OF THE CITY OF JEFFERSONVILLE, INDIANA
MONDAY OCTOBER 19, 1998
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.,
and on caii of the roil those members present were Mayor Parker,
Personnel and Safety Director Harold Lakeman, and Sewage Collection
Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin~ Street
Commissioner George Trembly, City Attorney Mike Gillenwater, Utility
Director Steve Tolliver~ Assistant Police Chief Charles Elders Police
Major Dennis Simon, Assistant Fire Chief Clifton James Jr., Animal
Shelter Manager Jan Wheatley, Vehicle Maintenance Director Mike
Wathen, City Services Coordinator Leslie Kavanaugh~ Sewer Office
Manager Bob Goldman~ Administrative Assistant Donna Metzger,
Councilperson Peggy Wilder~ Clerk and Treasurer C. Richard Spencer
Jr., and Clerk Alice Davis
Director Lakeman made the motion to approve the minutes of the meeting
of OCTOBER 18, 1998~ as Presented, seconded by Director Matra and
carried unanimously.
Director Lakeman made the motion to approve the payrolls as presented~
seconded by Director Matra and carried unanimously.
CORRECTION
Ronnie Temple a employee for Federal Security wants his address
changed to 3503 Hamburg Pike. Director Lakeman made the motion to
accept the change of address, seconded by Director Matra, and carried
unanimously.
RESIDENT PARKING SIGN
Assistant Police Chief Charles Elder reported that Chief Rick Elliott
had Lt. Dave Schmidt our Traffic Officer check on the parking problem
at 1081E. Market Street. He recommends a resident parking sign be
put there. Director Lakeman made the motion to have a resident
parking sign put at 1081 E. Market Street, seconded by Director
Matra, and carried unanimously.
LIGHT POLES AT ELK POINTE
Building Commissioner Bill Gavin is requesting 4 additional street
lights in Elk Pointe, Section 8 and 4 additional lights in Foxboro, a
total of 8 lights. There will be one light for every 8 lights at a
cost of $11.07 per month, per light. Director Lakeman made the motion
to approve the request for additional lights in Foxboro and Elk Point
Subdivisions~ seconded by Director Marra~ and carried unanimously.

STREET LIGHTS
Mrs. Winburn who lives at the corner of Rudie and Perrin Lane requests
a street light. Mr. Ronnie Temple request a street light in the alley
behind his home on Chestnut Street. Building Commissioner Bill Gavin
denied both requests after checking Mrs. Winburns, and there is a
policy of not putting street lights in allies.
MERCHANT COMPLAINTS
Edith Green, owner of Nature's Pantry is coming before the Board to
complain about Steamboat Days Festival. It is hurting her business
and other businesses on Spring Street. Donna Metzger suggested that
the Downtown Merchants and Steamboat Committee get together and air
out the differences. Holly Johnson of Mainstreet said that some
businesses benefit and some do not. City Attorney Mike Gillenwater
said that he would look over the Ordinances to see if anything can be
done.
ROADBLOCK
Fire Chief Kaster from Clarksville Fire Department requests roadblocks
at the corner of Spring and loth Streets, and Court Avenue and Spring
Street~ on October 24, 1992 from 10:30 AM to 4:30 PM for The Amercan
Red Cross. Mayor Parker said that the loth Street location is to
dangerous. Assistant Police Chief Charles Elder recommends the corner
of Hamburg Pike and Dutch Lane as an alternative. Director Lakeman
made the motion to accept this with the change in location to Dutch
Lane and Hamburg Pike, seconded by Director Marra~ and carried
unanimously.
COMPLAINT
Ronnie Lightfoot of 928 Whalan Lane has a complaint about Jessie
Ballew having burned out buses on the property next to his house.
Mayor Parker asked Building Commissioner Bill Gavin to check on this.
Mr. Lightfoot also asked what Be Free General Business means, Bill
Gavin told him he could look it up in the Zoning Ordinance Book. Mr.
Lightfoot also said that Mr. Mayden built a garage that runs back to
the subdivision and they work on cars until 3:00 AM, what can be done
about this.Mayor Parker told him to call the police when this happens.
RED RIBBON WEEK
Administration Director Donna Metzger wants to remind everyone about
Red Ribbon Week October 24 to November 1, 1992. A banner needs to be
put up on Spring Street in observance of this. Mr. Ray Herdt is
selling big red ribbons for $5.00 ea. to put on your homes or
businesses.

Holly Johnson would like more Police protection
District which would help prevent future vandalism.

DRIVEWAY'S ON HAMBURG PIKE
Councilperson Peggy Wilder wants to know about fixing the driveways on
Hamburg Pike. She has 3 complaints about drop offs at the end of
their drives. She would like to know if the sidewalk fund would be a
good way to work it where the home owner pays half. The Council would
have to answer to this. George Trembly will get an estimate on how
much it will cost.
STOP SIGN
Councilperson Peggy Wilder requests a stop sign at Ridgeway and Puck
Drive. Assistant Police Chief Charles Elder said that he would have
Lt. Dave Schmidt take a look at this and bring his recommendation
before the Board next week.
REFUELING SYSTEM
Councilperson Peggy Wilder said that the refueling system is to be
brought up at the Council meeting tonight. Since the Sewer Dept. uses
the fueling system, would they also pay a portion of the new tank
bill. Mayor Parker said that they would take a look at this.
DRAINAGE PROBLEM
Councilperson Peggy Wilder said that last year during the last
administration the drainage work was haulted on Schneider Drive in
Northaven. The water floods the whole area. Utilities Director Steve
Tolliver said that to do it right it would cost about $30~000. Mayor
Parker said that if the Council would appropriate the money and take
bids then we could award the contract. Steve Tolliver and Bill Gavin
will check it out before we get as Engineer's Estimate.
MUTUAL AID CONTRACT
City Attorney Mike Gillenwater has been working with Fire Chief Jerry
Dooley on the Mutual Aid Contract with the Utica Volunteer Fire
Department. (see attached copy) Director Matra made the motion to
accept the Mutual Aid Contract with Utica Fire Dept., seconded by
Director Lakeman~ and carried unanimously.
PARKING ON CHIPPEWA DRIVE
City Attorney Mike Gillenwater said that he talked to Fire Chief
Dooley and he said there is a problem with the parking situation if
there would be a fire on Chippewa Drive. George Trembly took a
traffic count from October 12 to October 16, 1992. (see attached
copy). We have no solution.
ARROW BOARD
Director Jim Matra said that the Arrow Board is for all Departments to
use. Mike Wathen wants to keep it at his Department so it can be
worked on when it needs it. Mike will give all Department Heads a key
to the gate. The Board agreed to this.

LOUISVILLE MARATHON
Assistant Police Chief Charles Elder reported that the
Marathon went well. Also street signs were taken from
Subdivision.

MAJOR SIMON
Major Dennis Simon thanked the Board for giving him the oppportunity
to become a Major in the Police Department.
LEAVES
Street Commissioner George Trembly wants permission to put in the
Newspaper that leaves won't be picked up at the street unless they are
bagged. We can take them to a farm on 8th Street and dump them
instead of paying $B5.00 a 'truck load to dump. The Board agreed to
this.
GOLFVIEW SEWERS
Utilities Director Steve Tolliver reports that he is still working on
the Golfview Sewers getting people to tap in on them. I received a
copy of an agreement from a lady asking us not to let a resident to
tap in the sewer until they pay to the Home Owners Association a fee
of about $4000.00 or $5000.00. City Attorney Mike Gillenwater said
that these people are tapping into a new line that the City is putting
in. Mike will look at the Ordinance and deal with it.

Animal Shelter Director Jan Wheatley wants to thank George Trembly for
picking up the fence that the Kentucky Humane Society donated to us~
it is worth about $2000.00.
STATE DOG LICENSE
Animal Shelter Director Jan Wheatley reports that people are not being
able to contact their Township Assessor~ there are 12 Assessors.
People have to get a State Dog License Tags from the Township Assessor
to get their animal from the Shelter. If we could get the License
Tags from the Township Assessors and settle up with them at the end of
the year on how many we sold~ we would be willing to do the
bookkeeping. Mike Gillenwater suggested they talk to the State Board
of Accounts on this.
EMPLOYEE LIST UPDATE
Mayor Parker would like to have an update list of ail the City
Employees. Director Lakeman said that he has a updated one.

EI~ITERING A NEW ERA OF COMMUNITY GROWTH AND UNITY
MUTUAL AID AGREEMENT
This agreement, entered into this ~-t-~. day of October, 1992, by and between
the Fire Department of the City of Jeffersonville, Clark County, Indiana (hereinafter
referred to as "Jeffersonville") and the Utica Volunteer Fire Department (hereinafter
referred to as "Utica"), witnesseth:
WHEREAS, Jeffersonville maintains and provides fire protection services to the
citizens an~ property of the Clark Maritime Centre and River Port Industrial Park within
the city limits of Jeffersonville, Indiana; and
WHEREAS, Utica maintains and provides fire protection services to the town of
Utica and Utica Township, where the Clark Maritime Centre and the River Port Industrial
Park is situated; and
WHEREAS, it is to the mutual advantage of Jeffersonville and Utica, and to the
citizens and property within the C. lark Maritime Centre and Utica Township, to assist
each other in fighting and extinguishing fires within said area.
NOW, THEREFORE, in consideration of the mutual covenants herein contained.
it is agreed as follows:
(I) That Jeffersonville shall have sole power and authority concerning and apy
and all operations occurring within the Clark Maritime Centre and River Port Industrial
Park area; . . . .
(2) That Utica, upon request, will aid and assist Jeffersonvilte in combating and
extinguishing fires within the Clark Maritime Centre and River Port Industrial Park;
(3) That Jeffersonville, upon request, will aid and assist Utica in combating and
extinguishing fires within the Utica Township area; ~
(4) That the aid and assistance herein contemplated is limited to that aid and
assistance which, in the sole judgment of the party of whom aid is requested, can be
spared and is reasonably consistent with maintaining fire protection services. The party
requesting aid and assistance shall assign at least one of its fire department officers as

account of loss or damage sustained by the other party arising out of or connected with
the performance of the aid or assistance provided under this agreement; and
(8) This agreement shall remain in full force and effect until canceled by either
party upon the giving of thirty (30) days written notic~ thereof.
WITNESS the hands and seals of the parties hereto as 'evidence of their agreement
as set out herein on this Iq-~h day of October, 1992.
