Parker Jr. called the meeting to order at 9:30 A.M.~ and on call of the roll those members present ~ere Mayor Parker~ Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: City Attorney Mike Gillenwater, Street Commissioner Lee Hemingway, Building Commissioner William Gavin, Utilities Director Steve Tol!iver, Po!ce Chief Rick Elliott, Assistant Police Chief Charles Elder, Fire Clnief Jerry Dooley~ Assistant Fire Chief Clifton James Jr., Animal Shelter Manager Jar~ Wheat!ey, Vehicle Maintenance Director Mike Wathen~ City Services Coordinator George Trembly, Park Superintendent Rodger Caldwell, Sewer Office Manager Bob Goldman, Administrative Assistant Donna Metzger~ Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. ~ Director Lakeman made the motion to approve the minutes of June 15, 199~ as presented, seconded by Director Marra and carried unanimously. Director Lakeman made the motion to accept the payroll as presented, seconded by Director Marra~ and carried unanimously. NO PARKING Rodger Caldwell reported that this problem has been there' since day one. SEWER LINE EXTENSION Steve Tolliver reported that he took a look at the Se~er line extension at 130t Jeff-Charlestown Rd., it was put in by Mr. joe Reschar, its ~ yrs. old, and has settled~ Mr~ Hemingway is going out this morning and take care of thie problem. FESTIVAL Mr. Phillip Ellis and Mr. David K. Bowyer of Family Support and Drug Free Committee regarding the Festival ~.;hich will be held on July ~5~ ~6~ ~5, are here to aek the Board of Public Works loc support and help for this festival. We will need ~ or more flat bed trucks for stages~ portable restrooms facilities, police security~ fire dept. services, parks dept. services, ambulances servicee~ cash donation of $300.00, tent and electrical outlets. Mayor Parker asked Donna Metzger to help with this festival~ The location will be at Spring Hill Park. Director Lakeman made the motion to support and access Mr. Ellis and Mr. Bowyer in regards to the Drug Free Committee regarding the festival to be held the July RA~ ~5, 26, seconded by Director Marra~ and carried unanimously. PAGE 2 JUNE !5~ 1992 ~OB DESCRIPTION Police Chief Rick Elliott presented a job description for new police officers. (see attached copy). Director Lakeman made the motion to accept the new police department job descriptions for new police officers, seconded by Director Marra~ and carried unanimously. STREET LIGHT AND WARNING SIGN Mr. James Sansbury of 115 Fairview Dr. requests a street light on Fairview at the hill and a sign warning of the hill. Mr. Gavin and Director Lakeman will take a look at this and report on it next week. SUBURBAN ACRES Mr. Gavin talked to Mrs~ Baker~ and Rainfield Ct. has not been dedicated. told her that the~ street, RiVERFRONT Jim Matra reported that he has had many calls about a leanto covered with a green tarp~ located on the Riverfront, it also has electricity and a ceiling fan. He also needs an electrical permit for the electric. There is also a porta-!et on the riverfront. Rodger Caldwell said that he has had calls on this also. There is nothing in writing telling the do's and don~ts on the Riverfront. Mayor Parker asked Building Commissioner Gavin and Rodger Caldwell to work together on this problem. Rodger asked Attorney Gillenwater to draw up some type of lease~ rules and regulations. Attorney Gillenwater will review the lease and check into the electrical code and get with Rodger~ Bill and report on this next Monday. CEILING FANS The Building Authority wants to know how many ceiling fans each office needs. Donna Metzger will co-ordinate this by this Wednesday~ PARKING SPACES George Trembly reported that Councilman Wot!pert he requests that we take a look at 2 parking spaces on 6th Street going toward Court and 65 where the Sweeper Building is and see if something can be done. Mayor Parker asked George and Lee Hemingway to take a look at this and make a recommandation next week at the Board Meeting. !HANK YOU Rodger Caldwell thanked Steve Tolliver for bailing him out again at the Ewing Lane Pool. We had a ma~or pool problem and Steres department helped us repair it, also Lees department. PARK REDEDtCATION On Saturday July Lansden Park. 1992 Spring Hill Park will be renamed to Henry SIGN BOARD Mike Wathen reported that the sign board the Police wanted to use for closing the Bridge wasn't working~ they had to go and rent a sign board for the Police to use. Mike wants to know who will be ,responsible for paying the $35.00 for the cost of the rental. Chief Elliott said that the police will pay it. The sign board will need to 'be repaired or a new one bought. Steve Tolliver said that the sewer ~ept. originally bought the board, he will get an estimate for a new one and the cost to repair the old one. The State Highway Dept. surplus list has 5 arrow boarde listed on it. Mayor Parker asked Mike Wathen and Steve Tolliver to get together and make out a bid for the arrow boards and send it to the State Highway Dept. JOB DESCRIPTION Fire Chief Jerry Dooley has his job take over to Attorney Gillen~ater. THANK YOU descriptions is completed and will (see attached copy). Animal Shelter Director Jan Wheatley thanked Steve Tolliver and his men for helping fix the sewer at the Shelter. Also Jan reported that an elderly woman who lives on Chippewa Drive has 30-50 cats in her house. VEHICLE MAINTENANCE Vehicle Maintenance Director Mike Wathen notified Mike Havens in writing that he is being demoted from mechanic to ~3 for disciplinary actions several times, which will take effect on June 10~ 1998. Jim Smith will be promoted from ~3 to ~2 effective June 10~ 199~. Director Matra made the motion to make the recommendation to the ~Vehicle Maintenance Department to demote Mike Havens from mechanic to ~3 and to promote Jim Smith from ~3 to ~2~ seconded by Director ~Lakeman~ and carried unanimously. DUTIES INCLUDE: Patrols assigned area on foot or driving vehicle searching for suspicious activity or situations, or checking for persons in need of service. Monitors radio and other communication devices to receive assigned runs, and to maintain awareness of activities in assigned areas or by other officers. Assists citizens with problems such as lost children, injured persons, animal.bjtes, civil disputes, locked doors, vehicle inspection and verifications, or abandoned vehicles. Refers persons to appropriate social service agencies when situation warrants. Reponds to assigned run by driving, walking, or running to specified location, assesses situation, determines need for other assistance, and takes appropriate action. Removes persons from danger including emergency aid to injured persons. J carrying unconscious persons and provides Investigates accidents, extracts victims, provides emergency medical aid, gathers evidence, records observations and statements of witnesses and victims, requests assistance from other officers or agencies as needed, directs the removal of the vehicles involved, and ensures the area is clear. Interviews victims, suspects, and witnesses, and records reponses and observations. Pursues, apprehends, searches, and arrests suspects using only necessary force, advises suspect of rights, and transports suspect to detention area. Restrains persons from physically striking or injuring others using appropriate weapons. Drives vehicle at high speed when situation warrants due to nature of emergency. .Stops drivers of vehicles when traffic violations are observed, verifies license and registration data, advises driver of safe driving practices, and issuing citation or making arrest as warranted. Directs vehicular and pedestrian traffic when congestion occurs or as directed. Reports as directed to scenes of general emergencies, and takes appropriate action to protect life and property, such as directing traffic, quarantining area, assisting individuals in leaving area, preventing looting, and requesting appropriate assistance. Maintains visibility in the community by meeting and talking with citizens, providing information, visiting local businesses, and making presentation to school, neighborhood, and civic organizations. Writes reports and completes forms as required by operating procedure, and makes oral reports to appropriate personnel. Testifies in court, and prepares for such testimony by reviewin§ reports and notes, meeting with attorneys, and obtaining appropriate evidence. Participates in training on law enforcement procedures, including firearms, criminal' iustice, and court procedure, and emergency medical aid, and related subiects. Maintains uniform, equipment and weapons. Performs related duties as assigned. Required Knowledge, Skills and Abilities: Extensive knowledge of law enforcement procedures and methods including patrol, traffic, officer safety, investigation, report writing, and data systems. Extensive knowledge of criminal law procedures such as search and seizure, arrest, interrogation, confession, evidence, crime scene protection, due process, and court procedure. Extensive knowledge of criminal and traffic law. Working knowledge of social service agencies in the community. Working knowledge of business, educational, civic, and social organizations in assigned area. Working knowledge of emergency medical treatment procedures, and ability to apply those procedures safely to others. Extensive knowledge of streets and alleys lay-out in assigned area, and working knowledge of street and highway lay-out in community and surrounding area. Ability to stand or sit for long periods of time, sometimes in extreme weather conditions. Ability to operate vehicle safely even at high speeds under less than ideal conditions or weather. Ability to physically protect oneself, and restrain others. Ability to lift and carry unconscious persons short distances. Ability to pursue suspects by running, climbing stairs, forcing entry, scaling walls and jumping fences, and ability to sustain physical effort in situations of personal danger or danger to others. Ability to use weapons accurately and safely. Ability to use a two-way radio. Ability to communicate with public in situations which are highly emotional or hostile. Ability to observe and report observations accurately and in detail. Ability to establish rapport with individuals and groups of differing ages, races, and values. Knowledge of departmental rules and regulations, and departmental general orders. Ability to appropriately respond to emergencies from off-duty status. Other Requirements: Maintain telephone at residence and inform department of current telephone number. Meet training requirements prescribed by Indiana law. Reside in Clark County, Indiana.
