Parker Jr. called the meeting to order at 9:30 A.M.~ and on call of the roll those members present were Mayor Parker, Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, Street Commissioner George Trembly, City Attorney Mike Gillenwater~ Utility Director Steve Tolliver, Police Chief Rick Elliott~ Fire Chief Jerry Dooley~ Assistant Fire Chief Clifton James Jr., Animal Shelter Manager Jan Wheatley~ Animal Shelter Assistant Mike Gentry, Vehicle Maintenance Director Mike Wathen, City Services Coordinator Leslie Kavanaugh, Parks Superintendent Rodger Caldwell, Sewer Office Manager Bob Goldman, Administrative Assistant Donna Metzger, Councilperson Bill Wolpert, and Clerk Alice Davis Director Lakeman made of September 28~ 1992~ carried unanimously. the motion to as presented, approve the minutes of the meeting seconded by Director Matra and Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. CROSSWALK AT SPRING HILL SCHOOL Police Chief Rick Elliott talked to Mr. Brewer Principal at Spring Hill School, and Mr. Dave Pullian School Board representative. There is only 1 Kindergarten child that would use the crosswalk~ my recommendation is not to put a crosswalk there. THANK YOU Mr. Sansbury and Mrs. Knowland wants to thank the Board for doing all the things they are doing in our subdivision on Fairview Avenue. PARKING SIGN Mrs. Betty Carrao wants some kind of parking sign in front of her Doctor's Office at 6R~ Walnut Street so the patients can park in front instead of parking in the rear of the office. City Attorney Mike Gillenwater suggested putting a Handicapped parking Sign and painting the curb white. ~-WAY STOP Councilperson Bill Wolpert is requesting a ~-way stop at the corner of 9th Street and Penn Street. It has changed back and forth B times between 1984 and 1989. Mayor Parker suggested that Police Chief Rick Elliott will study this and make a recommendation. Also Bill would like Sasafras Avenue curbs on the East side painted yellow. PAGE SEPTEMBER 38~ EMPTY STOCKING FUND Anita Carte found out there's not going to be an Empty Stocking Fund this year and wants to know who to contact about keeping it going and getting the signs from them. Mayor Parker said that she can call Perry Smith and get the information. George Trembly said to call his dispatcher at the Street Department office and get the phone numbers from him. ADDRESS APPROVAL Building Commissioner Bill Gavin said that PSI called his office and wants an approval to change the address of the old Post Office from 101E. Court Avenue to 510 Spring Street for utilities purposes only. Director Lakeman made the motion to accept the change of address, seconded by Director Matra and carried unanimously. AMERICAN HEART ASSOCIATION WALK Director Lakeman reports that on October 32 1992 there will be a walk for the American Heart Association at IUS. The walk will be 3.6 miles long and they would like for you to raise $75.00 per person. If interested contact me or Mark Minnin. HALLOWEEN Police Chief Elliott reported that Councilperson Frantz contacted him about Halloween Night. Donna Metzger said that the Mayor set the day and time on October 31~ 1992 from 6-9 PM. Mayor Parker also wants to coordinate with Clarksville. Mainstreet's party will be October 30, 1992. STATE SALT BID Street Commissioner George Trembly reported that we went in with the State bids for salt. The low bid was Morton Salt at $25.A4 a ton delivered, we bid for 600 tons. North America Salt Co. out of Kansas was $31.09 a ton. AKZ Salt Co. was $29.30 a ton. Director Matra made the motion to accept the Morton Salt bid of $25.44 a ton, seconded by Director Lakeman, and carried unanimously. TRAFFIC COUNT Street Commissioner George Trembly reported that between Hardee's and Mc Donald's on Court Avenue, we did a traffic count for Bill Gavins Office. We set up the counter at 11:00 AM on Tuesday Sept. 28, took it down on Friday Sept. 25, 1992 at 3:00 AM we recorded 50,068 cars. We ran a count for 2 hours from 11:00 AM and 1:00 PM and recorded 3,000 cars. RAMP CLOSURE Utilities Director Steve Tolliver reports that the I65 North exit ramp at Highway 62 will be closed today Sept. 28, 1992 at noon for 48 hrs. to tie in the old sewer plant to the loth Street pump station. PAGE 3 SEPTEMBER 287 1998 ALLEY Utilities Director Steve Toltiver just received a note from Mrs. Knowland and Mr. Sansbury about the alley that backs up to Munich Welding. It has several trees that block it, we have permission from the home owner to trim the trees out of the alley. Building Commissioner Gavin stated that they are in the process of maybe closing the alley. He has Blankenbeker Survey Co. to go out and survey and stake it out to see where the City ends. Bill Gavin will make a recommendation and let us know. SPAY/NEUTER POLICY Animal Shelter Director Jan Wheattey presented a Spay/Neuter Policy to City Attorney Mike Gillenwater to look over. The Board needs to approve the policy.(see copy) Director Lakeman made the motion to accept the Spay/Neuter Policy, seconded by Director Matra, and carried unanimously. There being no further business to come before the Board Works~ Director Lakeman made the motion to adjourn at seconded by Director Matra, and carried unanimously. ATTEST: CLERK AND TREASURER of Public 10:10 AM~ Jeffersonville - Clark County Animal Shelter Department of Animal Control and Protection Spay/Neuter Policy It is the policy of this Animal Shelter to have ail animals spayed/neutered before they are released into the adoptive home if they are of age to have this surgical procedure performed. Dr. James Howard of Eastside Animal Clinic is our staff veterinarian of record. We will take the animal to Dr. Howard for this procedure. Eastside will also require a $10.00 heartworm check on ail dogs. This is a simple procedure but must be done before the animal has surgery. You will be responsible for this $10.00 charge when you pick up the dog. This test is not required for cats. We suggest that after this surgical procedure you continue your new pet's medical care with YOUR veterinarian. If your new pet is not yet old enough to have this procedure performed, we will give you a voucher dated as to the time when the animal is old enough and by which time the surgery must be performed. We would encourage you to take your pet to your veterinarian when he/she is old enough for this surgery. Please be aware that we will only pay the voucher price so you may wish to consult your veterinarian in respect to any additional charges that he/she may require for this procedure. It is NOT the policy of this shelter to recommend a veterinarian. We feel that it is important that you select a veterinarian with which you and your pet can be comfortable. I have read the above statement. I understand and agree to the policy stated above and am aware that I will be responsible for the $i0.00 heartworm check on any dog that I adopt. I understand that this is a necessary test and that it is performed for my benefit as well as the benefit of the dog. I also understand that this procedure is not necessary for cats. Print name here Signature Date POLICY STATEMENT Jeffersonville - Clark County Animal Shelter Department of Animal Control and Protection Spay/Neuter Policy It is the policy of the Jeffersonville - Clark County Animal Shelter to have all animals spayed/neutered before they are released into the adoptive home if the animal is of the age to have this surgical procedure performed. In order to reduce costs to the animal shelter, as well as ensure the spay/neuter surgery, all animals that are of the age to undergo this procedure will be taken to the Shelter Veterinarian. Dr. James Howard of Eastside Animal Clinic is the staff veterinarian of record for this Animal Shelter. After this procedure is performed, and the animal is released to the new adopter, this pet should be seen by the veterinarian of the new adopter's choice for all other medical needs. If the animal is not yet old enough to have this procedure performed, this shelter will issue a voucher dated as to the time when the animal is old enough and by which time the surgery must be performed. If this is the case, the adopter is free to employ the veterinarian of their choice. It is not the policy of this shelter to recommend a veterinarian.
