Parker Jr~ called the meeting tc order at 9:30 A.M., and on call of the roil those members present were Mayor Parker~ Personnel and Safety Director Harold Lakeman~ and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner William Gavin~ Street Commissioner Lee Hemingway~ City Attorney Mike Gillenwater, Utility Director Steve Tol!iver, Police Chief Rick Elliott, Assistant Police Chief Charles Elder~ Fire Chief Jerry Dooley~ Assistant Fire Chief Clifton James Jr. Animal Shelter Manager Jan Wheatley~ Vehicle Maintenance Director Mike Wathen~ City Services Coordinator George Trembly, Park Superintendent Rodger Caldwell, Sewer Office Manager Bob Goldman, Administrative Assistant Donna Metzger~ and Clerk Alice Davis. Director Lakeman made the motion to approve of May 26~ 1992, as presented~ seconded by unanimously. the minutes of the meeting Director Matra and carried Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. ACCIDENT AT GATE 2, JEFFBOAT Police Chief Rick Elliott investigated the situation at gate 2 on Jeffboats side of Market Street between Fulton and Penn Street. Chief Elliott recommends that this should be a no parking area. Lee Hemingway talked to Jeffboat and they will furnish the paint and the signs: all Lee has to do is provide the labor. Director Lakeman made the motion to accept this and seconded by Director Matra: and carried unanimously. PARKING METER UPDATE Lee Hemingway reported that all the parking meters are all down and stored~ the signs are up~ We are 8 signs short~ but they have been ordered, the 1 hour parking for in front of the Court House have not been made yet. CLARK COUNTY HOSPITAL Mr. Jack Waldrip from Clark County Hospital requests permission to improve the handicapped parking and wheel chair dismissel problem in front of the hospital to bring it up to ADA standards. Police Chief Elliott will take a look at this situation. My second request is that employees are taking advantage of the no parking meters and are parking in front of the hospital and we would like for the police to give out warnings, we don~t have warning tickets. Mr. Waldrip will eend out a memo on this parking problem to all employees and give them 2 weeks to move out of there, if not he will speak to Chief Elliott about issuing parking tickets. Director Lakeman made a motion to grant Mr. Waldrips request in regards for the traffic problems at the Clark County Hospital~ seconded by Director Marra~ and carried unanimously. PAGE 2 MAY 26, 1~9~ STREET L~GNT ON nARY STREE--T~T Director Lakeman had another complaint about the street lights on Mary Street. Dlrector Lakeman went out on Mar~ Street and checked on the lights~ and there is only 3 street lights. Mayor Parker recommended that we go ahead and put up another street light. Building Commissioner Bill Gavin will take care of this problem. pARKING ON p___ENN.~TREET Councilperson Wm. Wotpert asked Police Chief Rick Elliott to check out the parking on Penn Street. Police Chief Elliott checked out this situation and he does not recommend parking on one side of Penn Street. He will talk to the resident at 624 Penn Street and ask him not to park so close to the alley entrance. ~.IFT STATION Clarance Krebs a representative of PDR has a claim from the construction contract of the Wastewater Treatment Plant. He has a change order to the contract that needs to get signed. The claim is for the loth. Street Lift Station for 255~000. Hall Construction has agreed to bill the City in B monthly installments for June, July and August. Gillenwater recommends that we go ahead and accept this Change Order. Director Lakeman made the motion 'to accept the Change Order of $255~00 'for the loth Street Lift Station, seconded by Director Matra, and carried unanimously. CIVIL AIR PATROL Ma~or Jim Humbert of the Indiana Civil Air Patrol Auxiliary requests that the sign that Mr. Donnie Poole of the Parks Dept. has ready for them be put up at Access Road to inform the public where their office is located. Mayor Parker asked Chief Elliott to spot check this area and let us know about this next week. City Attorney Mike Gillenwater recommended that he get permisssion from the Highway Department at Seymour to put the signs up on lOth.Street that street belongs to the State. UNDEDICATED ALLEYS Building Commissioner Bill Gavin asked that the alleys between Francis and Mitchell Ave.and one off of Coots Ave. be vacated because they are not being taken care of. City Attorney Mike Gillenwaster said that before we could vacate these alleys we need to check these out to see if we need to curt a sewer line~ Gavin said that he would check this out. Gavin also has a request from Park Place Church requesting a change of address from Park Place to 1818 Weasley Court for their parsonage. The Post Office doesn't have any problem with this. Director Lakeman made a motion to accept this~ seconded by Marra~ and carried unanimously. Gerry Marshall of Gospel Expression Ministries request the closing of Walnut Street on Saturday July llth~ 1992 for Fellowship Festivities from iO:OOAM to 9:00PM. The Churches on Walnut Street are planning a Fellowship Festival and are requesting that the street be closed. They also request the intersections where St. Augustines is located and also the The Church Body of Christ be closed. Director Marra stated that it will have to barracted at Locust and Watt Streets~ Fire Chief Dooley stated that he would like to take a look at this. Mayor Parker suggested that Fire Chief Dooley and Police Chief Elliott take a look at this for safety and make a recommendation- Mayor Parker introduced Donna Metzger his Administrative Assistant and wants Ms. Marshall to coordinate some communication as of what is going on and she can talk to the Chief of Police and Fire Departments and get back with her. SPEED BUMPS Mayor P~rker asked Donna Metzger to get in touch with Donna Lopp of Suburban Acres Subdivision and tell her that we don't put speed bumps in public streets. PILE OF BRICKS Director Lakeman got another call on the pile of bricks and talked to Mr. Gillenwater and he recommend that we put the bricks in the auctiOn when we sell our vehicles and sell the bricks all at one time instead of one at a time. Advertise and auction them off. ~NSURANCE Bob Goldman Manager of the Sewer Collection Office request approval from the Board to set up an Insurance Fund in our office. We will put various deductions in the fund all year~ then when it comes due it won't have to be taken out all at one time. Jim Matra explained that it strictly will be adding a page to our books~ and we will put so much monies into it each month. It will mean no more work to Mr. Spencer's office~ all they will get is the depositsslips~ Mayor Parker agreed with this idea, Director Lakeman made the motion to approve this request for various deductions for the Insurance Fund., seconded by Director Matra, and carried unanimously- PAGE 4 MAY ~6~ 199~ BANNERS AND WHITE GOODS George Trembly suggested that the City do away ~ith the banner location on E. 10th. Street for safety requirements, we will try to find another location. Also George reported that he is working with Rumpke on a white goods deal. Rumpke will suppply us with large dumpsters to put our white goods in~ they will pick it up and take it to the salvage yard and send the check to the City. George is negotiating the money part of the deal. I am working with the Multiple Sclerosis Foundation~ who wants to put tractor trailer trucks at various locations to collect newspapere for Crusade for Children. THANK YOU Fire Chief Jerry Dooley wants to thank his men for doing an excellent job while working the fire on Saturday. This is the first fatality in almost 10 years. ANIMAL SHELTER Jan Wheatley reported that Mary Arnold sent her a letter from Harrison County and it ask for our help. It reports that an elderly woman had a stroke and has left 30 animals alone in her home, 6 of these animals have been put in homes~ the others are sick and need to be put to sleep. Jan wants the Boards approval to be able to go to another county and do this. Harrison County has no Animal Shelter. Director Lakeman made the motion to accept this~ seconded by Director Marra~ and carried unanimously~ POLICE ESCORT Donna Metzger received a call late Friday afternoon reminding us that the Senior Games will start tom~rrow~ The walk will start at IO:OOAM from Warder Park and will end at the Nachand Fieldhouse~ it wilt take about i5 minutes. They are asking for a Police Escort~ there will be approximately 400 people and Mayor Parker will be leading the walk. Also Chuck Whittaker with the Sunnyside Boat Club said that the flag pole is finished for Duffy's Landing~ he also wants to know if the City will transport the pole for it is 38' long. Rodger Caldwell said that he had talked to Chuck about this and told him that after all the pools are open then they could put the pole up. CAPITOL FOR A DAY Director Lakeman asked Donna Metzger to report on the Capitol for a Day and get on record of how it turned out. Everyone that Donna talked to from the State House were highly complimentary of everyone with the courtesy and the cooperation that they received from here~ they were very impressed with our City and the people. J PAGE ~ MAY R6~ 1992 PUMP STATION Steve Tolliver reported that the Mill Creek Rump Station neede a fence bought and installed around the generator- Director Lakeman suggested that he check in on this right away. Steve also reported that Mrs. Blust on Hopkins Lane called him and requested that the City come in and remove the pipe and grate and put her yard back to the way it was before they put them in, City Attorney Mike Gillenwater suggested that he send her a letter asking her not to hold the City responsible if there is an injury Since there is no further business to come before the Board, Mayor Parker made the motion to adjourn at 10:40 A.M., seconded by Director Lakeman and carried unanimously.
