OF THE CITY OF JEFFERSONVILLE~ INDIANA
MONDAY SEPTEMBER 14, 1998
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.,
and on call of the roll those members present were Mayor Parker,
Personnel and Safety Director Harold Lakeman, and Sewage Collection
Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin, Street
Commissioner George Trembly, City Attorney Mike Gillenwater, Utility
Director Steve Tolliver~ Police Chief Rick Elliott~ Assistant Police

Director Lakeman made the motion
of September 14, 199B, as presented~
carried unanimously.

to approve the minutes of the meeting
seconded by Director Matra and
Director Lakeman made the motion to approve the payrolls as presented~
seconded by Director Matra and carried unanimously.
STREET LIGHT
Police Chief Elliott checked out the street light at 810 E. Park
Place it is the amount of trees that is blocking out the light. I
recommend to leave it the way it is.
NO PARKING SIGN
Assistant Police Chief Charles Elder reported that he talked to Mr.
Wright a resident at IOB~ Avondale Court one month ago about the same
situation. Assistant Chief Elder reported that there is a
neighborhood dispute going on. He has no recommendation one way or
another. Mayor Parker suggested that it should be tabled at this
time. Director Matra made the motion to table this situration based
on the information from Assistant Chief Elder, seconded by Director
Lakeman.
HIDDEN ENTRANCE SIGN
The reques~ for a hidden entrance sign at 1619 Charlestown Pike was
checked out by Police Chief Elliott. He reported that there is ~
large stone pillars at the end of the drive covered with vegitation
which blocks the view of Charlestown Pike. I don't recommend that the
sign be placed there.
THOMAS SIMPSON
Building Commissioner Bill Gavin cited Thomas Simpson to appear before
the Board because of a neighborhood complaint. He did not appear
before the BoardJ Bill Gavin will check to see if it has been taken
care of~ if it hasn't he will take further action if necessary.

FUND RAISER
Judy Nelson, Child Welfare Supervisor, Clark County Welfare Department
wants to have a fund raiser in Warder Park on October 14, 1992. Mayor
Parker said that this Board has nothing to do with the Parks. Rodger
Caldwell can tell you what has to be done. Rodger said to call his
office and have her name put on the agenda for the meeting at noon
today September 14, 1992.
STREET LIGHTS
Carroll Gowens a representative from the Redevelopment Department
explained that the Redevelopment Department is paying for the street
lights and the City pays for the monthly bills. The new free public
parking area under the 1-65 Bridge needs 6 lights at $5.60 each month.
There will be 26 lights total, B separate areas, one meter will be
$115.00 the other meter will be $85.00 a month. Director Matra made
the motion to accept the lighting system, seconded by Director
Lakeman, and carried unanimously.
ADDRESS APPROVAL
Building Commissioner Bill Gavin requests an address approval at 949
Wall Street for a new business Jeffersonville Truck Rental.Director
Lakeman made the motion to accept the new address at 949 Wall Street,
seconded by Director Matra, and carried unanimously.
RESIDENT COMPLAINT
Mrs. Knowland a resident on Fairview Avenue has complaints about the
streets of Magnolia and Hamburg Pike, also complained about a
crosswalk needed at Spring Hill School area. Also she complained
about the alley ways need to be maintained. Police Chief Elliott said
that he will talk to the school Board about the crosswalk.

Mr. Stansbury requests that a fire plug needs to be

Mr. Stansbury reported that a street light at Munich Co. fell down
during the last storm and has not been put back up. The telephone
wires are on the ground. Mayor Parker asked Bill Gavin to take a look
at this.
ELECTRIC POWER/EASEMENT
Mrs. Stith of 108 Williams Street is here to ask for help to get the
3~ easement behind her Mothers property cleaned up. Mayor Parker
asked Bill Gavin to make a determination to see if it is the Telephone
Company, Public Service, or Cablevision wires so that we can call them
and have them clean up that area.

RESIDENT PARKING SIGN
Wendy O'Rourke moved to 305 E. Market Street and wants the Resident
Parking Sign thats in front of her house to stay. The Lady that moved
wants to take it with her. Mayor Parker said that the sign was
forfited when she moved. If you want one you must fill out an
application: but there has to be a good reason for the sign. Mayor
Parker asked George Trembly to take down the sign.
STEAMBOAT DAYS CLEAN-UP
Street Commissioner George Trembly reported that they put in 200 extra
hours to clean up on Saturday and Sunday morning, this also included
the Parade on Thursday Night. There were 2 people injured at the
parade, one was hit by a baracade and the other got both knees hit
when he tried to stop a truck. The Police were notified and given
their license plate numbers~ the Police got both of them. There was a
lot of trash left in bags and gallons of oil left for us to clean up.
Mayor Parker suggested that we have some new guide lines to go by next
year. He also wants to commend all of the City Employees for all
their help.
SEWER PIPES
City Attorney Mike Gillenwater stated that Steve Tolliver brought to
his attention that we have to have some work done to connect some
sewer pipes to our new plant. We will be shutting down the old plant
in 2-3 weeks, if we don't get the lines connected the people that live
on 9th Street and parts of Ohio Avenue will be without service. Mike
Gillenwater stated that we dont't have time to do bid work, He
recommends to the Board to go ahead with the $457900.00 low bid. We
have to consider this an ememrgency situation. Clerk and Treasurer C.
Richard Spencer Jr. asked to get a copy of the quotes. Steve Tolliver
will get a copy of the quotes from Jorge Lanz's office and give us a
copy. The B bids were for $45,900.00 and $78~850.00~ Hall
Construction would be 3 times the $45,900.00. Clerk and Treasurer C.
Richard Spencer also asked Mike Gillenwater to send a memo to Dick
regarding the bids. Director Lakeman made the motion to accept "the
low bidder"~ s~conded by Director Matra and carried unanimously. The
monies will come from the Construction Fund.
PROPERTY ON FAIRVIEW
Director Lakeman told Council President Andrew Williams that He and
Director Matra have been out to the property that Mrs. Knowland was
referring toy we just don~t know what can be done.

George Trembly reported that this area is having water problems, also
there are water problems in the Dutch Lane area by A Avenue and the
Census Bureau. Mayor Parker suggested that Bob Miller take a look at
this~ if he has no recommendation, we should consult Jorge Lanz.
PEDDLERIS PERMIT
Rick Vmnderpool a representative of American Marketing Network
requests a Peddler's permit to go door to door to get extensions and
renewals of books and magazines. Mayor Parker suggested that your
Supervisor come back to the next Board meeting with more information~
credentials, indentification, insurance, hours to work and letter of
recommendation.
FIRST AID
Mike Wathen reported that a friend of his daughter got hurt at the
Steamboat Days and there was no first aid station. There was an
ambulance at the information booth but it had to make a run, so the
festival was left without first aid. He contacted a Police Officer
who had a first aid kit in his car. Donna Metzger will make a
suggestion to the Steamboat Committee for First Aid at next years
festival.
ANIMALS AT STEAMBOAT DAYS
Animal Shelter Director Jan Wheatley reported that there were a lot of
animals at the festival, they reported this to the Police, and it was
taken care of right away.
GAZEBO
Parks Superintendent Rodger Caldwell reported that the grounding
breaking for the Gazebo at Warder Park will be tomorrow Tuesday~
September 15, 1992.
REMINDER
Donna Metzger wants to remind all Department Heads that she needs for
them to call her about the monies they think they can give back to the
General Fund, the deadline of September 21 is getting closer and
need to get the figures together.
COMMUNITY NUISANCE
Council President Andrew Williams reported that he has been getting
complaints from citizens on the loud stereos and amplifiers in mini
trucks. Police Chief Elliott said that if they got the license plate
number he could try to enforce the law.

#1 Parks De~t empleyee Kenneth Reynel~s was hit in the
leg with a ~arricade when a ~river ran the ~arrica~e at
Mawle & Lecust Streets. No serious injury.
#2 Vehicle Maintenance employee Mike Havens was hit in
both knees with a vehicle while at the corner ef Mulberry
S~t~ Ne injury reperte~l.
