MONDAY OCTOBER ~6~ 1992
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.,
and on call of the roll those members present were Mayor Parker,
Personnel and Safety Director Harold Lakeman, and Sewage Collection
Office Director Jim Matra.
Also present were: Street Commissioner George Trembly, City Attorney
Mike Gillenwater, Utility Director Steve Tolliver, Assistant Police
Chief Charles Elder, Major Dennis Simon, Fire Chief Jerry Dooley,
Animal Shelter Manager Jan Wheatley, Vehicle Maintenance Director Mike
Wathen~ City Services Coordinator Leslie Kavanaugh, Parks
Superintendent Rodger Caldwell, Sewer Office Manager Bob Goldman,
Administrative Assistant Donna Metzger, Councilperson Peggy Wilder,
Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis
Director Lakeman made the motion to approve the minutes of the meeting
of October 19, 1998, as presented, seconded by Director Matra and
carried unanimously.

Lt. Dave Schmidt took a look at this intersection and talked to a
neighbor Lady who said that there's only been 8 accidents at this
sight in 80 years. Lt. Schmidt recommends that there be no stop sign
put there.

SEWER TA~
Peggy Strother, representing Community Christian Church at 5030
Hamburg Pike requests to be annexed and tap into the sewers. The
Church will pay all the fees. City Attorney Mike Gillenwater
suggested that they stay until the Board meeting is over and meet with
him concerning that situation.
SEWER TAP-IN.
Belinda Lyvers representing Clark Nickles wants permission to tie into
the sewers that runs to the Maritime Center. Utilities Director Steve
Tolliver said that Mr. Nickles called him about this, and that he
recommends to the Board to let him tap-in to the last manhole for his
Office~ he will pay all the fees. Director Lakeman made the motion to
accept the tap-in fee per request by Clark Nickles, seconded by
Director Matra, and carried unanimously.
ADDRESS CHANGE
Mr. Frank Reed moved a house to Lee Street and wants the address to be
1610 Lee Street. Director Matra made the motion to accept the 1610
Lee Street for the Frank Reed residence, seconded by Director Lakeman,
and carried unanimously.
NEW TAP REQUEST
Utilities Director Steve Tolliver explained the new sewer tap request
from Mr. Ed. Kellams a resident in the Eastgate Subdivision.(see
attached letter). Director Lakeman made the motion to approve the
repairing of Mr. Kellems sewer line, seconded by Director Matra, and
carried unanimously.
GAZEBO
City Attorney Mike Gillenwater reported that the Gazebo in Warder Park
is not Handicapped accessible. Any new construction has to be in
compliance. The ramps needs to be put on before its dedicated.
FUELING SYSTEM
Councilperson Peggy Wilder came before the Board to discuss the new
fueling. Mayor Parker selected a Committee to meet and study 'the
system. The Committee members are Steve Tolliver, Mike Wathen, Rick
Elliott, Jerry Dooley, Bob Miller, George Trembly, Jim Matra, Harold
Lakeman, Chairman. The Committee will meet within a week to 10 days
and come back with cost factors and solutions.
CODE OF ORDINANCE
City Attorney Mike Gillenwater gave to the members of the Board a Code
of Ordinance relating to Taxi Cabs. A Man called and is interested in
starting a Cab Service. He will be coming before the Board in the
near future, he has a copy of the Ordinance.

OLD SEWER PLANT
'City Attorney Mike Gillenwater reported that the appraisers for the
old sewer plant said that there is asbestos. Steve Tolliver said that
Scott Bassel of Proctors Davis and Ray will take an environmental
accessment on the property, he's an asbestos abatement and will take a
look at it and give us an estimate on the removal. The whole sight
will be ready for sale in about 30 days.
N-VIRO EQUIPMENT
City Attorney Mlke Gillenwater said that there is a piece of equipment
at the old plant, there is an interested City who wants to buy it.
Mike Gillenwater said that it has to be advertised before it can be
sold. We need to advertise the bid. The piece of equipment is N-Viro
equipment. Director Lakeman made the motion to approve the
advertising of the N-Viro equipmnet, seconded by Director Matra, and
carried unanimously.
LETTERS TO CEMENT COMPANIES
Street Commissioner George Trembly reported that letters were sent to
the Cememt Companies in the area about dumping in the gutters. There
is a new system in the Building Commissioners Office where anyone
coming in for permits will be given a letter about not dumping in the
gutters. George also reported that they have finished the alley at
the Preservation Station.
PAVING ON MARKET STREET
Mr. Bob Miller reported that.the paving on Market Street by the DeMars
Haka Pro~ect is a terrible job. The catch basin is to low, the
manhole is to high. Mayor Parker said that he will call Carrol Gowens
about this. Dick Spencer said that they were to pave to Mulberry
Street but stopped at Fort Street.
VFW
Assistant Police Chief Charles Elder reported that the VFW had ~ ~
Policeman and Fireman of the Year for Jeffersonville and Clarksville.
Donnie Grimes was Policeman of the Years and Doug Sneed was Fireman of
the Year. Congratulations to both of these fine Gentlemen.

Parks Superintendent Rodger Caldwell reported that

DRIVEWAY RAMPS
City Services Coordinator Les Kavanaugh reported that on August 30,
1992 that City Services and the Street Department asked for directions
in regards to the driveway ramps on Mockingbird Drive. People still
come in and ask for the ramps. Mayor Parker said that we cannot
afford to replace the driveway ramps on Mockingbird Drive.

FIRE DAMAGE
weekend. The Old Salts Marine estimated damage is around $500,000.00.
The same day in the 800 block of Chestnut Street a house sustained
extensive damage. Lt. Carter sustained a slight injury.
NEW INDUSTRY
Utilities Director Steve Tolliver said that there is a new industry in
the Clarksville area that wants to tap into our sewers. He needs to
come in front of the Board and also the Council. He has to have a
written agreement from Clarksville before we can agree to do this.

NEWS AND JOURNAL CONTRACT
City Clerk and Treasurer Dick Spencer presented the Board with green
sheets that are the Evening News Contracts for the Council Agendas the
prices will be higher if not signed. City Attorney Mike Gillenwater
said that they won't be approved until the numbers are filled
GAZEBO
Mr. Goodie stated that the Gazebo in Warder Park cannot be used until
the ramp is made for Handicapped people. Mike Gillenwater said tha~
he should be put on the Parks Department agenda which is the second
Monday to discuss it.
AMBULANCE SERVICE
Mr. Goodie wants to know why the Fire Department can't take over the
Ambulance Service. Mayor Parker said that the Commissioners pay for
the Service for the County we pay county taxes and can use the
Ambulance Service. Through the Fire Department it would be very
expensive to the tax payers.
There being no further business to come before the Board
Works, Director Lakeman made the motion to adjourn at
seconded by Director Matra, and carried unanimously.

NEW TAP REQUEST (EDWARD KELLEMS)
Mayor Parker & Board Men,hers:
I am suggesting and requesting for Mr. Edward Kellems, we
provide him with a new tap from the 8" sewer on Douglas
Boulevard in Eastgate Subdivision.
The reasoning is that his original tap was incorrectly placed
causing his line to be ~illed with unusual amounts o~ solids
therefore, resulting in backups very o~ten. The sewer
maintenance crew cab provide the tap for a cost o~ $150.00
and Mr. Kellems has agreed to put a new house
to connect to this new tap with a back lve~'
Since he has already paid his original tap in fee, I feel it
would be inappropriate to charge again. I see the City at
fault forever allowing such a tap to begin with.
Please advise me on this continuing problem.
