OF THE CITY OF JEFFERSONVILLE, INDIANA
MONDAY JULY 8?, 1998
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30
and on call of the roll those members present were Mayor Parker,
Personnel and Safety Director Harold Lakeman, and Sewage Collection
Office Director Jim Matra.
Also present were: Utility Director Steve Tolliver, Police Chief Rick
Elliott, Fire Chief Jerry Dooley, Animal Shelter Manager Jan Wheatley,
Vehicle Maintenance Director Mike Wathen, City Services Coordinator
George Trembly, Assistant Fire Chief Clifton James,Assistant Police
Chief Charles Elder,Parks Director Roger Caldwell, City Services
Coordinator Les Kavanaugh, Administrative Assistant Donna
Metzger,Councilman Bill Wolpert, Clerk and Treasurer C. Richard
Spencer Jr.~ and Clerk Lynne Kempf.
Director Matra made the motion to accept the payrolls as presented,
seconded by Director Lakeman and carried unanimously.
Director Matra made the the motion t~ approve the minutes of July 80,,
1998 as presented, seconded by Director Lakeman and carried
unanimously.
HOLMANS LANE
Police Chief Rick Elliott said he doesn't see any way to alleviate the
problem at Gardner Lane and Holman's Lane for Mr. Hollis, even though
it is a legitimate problem.
UNIFORM CONTRACT
The uniform contract for the Wastewater Treatment employees has been
looked over and Director Matra made the motion to accept the contract,
seconded by Director Lakeman and carried unanimously.
RESIDENT PARKING AT 1088 E. COURT AVENUE
Police Chief Rick Elliott said he would check out the situation and
report back to the Board.
EASEMENT AGREEMENT
Utility Director Steve Tolliver said he went over the agreement with
City Attorney Mike Gillenwater and it has been signed and delivered.
regarding Voss Steel, Overland Trucking, and Environmental Equipment.
SACRED HEART
Mr. Jim King asked permission to mount a warning sign "Children at
Play" on the Northeast corner. On Martha Street he wants to place a
One Way - Do Not Enter sign on Sacred Heart property. Street
Commissioner George Trembly said he would order the signs and Mr. King
said he would install them. Permission was granted.

1203 E. TENTH STREET
Mr. Victor Perkins of the above address spoke in regards to people
speeding on Tenth Street. He also complained about people
disregarding the t-way stop signs on 9th Street. Police Chief Rick
Elliott said he'd step up patrols in these areas. Mr. Perkins said he
is having a flooding problem in his basement because there isn't a
storm drain on Morningside Drive. Wastewater Treatment Director Steve
Tolliver said he would meet with Mr. Perkins on this matter.
ADDRESS APPROVAL
Director Lakeman reported for Building Commissioner Gavin on B
addresses needing approval. They are: ?0t Champion Road-Wastewater
Treatment Plant, and lB9 E. Court Avenue-Clark County Civil Defense.
Director Matra made the motion to approve these addresses, seconded by
Director Lakeman and carried unanimously.
PARKING METERS
Councilman Wolpert reported about several people complaining about the
parking situation on Court Avenue.
GRC ALL STARS ROAD BLOCK
Director Lakeman said that the senior girls are asking permission to
set up a roadblock to raise money to go to Mishawaka for the state
finals. Mayor Parker asked Director Lakeman to get a little more
information and we'll see if we can help them in some way.
APPRECIATION LETTERS
Director Lakeman reported that he received 3 nice letters of
appreciation. One was on Fire Chief Jerry Dooley from Merle Stepp of
Clark Memorial Hospital~ one on City Services Coordinator Les
Kavanaugh from Park Place United Methodist Church, and one on the
Police Dept. and the Board of Public Works from Lynn Peters of the
Louisville Deaf Oral School.
SPEED LIMIT SIGNS
Street Commissioner George Trembly said the speed limit signs are up
on Brigman Avenue. He said Councilman Potter requested "warning
signs" be put up at the Elks Golf course because of a couple of near
misses.
MOVING INTO NEW PLANT
Wastewater Treatment Director Tolliver reported that he'll be moving
into the new plant this weekend. Start up should be August 10th.
BUDGET PRESENTATION
Administrative Assistant Donna Metzger commended all department heads
on their presentations of their budgets.

ANDREW WILLIAMS
Council President Andrew Williams thanked the departments involved in
the Community Day at Springhill Park for a job well done. He also
pointed out a problem with trucks leaving Wyandotte Co. that are
causing alot of wear and tear on Green Street. Police Chief Elliott
said he would look into this problem.
There being no further business to before the Board of Public Works,
Director Lakeman made the motion to adjourn at 10:00 a.m., seconded by
Director Matra, and carried unanimously.

Dear Mr. Lakeman,
The Louisville Deaf Oral School's "Night Moves - Ride &
Run" was once again great success. Even with old man weather
not being at his best, the evening's events ran smoothly and
safely - thanks to your help. When it was time to start our
bike ride and run/walk, we began it with the secure feeling
that the jeffersonville Police would be on the route to
protect our families from harm and to offer them assistance
should they need any. With the wet and slippery streets this
year, it was especially reassuring to know you were on the
course!
A large portion of the school's annual operating
budget must be raised every year to help pay for the services
we provide to our hearing impaired infants and toddlers and
their families. The amount we raise from "Night Moves" is a
critical component of our overall fund raising efforts each
year. Just in the last three weeks we have received seven
referrals of hearing impaired infants that are in need of our
services; the need for services is increasing. The income
from this event will be quickly put to good use as we start
testing the babies and counseling with their parents.
It is truly difficult to convey our sincere appreciation
to you, and the men and women who worked that night, for
helping to make "Night Moves" a safe and successful fund
raiser. Because we are an event that appeals to families
with small children, it is crucial that we do everything
possible to assure their safety. Without your help, this
would be impossible for us to do. For lack of a better way,
please accept on behalf of the children, their parents, and
the entire staff of the Louisville Deaf Oral School - THANK
YOU.

Dear Mayor Parker
This is a letter of appreciation for Mr. Lester Cavanaugh.
On two separate days Mr. Cavanaugh addressed citizens of
Jeffersonville on the subject of Waste Management Through
Recycling. On both occasions he held the audience's attention
and expertly responded to a variety of questions He obviously
knows his subject thoroughly and makes an excellent presentation.
His first presentation was given to about two dozen men at a
breakfast meeting on Saturday 11 July in the Springdale United
Methodist Church. The second address was presented to about
55 men and women who are senior citizens, from the Suburban
Association of Churches, known as the Hilltoppers; they met
on Wednesday 15 July in the Park Place United Methodist Church.
As a result of these two presentations (-I attended both) I'm
sure you have a group of experienced citizens sold on the urgent
need for recycling waste materials and now willing to give voice
and action to support the City's efforts to save our environment.
Mr. Cavanaugh is to be commended as an outstanding representative
of your staff.
