed Rose, ~Supervisor Bob Miller~ City Attorney Mike Gillenwater, Utility Director Steve Tolliver~ Police Chief Rick Elliott, Fire Chief Jerry Dooley, Assistant Fire Chief Clifton James Jr., Animal Shelter Manager Jan Wheatley~ Vehicle Maintenance Director Mike Wathen, City Services Coordinator Leslie Kavanaugh, Parks Superintendent Rodger Caldwell~ Sewer Office Manager Bob Goldman, Administrative Assistant Donna Metzger, and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of November 16, 199~ as presented, seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. CHILDREN AT PLAY SIGNS Police Chief Rick Elliott reported that Lt. Dave Schmidt called the State Highway Department at Seymour about these signs, they do not place these signs any more. I recommend at this time to refrain from putting these signs up. DUMPED TIRES Supervisor Ed Rose reported t~at the City picked up 30 tires dumped behind F & T Tire Company. Director Lakeman and Director Matra took a look at this situation and reported that if a gate was put up it would eliminate this. City Attorney Mike Gillenwater will call them and suggest that they put a gate up. RESIDENTIAL PARKING SIGN Police Chief Mike Kuprion next week. Rick Elliott said of 622 E. Court that he could not get in touch with Mr. Avenue, he would like this tabled until 4-WAY STOP Rev. David Williams, Pastor at Walnut Ridge Baptist Church requests a 4-way stop at the intersection of Franklin and Mary Streets. Police Chief Rick Elliott will take care of this. PERMITS FOR CAB DRIVERS Michael Poore, Dennis K. Wheat, JoAnn Wheat requests cab driver permits. Police Chief Rick Elliott said he reviewed one applicant and will investigate them and wait for the Boards approval on the Cab Co. and will give his recommendation for that. PAGE 2 NOVEMBER 23, 199B CITATION Building Commissioner Bill Gavin cited Mr. Larry Hack to appear before the Board to clean up his Father's property. Bill said that his office sent out letters on August ?, and September 14, 1992 and that nothing has been done. Mr. Hack asked to have 3 months to clean the property up. CITATION Building Commissioner Bill Gavin cited Mr. Steve Simpson to appear before the Board to clean up property at 1045 Rhonda Drive. Mr. Gavin's office sent letters out in August, September~ and October. Mr. Simpson said that he was there on Saturday November 217 1992 and had been mowed. Mr. Gavin said that he would take a look at this and if necessary he wilt get in touch with Mr. Simpson a 283-5336. STOP SIGN AT CHAMPION STREET Director Lakeman suggested that a stop sign needs to be put at the entrance of the Wastewater Plant Mr. Gavin suggested putting a stop sign and a hidden entrance sign there. Both will be installed. POLICE PROMOTIONS Police Chief Rick Eltiott would like to make the following promotions Captain Maynard Marsh to Detective Major, Chief of Detectives, Lt. Charles Thompson to Detective Major in charge of the newly formed Crimes Against Children, Sgt. Jack Fleeman to Detective Lt. Corporal Tom Gavin to Detective Sgt., promotions will take effect on December 1~ 1992. The money is already budgeted for these promotions. Director Lakeman made the motion to accept these promotions, seconded by Director Matra, and carried unanimously. RESIDENTIAL PARKING ON MARKET STREET Police Chief Rick Elliott talked to Mr. LaGrange from Jeff Boat. They would like the opportunity to work with the Neighbors. Chief Elliott wants to resind his request for a Residential Only Parking sign on E. Market Street across from Jeff Boat. GOLFVIEW EAST City Attorney Mike Gillenwater wants to make notes for the minutes about Golfview East Subdivision in regards to the pipe that caved in. This was considered an emergency at last weeks meeting. Two Companies submitted bids are Southern Indiana Excavating Corporation and Irish Park. LEAVES ON HOPKINS LANE Director Lakeman said that Mr. Art Myers a resident on Hopkins Lane was in his office this morning asking for Mike Gillenwater to give him permission to go into the neighbors yard (Mrs, Bless). Mike can't give the permission. Mr. Myers reported that he raked the leaves out of the ditch in front of her house. He said that she went out and raked them back into the ditch. Director Lakeman said that we won't go in on her property. PAGE 3 NOVEMBER B3, 1992 RESIDENTIAL PARKING SIGN Building Commissioner Bill Gavin was asked by Steve Hardin to get his $50.00 back from the Residential Only Parking Sign that he paid for and had put up in front of his residence on E. Market Street across from Jeff Boats Office. Mayor Parker said that the parking situatuion is on hold right now. FLOODING IN MEADOWS SUBDIVISION Building Commissioner Bill Gavin said that he received a call from a resident on Blueteal Drive in the Meadows Subdivision about his basement being flooded for the 4th time this year. His Insurance Co. said that it's the Cities fault. Mr. Gavin said that we have no money to do the job right now. BLACKTOP ON HAMBURG PIKE Supervisor Bob Miller reported that K & I is going to blacktop Hamburg Pike on Tuesday or Wednesday morning of this week, wants permission to close Hamburg Pike from Eastern Blvd. to Dutch Lane for one day only. Director Lakeman made the motion to approve this request, seconded by Director Matra, and carried unanimously. DONATIONS Administrative Assistant Donna Metzger wants to remind everyone that the Fire Department has left a donation box in the City Clerk and Treasurers Office for food donations for Christmas Baskets for the poor. Also Councilperson Donna Frantz wants everyone to know that the Council is accepting donations for the Toy Drive in the Recorder's Office. SHOP WITH A COP Police Chief Rick Elliott wants to remind everyone that Shop With A Cop is December 3, 1992. FUNDRAISER Mayor Parker wants everone to know that there is going to be a Benefit Dance at the Knights of Columbus Hall with music by the Marlins on Saturday November B8, 1992 for John Shelton son of County Police Officer John Shelton, he had brain surger after a football accident. ALGAE SWEEP Director Matra reported that Ford W. Hall Co. has been paid the $32~000.00 owed to them for the algae sweep. There being no further business to come before the board of Public Works and Safety, Director Lakeman made the motion to adjourn at 10:07 A.M., seconded by Director Marra~ and carried unanimously.
