OF THE CITY OF JEFFERSONVILLE, INDIANA
MONDAY NOVEMBER 9, 1992
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.,
and on call of the roll those members present were Mayor Parker,
Personnel and Safety Director Harold Lakeman, and Sewage Collection
Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin, Street
Commissioner George Trembly, City Attorney Mike Gillenwater,
Wastewater Treatment Plant representative Chuck Carter, Police Chief
Rick Elliott, Fire Chief Jerry Dooley, Assistant Fire Chief Clifton
James Jr., Animal Shelter Manager Jan Wheatley~ Vehicle Maintenance
Director Mike Wathen, City Services Coordinator Leslie Kavanaugh~
Parks Superintendent Rodger Caldwell, Sewer Office Manager Bob
Goldman, Administrative Assistant Donna Metzger, and Clerk Alice
Davis.
Director Lakeman made the motion to approve the minutes of the meeting
of November 2, 1992~ as presented~ seconded by Director Matra and
carried unanimously.
Director Lakeman made the motion to approve the payrolls as presented,
seconded by Director Matra and carried unanimously.
Director Lakeman made the motion to approve the claims as presented~
seconded by Director Matra and carried unanimously.
DRAINAGE IN NORTHAVEN
This was tabled until Jorge Lanz can get
problem finished.
RESIDENTIAL PARKING SIGN

Police Chief Elliott wants this situation postponed until the next
meeting. Lt. Schmidt looked at this and believes there should be more
done to this ali the way from Graham Street to the Howard Boat
Museum.
DROP BOX
Paul O~Daniel representing Airborne Express wants permission to put a
drop box next to Gilford Wall Coverings on Spring Street. Building
Commissioner Bill Gavin said it is the Historical Society who gives
permission to do this. Their next meeting is November 16, 1992 at
6:00 P.M. in this room.
USED CAR LOT
Andrew Williams re Emmett Simms of 912 Watt Street said that the used
car lot that was there is now a junk yard and wants to know what can
be done about it. Building Commissioner Bill GaVin said that they are
~orking on this now~

COLONEL CAB CO.
Ken Lower of Colonel Cab Co. wants to start a second Cab service for
the City of Jeffersonville. He wants permission to get 10 permits for
the license. He gets them through the City Clerk Treasurers Office.
Director Lakeman made the motion to approve this request, seconded by
Director Matra, and carried unanimously.
JOB APPLICATIONS
City Attorney Mike Gillenwater recommends that we keep job
applications for only 2 months. We will advertise or post job
openings. Mike suggested that we send a note to all the applicants
telling them that they need to update every 60 days. Director Matra
made the motion to accept Mike Gillenwaters new policy on Job
applications, seconded by Director Lakeman, and carried unanimously.
LEAVES
Mr. Myers a resident on Hopkins Lane wants permission to clean out the
leaves in front of his neighbors~ Mrs. Bliss' resident. Mike
Gillenwater said that he can't give him permission but that since the
City has 15' right of way the City will clean out the leaves this
time. George Trembly will take care of this.
SEWER TAP-IN
City Attorney Mike Gillenwater reported that P.Q. from Clarksville
asked for permission to tap into our sewer system. The Clarksville
Town Board was to meet and approve an interlocai a~eement '~to allow
P.Q. to tap in the Jeffersonville Sewer system and releave Clarksville
of any obligations to provide sewers to them. Director Lakeman made
the motion to approve the tap-in on the Clarksville Town Board
approval~ seconded by Director Matra, and carried unanimously.
NAEGELE CONTRACT
City Attorney Mike Gillenwater reported that he has a contract which
the City of Jeffersonville executed with Naegele Outdoor Advertising
for advertising structure at 501W. 9th Street, the old Sewer Plant.
They pay $3,225.60 annually. Mike recommends to the Board to cancel
this contract and renegotiate it. Director Lakeman made the motion to
allow City Attorney Mike Gillenwater to renegotiate with Naegele
Outdoor Advertising, seconded by Director Matra, and carried
unanimously.
VACATE ALLIES
Building Commissioner Bill Gavin request permission to vacate 2
allies. They are between Pairview and Magnolia, and between Spring
and Burnside. City Attorney Mike Gillenwater will prepare an
Ordinance. Lakeman made the motion to vacate those respective allies
with anticipation for City Attorney Mike Gillenwater to prepare an
Ordinance to final approval from the City Council, seconded by
Director Matra, and carried unanimously.

TURNING ARROW
Street Commissioner George Trembly reported that the arrow
has
been
installed at Spring Street and Sparks Avenue. He wants permission to
put B NO TURN ON RIGHT signs going North and South on Spring Street.
Director Matra made the motion to accept this, seconded by Director
Lakeman~ and carried unanimously.
THANK YOU
City Services Coordinator Les Kavanaugh thanked everyone who was
involved with the helping of the Old News Paper Drive. It was very
successful.
REMINDER
Administrative Assistant Donna Metzger wants to remind everyone that
leaves will be picked up in bags only, and on the regular
scheduled garbage pick-up day, it also needs to be advertised in the
News and Journal, Mike Gillenwater also wants to put in the
advertisement that Citizens needs to keep their catch basins cleaned.
There being no further business to come before the Board of Public
Works, Director Lakeman made the motion to adjourn at 10:07 A.M.,
seconded by Director Matra, and carried unanimously.
