Parker Jr. and called the meeting to order at 9:30 a.m. and on call of the roll those members present were Personnel and Safety Director Harold Lakeman and Sewage Collection Office Director Jim Macro. Also present were: City Attorney Mike Gillenwater~ Police Chief Rick Elliott, Assistant Police Chief Charles Elder~ Building Commissioner Bill Gavin~ Parks Director Roger Coldwell, City Services Coordinator Les Kavanaugh~ Assistant Fire Chief Clifton James, Fire Chief Jerry Doo!ey~ Wastewater Treatment Director Steve Tolliver~ Animal Shelter Jan Wheatley, Administrative Assistant Donna Metzger, Street Commissioner George Trembly, Clerk and Treasurer C. Richard Spencer Jrt, and Clerk Lynne Kempf. Director Lakeman made the motion to approve the minutes of July 6, 1992 as presented, seconded by Director Matra and carried unanimously. Director Matra made the motion to approve the payrolls as presented~ seconded by Director Lakeman and carried unanimously. Director Lakeman made the motion to approve the claims as presented~ seconded by Director Matra and carried unanimously. OAKLAWN DRIVE SIGN .~ Assistant Police Chief Elder had Officer Simon check on this and he recommended placing one sign on Oaklawn Drive for safety reasons~ Lakeman made the motion to accept the recommendation~ seconded by Director Matra and carried unanimously. AVONDALE COURT COMPLAINT Assistant Police Chief Elder recommended tabling thie neighborhood problem until further ~eview. It has been tabled until next ~eek. ROOF ON CONDEMNED BUILDING Director Lakeman reported that the city received 5 quotes on repairing the roof on condemned building with J~J Roofing being the low bidder~ Completion is scheduled for Friday, July 19th. STORM DAMAG~ City Services Coordinator Les Kavanaugh reported that the storm damage this time is minimal and that we are on top of things. CONSTRUCTION TRAILER Steve Kempf, President of T. Kempf Co., Inc. asked permission to locate his construction trailer on the diagonal parking lot adjacent to the DoMars Haka pre~ect for approximately ~ months ~hile his phase of work is in process. Director Lakeman made the motion to approve~ seconded by Director Macro and carried unanimously. PAGE PORTABLE STAGE Street Commissioner George Trembly reported that the portable stage for the American Legion will be delivered on July 1?th. NEW BUSINESSES Nathan Grimes of Jacobi~ Toombs and Lanz reported that 3 new businesses are going in Clark Maritime Center and they are: Overland Truck, Environmental Equipments and Voss Steele. Sanitary sewers and water services are being provided for them. He left the sanitary sewer permit for the Mayor to sign when he returns. 1513 BRIGMAN Karen Ellis~ a resident at this address is requesting signs in front of Safety Town and the Jr. High School reasons. Police Chief El!iott said he would check into and report back next week. speed limit for safety this mattel- REQUEST FOR MINUTES Director Lakeman reported that members of the City Council are requesting copies of minutes for their packages. BUDGET HEARINGS Administrative Assistant Donna Metzger presented a schedule of the Budget Hearings dates and times. FRED WILLIAMS Building Commissioner Gavin reported on Fred Williams non-compliance with the city's requests to clean up his property. Commissioner Gavin said there have been numerous complaints from the other residents in the neighborhood about the unsightly conditions of Mr. Williams property. City Attorney Gillenwater advised Mr. Williams that his non-complimnce with the city's requests would result in legal action next. Mr~ Williams agreed to clean up his property. The charges that the city has lncurred thus far will go on his property taxes. WEED PROBLEMS Director Lakeman said he has received numerous complaints about weeds and m sidewalk about to collapse across from the DeMars Haka pro~ect~ Director Lakeman hms contacted Dave Catty and he has agreed to get this problem rectified. PARKING PERMIT REQUESTS Director Lakeman said he has received ~ requests for parking permits in front of Clark Arms Apartments. He granted these ~ permits but asked Police Chief Elliott to check into this matter. PAGE 3 DIRECTIONAL SIGN REQUEST Commissioner Gavin reported that Mr. Fensky with DeMars Haka is requesting permission to put a directional sign up off of 1-65. Commissioner Gavin is looking into a location For him. STOP SIGN REQUEST Street Commissioner George Trembly reported that Councilperson Wilder is requesting a stop sign at Ridgeway and Ruck Drive changing it from a one way stop to a 3 way stop for children crossing, It Has recommended that the children use the school crossing which is already present. GRASSCUTTING Director Lakeman and Administrative Assistant Donna Metzger agreed to contact the Governor's Coordinator, Bill Shrewsberry and State Representative Bottorff to try and get some assistance in getting grass cut and so forth around the Bnd street bridge area, PAVING City Services Coordinator Les Kavanaugh reported that 4 streets are to be paved starting this week. DRAINAGE City Services Coordinator Kavanaugh said Councilperson Wilder has inquired about drainage problems which are due to overgrowth in the Meadows area. He said there is no personnel to space at this time~ 8TH STREET AND FULTON Wastewater Treatment Director Steve Tolliver reported that 8th street and Fulton are shut down again and storm lines are being repaired. He also reported that Pennsylvania Avenue should be ready for paving Wednesday, July 15th. SUGGESTIONS FOR EVENTS Administrative Assistant Metzger asked that all department heads write down the service they provide and the roles they play in any special events going on in the city. She is planning to have people who request special events sign in writing their intent~ time, date etc. RAGE 4 DIRECTORY SUGGESTION City Services Coordinator Kavanaugh suggested printing up a booklet or directory listing ail city services to assist people in contacting the proper offices.
