They have their own blockades to block the streets. Mayor Parker suggested that Police Chief Elliott check this out and come back to the next meeting with a recommendation. RIGHT OF WAY Bill Aierns who owns property near Cut Rate Liquors which is a street right of way wants to close this property off and put parking bumpers around it. It is blacktopped all the way to the sidewalk. Mike Gillenwater said to use it for a driveway or parking lot is ok but to construct something there~ it can't be done~ put concrete blocks on the property will be ok. Mike Gillenwater advised the Board not to allow something to be put on the right of way. Mr. Aierns asked if he could paint it yellow, Mike Gillenwater said it was ok to do this. TAKE HOME VEHICLES City Attorney Mike Gillenwater has distributed a proposal to various Department Heads who has take home vehicles. (See attached Copy). RECONDITIONED SWEEPER George Trembly reported that a demonstration on Tuesday August and Court Ave. reconditioned sweeper was left for a 17~ 1992 at 2:00P.M. at Graham Street WASTEWATER TREATMENT PLANT Steve Tolliver gave to the Police and Fire Departments a lay out of the new Plant. Mayor Parker said that there will be a official dedication sometime in October for the general public. RESIDENTIAL PARKING Police Chief Rick Elliott recommends that Mr. Paul Mann who resides at 232 Graham Street be granted a residential parking permit. PAVING AT THE SHELTER Jan Wheatley Animal Shelter Manager said that the paving of the parking lot at the Shelter is much appreciated. LEADERSHIP CLASS Donna Metzger is taking History Class and will be next year a Leadership Class, she chose Heritage and planning the Heritage and History Class for PAGE 3 AUGUST 17~ 1992 There being no further business to come before the Board, Mayor Parker made the motion to adjourn at 10:25 A.M.~ seconded by Director Lakeman and carried ATTEST: unanimously. Parker, Jr. Gillenwater - Mayor Attorney MEMORANDUM Michael A. City TO: Board of Public Works FROM: Michael A. Gillenwater Proposed policy on take home vehicles DATE: August 17, 1992 Pursuant to the Indiana Code which requires that official vehicles may only be taken out of the county for official purposes are in conjunction with a policy adopted by the Department owning the vehicle, the following guidelines are proposed for all take home vehicles. A take home vehicle may be used only by the employee to which it is assigned. A take home vehicle may be used anywhere in Clark County. A take home vehicle may be used anywhere out of Clark County while on official business requiring the employee to travel outside the county. This requirement is subject to appropriate permission from supervisors. A take home vehicle may be used outside of Clark County in a radius of twenty-five (25) miles from the city lirrdts (subjec:t to other requirements). A take home vehicle may not be used when it is out of radio Contact with the city, except bY authorization of a department head to which the vehicle is assigned. Employees who are assigned take home vehicles, other than department heads or the Mayor, shall keep a mileage log indicating the mileage of each vehicle when the employee reports on duty and when the employee is released from duty..This mileage shall be reported by recording the odometer reading on each occasion and by writing the total number of miles the vehicle was Board of Public Works August 17. 1992 Memorandum. The monthly mileage logs mentioned in the previous paragraph shall be turned into the department no later than the fourth day of each month and shall contain an itemization of the mileage for the entire previous month, both while on duty and while off duty. In addition to the above requirements for take home vehicles, the following minimum driver qualification guidelines are hereby established for employees operating city owned vehicles. (1) The employee shall have ao more than six (6) points on their three (3) year driving record: (2) An employee shall not have an operating while intoxicated/DUUDWI conviction on the three (3) year driving record: (3) Employee shall not have been deemed at fault for more than two (2) vehicle accidents in three years, unless approval is given by the Board of Public Works after an investigation: (4) The employee shall not have a medical condition whose "onset" could compronuse safe vehicle operation; (5) Any city employee operating a city owned vehicle shall immediately report to the personnel director and his department head any arrests or convictions on any ~affic related civil or criminal offenses on the first working day the employee is on duty after the offense. In addition, each employee shall similarly report any accident which the employee has been involved in as a driver of a vehicle, and shall submit a copy of any accident report prepared by an investigating police agency as soon as the report becomes available. (6) In addition to the above requirement, all city employees who are required to hold a commercial driver's license shall have a driver file established which shall coCufin any information or documentation of the facts stated above!
