Parker Jr. called the meeting to order at 9:30 and on call of the roll those members present were Mayor Parker~ Personnel and Safety Director Harold Lal<eman~ and Sewage Collection OffiCe Director Jim Matra. Also present were: City Attorney Mike Gillenwater~ Building Commissioner William Gavin, Assistant Police Chief Charles Elder~ Fire Chief Jerry Dooley, Animal Shelter Manager Jan Wheatley~ Vehicle Maintenance Director Mike Wathen, City Services Coordinator George Trembly, Park Assistant Superintendent Donnie Poole~ Sewer Office Manager Bob Goldman, Administrative Assistant Donna Councilperson Peggy Knight Wilder, and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of 1992, as presented~ seconded by Director Matra and unanimously. Director Lakeman made the motion seconded by Director Marra~ Metzger~ June Bg~ carried to accept the payroll as presented~ and carried unanimously. ONE- WAY ALLEY Assistant Police Chief Charles Elder reported that a one- way alley at 321 Locust St. should stay two way to keep the traffic slower. He also recommended signs saying" Children Playing" be put up. Director Lakeman made the motion to deny the one-way alley~ seconded by Director Matra, and carried unanimously. STEAMBOAT DAYS RIDES Fire Chief Jerry Dooley reported for Asst. Chief Clifton James that he thinks the Preservation Station parking lot is to small for the rides~ the alley needs to stay open for emergency vehicles. Director Lakeman said that they have until Sept. to take care of this. UPS LETTER BOX Building Commisioner Bill Gavin reported that UPS has requested a letter box at ~34 Spring St. Mayor Parker asked Bill to check with Main Street, or the Historical Society to see if they have any objections and make a recommendation next week. STREET LIGHTS Building Commissiooer Bill Gavin reported that the etreet lights on Court Ave. between Pearl and Wall Streets have bad ~iring harnesses~ we ~ant to know who should take care of this~ we have PSI or Metzger~ Jerry Metzger does ~ork on the street lights for the City. Mayoc Parker suggested that they be fixed and bill accordingly. PAGE REDEVELOPMENT BUILDINGS Building Commissioner Bill Gavin had a call from Redevelopment Director Carroll Gowens he has 4 buildings he wants demolished. One at lB1 Fort St.~ 3 on Market St. 503, 507~ 509. He has to wait 20 days on a new proceedure but if 'the City condemns them they will be demolished by the end of the week. Bill will check on this and come back with a recommendation next week. STREET NAME CHANGE Building Commissioner Bill Gavin reported that the lady from Indiana Dell wants an answer tc if the City will change the name of Jeff-Charleetown Pk. and Charlestown Jeff Pk. to Charlestown Pk. Building Commissioner Gavin will notify the residences and one business of the change of name. Director Lakeman made the motion to accept the road name change to Charlestown Pk., seconded by Director Matra and carried unanimously. REQUESTS MADE BY HOLLY JOHNSON Director Lakeman received 3 requests from Holly Johnson, Lakeman called her on these requests, she wasn't in and has not returned his phone calls. Director Lakeman wants to table this until he can talk with Holly Johnson. DOOR TO DOOR FUNDRAISING Director Lakeman received a letter from Citizens Acion Coalition of Indiana to go door to door for political, educational~ and fundraising drive. Mayor Parker suggested that Director Lakeman inveetigate this and get more details. (See attached copy RIVERFRONT GREENWAY City Attorney Mike Gillenwater received a copy of the Interlocal agreement with C!arksvitle~ New Albany~ and Jeffersonvit!e, they want Clarksville to take the lead position in this application for fronting the Riverfront Greenway~ he just wanted to know if anyone else knew anything about this. No one else had received anything. Mike will find out more about this and report back SUBURBAN ACRES PROBLEMS City Attorney Mike Gillenwater asked George Trembly about the problems at Suburban Acres. They can't get the cement truck back to the problem by just using the easement~ they need to go on to private property and the resident that lives there won't give permission~ he doesn't want his yard tore up. Bob Miller wants everyone to kno~ that this concrete ditch is not going to work when there is a heavy rain, its still going to flood~ but it will adventually drain. Councilperson Wilder' reported that she has gone up there and talked to several people and made them aware that it's not a situation that will take care of itself when we have that heavy of a rain. The way that we are taking care of it will keep the ground dry and water' will stick in the swale~ all the neighbors know about this and also at the end of the swale there will be a little bit of flooding where the pipes are ~ut together when it rains heavily~ she talked to the homeowner about hat situation also and they ~idn't seem to have a problem. PAGE B JUNE 297 1992 LEANTO AND PORTA-LET Donnie Poole reported that Rodger Caldwell talked to the persons that has the leanto and the porta-let on the Riverfront. They will be gone by the end of the week. If they are not out by the end of the week, Rodger gave Donnie orders to take it down. RAIN PROBLEMS ~George· Trembly reported that Marvin Stephensen was in his office on ~Friday, he has 8 problems because of the rain one is at his home on ~Ohio Ave~ it flooded his basement and ruined clothing and furniture, he wants to take them to the curb and have the City pick them up. There is no problem with that. He also has a problem at his business at 1601 Spring St. the rain knocked part of the roof off and the upstairs was also loaded with about 8 dump truck loads of mattresses~ clothes and other items, he wants to know if he hauls it to the curb if the City will pick it up. Director Lakeman made the motion that we do not pick up at busioesses~ residential only, seconded by Director Marra~ and carried unanimously. WEEDS ON AUGUSTA DRIVE George Trembly reported that Councilperson Wilder called him about we~ds growing rapidly on Augusta Dr. where the rip-rap was put. Mayor that he meet with the people at the Golf Course to take care of cutting the grass and keeping the ditch Parker suggested see if they would ciean~ JAMES ESTATES George Trembly reported and 5 name signs~ The that on James Estates they need 5 stop signs streets have not been dedicated yet. Mr. Sprigler is going to pay for the labor~ signs and any thing else. Mike Gillenwater suggested that the City go ahead and put the signs up so there won't be anyone hurt. Director Lakeman made the motion to put up al! signs~ seconded by Director Matra, and carried unanimously. TREE ON MAPLE STREET George Trembly reported that there is a tree on Maple Street thats been etruck by lightening, Bob Miller' has declaired it as a hazard and needs to be cut down. George is going to have to talk to Mr. Early, from what he understands that Mr. Early is not going to cut down trees for Free anymore. Mayor Parker suggested to have it taken down. Mike Gillenwater said that if there is a po~er line or phone line close .~¢ those companies m~ght take care of the problem. PAGE 4 JUNE B9, 1992 DRAINAGE IN FOXBORO Councilperson Wilder reported that she talked to Mr. Gavin about this problem at 3414 Lakewood Blvd. in Foxboro. The residents there would like to have the drainage easement cleaned out with a backhole so they can get a pipe put in to keep the water from standing there. The residents will sign a wavier to get onto their property. Mark Barlar will be putting the pipe in and run it into the Jeff-Chas Pk. Mike Gillenwater suggested that he has the wavier before anything gets started. Bill Gavin, Bob Miller and Pee Wee will go and take a look at this. ? ANIMAL SHELTER SIGNS Jan Wheatley wants to have 2 signs put on each side of the Shelter s~ people won't drive all the way around where it just got rocked. Lee Hemingway said that it should be approved by the Board of Public Works George Trembly would like to get the parking lot paved before the signs are put up. FORT STREET PAVED Building Commissioner Bill Gavin received a phone call Gowens about paving Fort Street to Mulberry Street and get an estimate he would come up with the funds. from Carroll if Gavin would RECOMMENDATION Mike W~then recommended to have the old sweeper and the backhaul repaired. DRAINAGE DITCH Director Lakeman received a call from Bob Waiz about the drainage ditch that runs behind his apartment complex that runs to Nachand There being no further business to before the Board of Public I' Director Lakeman made the motion to adjourn at iO:2SAM~ seconded by Director Marra~ and carried unanimously.
