Parker Jr. called the meeting to order at 9:30 A.M.~ and on call of the roll those members present were Mayor Parker~ Personnel and Safety Director Harold Lakeman~ and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner William Gavin: Street Commissioner George Trembly, City Attorney Mike Gillenwater, Utility Director Steve Tolliver~ Police Chief Rick Elliott~ Assistant Police Chief Charles Eider, Fire Chief Jerry Dooley, Animal Shelter Manager Jan Wheatley, Vehicle Maintenance Director Mike Wathen, City Services Coordinator Leslie Kavanaugh~ Assistant Park Superintendent Donnie Poole~ Sewer Office Manager Bob Goldman~ Administrative Assistant Donna Metzger~ and Clerk Alice Davis Director Lakeman made the motion to approve the minutes of of August B4, 199B~ as presented, seconded by Director carried unanimously. the meeting Matra and Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. HANDICAPPED PARKING Police Chief Elliott checked out the residence at 432 ~e~gs Avenue and ~eported that Charlie Stewart qualifies for either a Handicapped parking or resident parking. Chief Elliott will contact him about this. STREET CLOSURE Police Chief Elliott stated that he would like to street closings for Steamboat Days and will introduce Board meeting on August 31, 1991. add this to the them at tNE~t STEAMBOA~ JUMP COMMITTEE Barbara Wilson representing the JUMP committee Steamboat Days for the Riverside Drive area. We request security on Firday~ Saturday and Sunday~ garoage cans~ baracades~ B picnic tables. We also would like for the street to be swept so we can paint new numbers on the street. Also we need ~o get permission for the people to use the empty lot at Walnut an~ Riverside Drive. Mike Gillenwater said that they would have to check with Mr. Vissing of Florida~ his daughter is Barbara Donahue. PAGE 2 AUGUST 24, 1998 STEAMBOAT DAYS Ram Gleason representing the Steamboat Days committee is here to request help from the City for setting the booths up and closing the streets off. The parade will be on Thursday September 10~ 1992 this year~ Graham Street from 8th to Maple Street will close from 3:30 to 6:00 P.M.and Court Ave. from Penn to Mulberry St. Booth set-up will begin at noon Thursday and will open on Friday. The Carnival will set up at Midnight Wednesday or early Thursday morning they will be behind the Preservation Station in the municilple lot. The Committee would also like to have Court Ave. in front of Warder Park kept closed after the Parade so they can have the Big Wheel races. Mayor Parkers wants Pam Gleason to coordinate with Donna Metzger so she can get with all the Department Heads. Pam G!easons husband will start painting the numbers on Spring Street on Sunday August 3©, 1992. Handicapped parking can be obtained if the person calls the Ramada and sets up a time for being there they might hold a place open for them. For other Steamboat request see attached copy. SEWER~ John Toombs of Jacobi, Toombs and Lanz Engineering reports that the Sewer Plans are finished at the Clark Maritime Center. Mr. Toombs needs the acceptance of the Board so they can start taking bids. Steve Tolliver recommends to the Board that we accept the Plans and the Construction permit is in place. Director Matra made the motion to accept the recommendation of Steve Tolliver on the sewers, seconded by Director Lakeman~ and carried unanimously. UTICA SEWER~ Mr. Toombs said that some years ago the city gave Utica a letter saying that they could build the rest of their sewers. They received a grant in 1991 to finish the job, the sewers are complete now. I am here to ask the Board for acceptance of the sewers in Utica so the people can connect on. Director Matra said they wilt have to pay a tap-in fee. Mike Gillenwater recommended that we should establish a tap-in fee and the rates should be as those of all other out of City residence. Director Matra stated that a tap-in fee for a City resident is $500 and $25 inspection fee. TELEPHONE AND ELECTRIC BILLS Mr. Toombs and Steve Tolliver explained that years ago Mr. Ralph Alford the City Engineer had the Maritime Center and Utica pay for the Telephone and Electric bills for one year after the City accepted the sewers. From the Day of acceptance the City starts taking in the tap-in fees and starts charging the people for using the sewers they should not have to pay those bills. We would like to have this policy cancelled. Its the town of Utica that will have to pay these bills. Mike Gillenwater said that you are recommending that we discontinue our policy to requiring them to pay the electric and phone bills, but continue our policy for one year on warranty. Director Lakeman made the motion to accept the tap-in fees of $500 plus $85 for inspection. The rates will be the out of City rate: seconded by Director Matra and carried unanimously. Director Matra made the motion to accept Steve Tollivers recommendation on the electric and telephone line that we take it over, seconded by Director Lakeman and carried unanimously. PAGE 3 AUGUST 8~ 1998 AUGUST 8A~ 1998 Mayor Parker asked Steve Tolliver to clairfy it in layman terms. He explained that once the lift station is constructed~ inspected and tested its working and we start accepting taps and explode in to the wet well and is pumped back to the City~ the sewer collections for treatment there is some expenses to PSI for electric and also expense for telephone we have to tilimitry imitation if theresa problem out there it will communicate back to plains and set off an alarm there is a flat charge from South Central Bell for $88.00 a month to keep it service. Steve wants us to accept this responsibility immediately~ to make them pay this for a year will be an extra burden on them. Steve feels that its not fair. Director Matra made the motion to accept this~ and seconded by Director Lakeman, and carried unanimously. HANDICAPPED PARKING James Sansbury who is handicapped has handicapped tags on his car, said that when he goes to Clarksville he knows that he will be able to get a handicapped parking space~ because they have an officer who does nothing but check out the parking lots~ when he comes to downtown Jeffersonville he can't find a handicapped parking.space because they are all taken by non-handicapped cars, can something be done about this. Police Chief Elliott stated that with our 8 hr. parking person will be taking on this duty at the first of the year. CHARLES TEVIS Building Commissioner Bill Gavin cited Charles Tevis who resides at 815 W. Chestnut Street to appear before the Board of Public Works to clean up his property. We have been receiving complaints since August of 1985. Mayor Parker asked Mr. Tevis if he cared to respond. Mr. Tevis stated that he hasn't done a good job. would comply with this request from now on, City Attorney Mike Gillenwater stated that take before they give them to me. What department to in there and clean it up and tax payment. Mayor Parker asked if he and he said that he would. this is the last step they we do is get the street we have to put it on your FAIRVIEW AVENUE Nellie Knowland of Fairview Avenue is here with a complaint about the way people keep thief property from 1601 Spring Street on out the grass needs cut, cars parked on the sidewalks on Eastern Blvd. and Spring Street at Jeans Market. She is getting the blame for this and is getting rocks throwed at her car. Chief Elliott will have this checked this out. Mr. Gavin sent 8 letters to these other people you mentioned. Mr. Sansburg says there is a bump on Hamburg Pike when the trucks hit it~ it ~ars you out of bed. Steve Tolliver stated that we took a low bid on this and they did a bad ~ob. It is unsatisfactory~ and it will be fixed. VISTOR Mike Newman from PS! who is working with Steve Plant and Bill Gavin with all the expansions here just as a visitor. Tolliver at the Sewer thats is going on, is PAGE 4 AUGUST 24~ 1992 DRAINAGE Mike Gillenwater asked George Trembly how the drainage work is going on at Suburban Acres. The concrete is poured. Bill Gavin stated that Donnie Poole, George Trembly, Bob Miller has done a good job on the drainage, they have taken a lot of flack, and we appreciate everything you have done out there. George said that they are putting the last pipe in at Bluegrass~ fences were removed this weekend. Its ready for grading. TAKE HOME VEHICLES City Attorney Mike Gillenwater stated that last week he presented his proposed policy on Take Home Vehicles to bring us in to compliances and requirements of the Indiana Code. I received no complaints from anyone about the proposed policy. I presented a slightly modified version to the Board for approval. Director Lakeman made the motion to accept the Take Home Policy, seconded by Director Marra~ and carried unanimously. CENSUS BUREAU Police Chief Elliott reports that The United States Of America by the GSA and MR. Donald Zito has informed Gov. Byah and myself that there has been a retrocession ordered for the Census Bureau. The Census Bureau will come under the jurisdiction of the City, which means that we will be investigating the accidents~ crimes or other problems they might have. We will be patroling the streets there also. They will still have security guards as a back up but won't have jurisdiction. FEMA Steve Tolliver made a trip to Scottsburg and met with FEMA as acting official for the City I have already initiated BSR which means that any Department of the City that had any flood damage will get their money back. He has all the forms here and needs to work with all the Department Heads. The City Clerk Treasurers Office will keep all the records for auditing. I will speak to Mike Gillenwater about this and bring him up to date. All of the Department Heads has to fill out the forms and return it. I also want to thank the Parks Department for the new sign they put up at the Sewer Plant. RADIO COMMUNICATIONS Fire Chief Jerry Dooley presented a radio communication rules to the Board of Public Works. Director Lakeman made a motion to accept Chief Dooleys recommendation on radio communication rules, seconded by Director Matra, and carried unanimously.(see copy). PAVING JOB PAGE 5 AUGUST RA~199~ Animal Shelter Director Jan Wheatley thanked George Trembly and Les Kavanaugh for paving the parking lot at the Shelter. She said a job well done.
