MONDAY SEPTEMBER S, 199S
Mayor Raymond J. Parker Jr. called the meeting to order at 9:BO A.M.~
and on call of the roll those members present were Mayor Parker,
Personnel and Safety Director Harold Lakeman~ and Sewage Collection
Office Director Jim Matra.
Also present were: Street Commissioner George Trembly, City Attorney
Mike Gillenwater, Utility Director Steve Totliver~ Police Chief Rick
Elliott~ Assistant Police Chief Charles Elder, Fire Chief Jerry
Dooley, Assistant Fire Chief Clifton James Jr.~Animal Shelter Manager
Jan Wheattey, Vehicle Maintenance Director Mike Wathen~ City Services
Coordinator Leslie Kavanaugh, Parks Secretary Jackie Langdon, Sewer
Office Manager Bob Goldman, Administrative Assistant Donna Metzger,
and Clerk Alice Davis
Director Lakeman made the motion to approve the minutes of the meeting
of September 87 1992, as presented~ seconded by Director Matra and
carried unanimously.
Director Lakeman made the motion to approve the payrolls as presented,
seconded by Director Matra and carried unanimously.
-Director Lakeman made the motion to approve the claims as presented,
seconded by Director Matra and carried unanimously.
'~MASON FUNERAL HOME PARKING
Police Chief Elliott reported that he and Asst. Police Chief Elder
went to Mason Funeral Home and checked it out and recommends that a
yello~ line be painted in fromt of 8~8 and 830 Watt Street, Director
Lakeman made the motion to have the curbs painted yellow at 828 and
830 Watt St. by the Mason Funeral Home~ seconded by Director Marra~
and carried unanimously.
AWNING IN EASTGATE SUBDIVISION
City Attorney Mike Gillenwater reported that he has reviewed the
Ordinance that Mr. Englebretson was urging us to envoke last week. I
have found that it does not apply the way that he had represented it~
and that his interpertation was wrong. A letter was sent to him to
that effect requesting if he found another way to let me know and I
would like to help him. We can't help him with the information that
he has provided us.
TRAFFIC SIGNAL
Director Lakeman is reporting for Bill Gavin on the traffic light at
Spring St. and Sparks Ave. to have a turning arrow put on it for the
Hospital~ The Hoepital has agreed to pay $2000.00 of the total cost
which is $4000.00. Building Commissioner Bill Gavin has talked to
Clerk and Treasurer Dick Spencer and he said their is some money in a
traffic signal fund. Dick said there is no problem with the SBO00.O0
if ~e want to go ahead and do it. Director Matra made the motion to
go ahead and install the turn signal at Spring and Sparks Ave.,
eeconded by Director Lakeman, and carried unanimously.

STREET LIGHT
Mr. Ferdinand Gauman a resident of 210 E. Park Place requests a
street light be put up in front of his residence. Police Chief
Elliott will check on this and report to the Board next week.
RE- INSTATING THE RANK OF MAJOR
Police Chief Elliott wants to re -instate
the rank of Major with-in the
Police Department. It is in the rules and regulations. Director
Lakeman made the motion to reinstate the rank of Major back with-in
the Police Department basically for reorganization purposes~ the
ranks will be made at a later date, seconded by Director Marra~ and
carried unanimously.
STEAMBOAT DAYS
Police Chief Elliott gave the Board of Public Works and Safety a copy
of restrictions for the event area during the Steamboat Days Festival.
Director Matra made the motion to accept these restrictions for the
Steamboat Days~ seconded by Director Lakeman, and carried
unanimous!y.(see attached copy).
RIGHT TO LIFE PARADE
Pat Datti!o a representative for Right To Life requeets a permit for a
parade in do~town Jeffersonville to form a human chain starting from
the ~nd Street Bridge to the end of Court Avenue on Sunday October ~
!99~ from 2:00-3:00 P.M. Director Lakeman made the motion to give a
parade permit to Right To Life~ seconded by Director Matra, and
carried unanimously.
NO PARKING SIGN
Jim Wright a resident of IOR~ Avondale Court requests a no parking
sign be put up at the cul-de-sac at the end of his streeb. Mayor
Parker asked Police Chief Elliott to check on this and report back to
the Beard.
ADA
Director Lakeman reports that he has two things on ADA. We have an
official complaint about the handicapped ramp across the street from
the Beauty Shop that needs to be fixed~ it is improper. Bill Gavin
knows about this~ he is going to get Trigger Hunt to fix it. We have
15 days to act on this. Second thing is a check list for all the
facilities~ there's one in everyone's mail box. You need to fill it
out and get it back to me by Monday September 1~ 1992. It is
required by taw. By January 1993 I have to i~ave a plan for the ADA

OLD SEWER PLANT
City Attorney Mike Gillenwater reports that the City would like to
sell the old Sewer Plant, but before we do we have to have a couple of
thinge done first. We will have to have it appraised~ and have a
enviromental accessment done at the old sewer plant sight to see if
there is any kind of environmental hazards there. Mike has an
estimate to do the appraisal of all the equipment and the location.
The price is $5000.00, the PDR wants to do the accessment for $1950.00
based on if there's no problem~ if there is a problem they will have
to do more testing and it will cost more.' Pat Evans and Dick Wright
from Century RI~ Charlie Reiserts office will do the appraisals.
There are several interested prospects, Steve Tolliver said that
Colgates and Century 21, and businessman Joe Reschar also called about
the property. Director Lakeman made the motion to approve both
requests~ seconded by Director Marra~ and carried unanimously.
SEWER TAP-iNS
Sewer Office Manager Jim Matra reports that the sewer utilities had a
tap-in program that's been on a 10 year situation~ I would like to
ammend thie to a 3 year payment plan with 8~ interest~ With the
S500.00 tap-in, it would be $150.00 down and a payment of $1B5.00 for
the next 3 years at 8% interest, tf a person wants to take it for t0
year deferral they have to come before the Board to get an OK.
Director Lakeman made the motion to accept this~ eeconded by Director
~arra, and carried unanimously.
~MAINTENANCE CONTRACTS
Police Chief Rick Elliott stated that when the Mayor met with the
Department Heads to conserve on spending. In our Budgets we have
several Service Contracts, we found out the Companies are negotiating
for long term contracts, we can save a considerate amount of money.
On one Contract we can save over $13,000 over a 5 year period.
HIDDEN ENTRANCE SIGN
Mrs. Rutledge a resident at 1619 Charteetown Pike wants a Hidden
Entrance eign. Police Chief Elliott will take a look at this and make
a recommendation to the Board.

Dave Schmidt will be talking with Donna Metzger
the next day or two to finalize the Parade.

MAYOR PARKER
Mayor Parker wants to reinerate that I would request all Department
Heads to attend the Council Meetings. A couple of things came up and
the Department Heads were not present to answer the questions. The
wiring at the street Department will be covered by the Insurance
Company. The roof was partially paid for~ some of the boards were
rotted~ the Insurance Company will not pay $!978~00 due to the
condition of the boards. Mike Wathen said the adjuster agreed to pay
it. Mike Gil!enwater wants the names and phone numbers of these
people who made these decissions. Also the Council did not approve
the paying of~the electric bil_~s, Mike Gillenwater will. check on this.

DRIVE WAYS
Peggy Wilder came to the Board meeting on August 31~ 1,9= requesting
that repairs be made on the driveways on Hamburg Pike. Director
Lakem~n and Director Matra checked out the drive~ays and they feel
that the City shouldn't be obligated to fix th~m. Director Matra made
the motion that the residents should take care of their own driveways~
seconded by Director Lakeman~ and carried unanimously.
There being no further busines~ to before the Board of Public Works,
Director Lakeman made the motion to adjourn at 10:25 A.M.~ seconded by

THE JEFFERSONVILLE POLICE DEPARTMENT REQUESTS THE
BOARD OF PUBLIC WORKS AND SAFETY TO CONSIDER THE
FOLLOWING RESTRICTIONS FOR THE EVENT AREA DURING
THE STEAMBOAT DA YS FESTIVAL.
1. BAN THE CONSUMPTION AND CARRYING OF ALCOHOLIC
BEVERAGES ON CITY PROPERTY. THIS INCLUDES STREETS
AND SIDEWALKS IN THE EVENT AREA.
2. BAN MOPEDS, BICYCLES, SKATE BOARDS AND THE USE OF
ROLLER SKATES OR ROLLER BLADES IN THE EVENT AREA.
3. BAN DOGS AND OTHER PETS FROM THE EVENT AREA
ExcLUDING LEASHED DOGs THAT ASSIST THE VlSlON
/MPA/RED OR DISABLED.

RE: Deferred Sewer Tap-In Fees
Dear Jim:
Upon reviewing the copy of Ordinance No. 89-OR-11 regarding up-in fees, I do not feet
that a change of the ordinance is necessitated. The provision which allows deferred up-in
fees states that the privileges are at the option of t_he Board of Public Works.
In my opinion, the Board of Public Works can agree to accept a sewer up-in fee in fewer
than ten (10) years, but no more than ten (10) years. Since the discretion lies with the
Board, and since some tap-in fees might reasonably be deferred for ten (10) years (in
extraordinary circumstances), I would propose leaving the ordinance as written.
Please consider this recommendation and contact me. At that time I will be happy to
address your questions, comments, and concerns.
