Parker Jr. called the meeting to order at 9:30 A.M.~ and on call of the roll those members present were Mayor Parker~ Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner William Gavin~ Street Commissioner Lee Hemingway~ City Attorney Mike Gillenwater, Utility Director Steve ToIliver~ Police Chief Rick Elliott~ Assistant Police Chief Charles Elder, Fire Chief Jerry Dooley~ Assistant Fire Chief Clifton James Jr., Animal Shelter Manager Jan Wheatley~ Vehicle Maintenance Director Mike Wathen~ City Services Coordinator George Trembly~ Sewer Office Manager Bob Goldman, Administrative Assistant Donna Metzger~ Councilperson Wm. Wolpert~ Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motio.n to approve the minutes of the meeting of May 18, 199B~ as presented~ seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls and claims as presented, seconded by Director Matra and carried unanimously. Mayor Parker reminded everyone that due to the Holiday on Monday May ~5~ 199~ the next Board of Public Works Meeting will be held on Tuesday May 26, 199~ at 9:30AM. PARKING PROBLEM Chief Elliott made a study of the parking at 313 Graham Streets he recommends that a handicapped parking permit be given to the resident. ACCIDENT AT GATE R JEFFBOAT Police Chief Elliott asked that this problem be 'tabled until next week. PARKING PROBLEM Police Chief Elliott sent Lt. Schmidt out to 685 E. 9th. Street to check on this problem. There is a problem~ Mrs. Dyson who resides at this residence has an oversized car and can't get it parked in the allotted epace for handicapped parking. Lt. Schmidt tried to park one of the large Police cars in the same space and it was very hard. Mayor Parker asked Lee Hemingway to take care of this STREET AND STORM SEWER REPAIR Building Commissioner Bill Gavin reported that Bob Miller will be doing a in-house estimate on this. PAGE 2 MAY 1S, 1992 STREET DEPA~T___ME~ PROPOSALS George Trembly reported that what this is about, is to suspend for at least a 60 day period of having the Street Department clock out and in for lunch. The second proposal is to consolidate the pick-up days with Rumpkes routes. Everything from painting to picking up white goods will all be done on the same day. Director Lakeman made the motion to accept that the Street, Parks and Sewer Department not to have to clock out and in for lunch, seconded by Director Matra, and carried unanimously- ~ARKIMG METER UPDATE. Lee Henmingway The meters won't be ~LARK COUNTY HOSPITAL Bill Gavin reported that he hasn,t received the information and he will report on this next week. on this STREET LIGHT FOR RIVERPOINTE Dave Fenske who is Director of Construction for the DeMars Haka Development is requesting street lighting for Market Street. We want to remove the 4 wood light poles, and put up g decorative ornamental fixtures on steel poles, plus 8 acorn fixtures, which would increase the Cities cost an additional amount of $129.64 per month for those fixtures.that incudes tine ~ lights that exist now. Clerk Dick Spencerasked if that is paying for the lighting only or the electric and lights. Just like the present le~se agreement with PSI we provide the maintenance, the cost of the fixture, and energy for that monthly rate. If there is any damage to the fixtures PSI will fix them. Building Commissioner Gavin said that the developer of Elk Pointe either bought the fixtures outright or the City went in on half he's not certain on this. Mike Gillenwater asked if we bought them outright how much would they cost. Mr. James said that the cost would be more because they are decorative. Mayor Parker asked if DeMars would be interested in funding them as the developer.Mike Gillenwater asked Mr. James how much it is costing the City now for the ~ lights a month~ $23.~4 a month, it will be an additional $129.64 per month. What the City wants to know is since this will primarily benefit The DeMars Haka pro~ect are you guys willing to help purchase these lights with us. Mayor Parker asked Mr. Fenske if he will look into this and get back with Mr. Lanz or come back to another BPW meeting and report on this. STREET LIGHT ON MARY STREET Director Lakeman asked Building Commissioner Bill at this with him at night. Gavin to take a look J PAGE MAY 18, MEDAL OF VALOR Police Chief Elliott presented the Medal of Valor to ~ Police Officers for going over and beyond the call of duty on several occassions. They are Lt. Gary Woodsy Lt. Charles Thompson, Patrolman Bruce Wilkerson~ Patrolman Garry Pavey~ Patrolman Brian Cleve!and, were in volved in an incident on Cedarview Drive on December 19~ 1991. They are members of our SWAT Team. They were called to Cedarview Drive where a man had barracaded himself in his homes he had weapons and threatened to kill himself, the Officers and other people. They all risked their lives going into this house to bring the man out. I recommend that these Officers receive the Medal of Valor and be recognized for this. The second incident involves another Officer, Patrolman Donnie Grimes. On February 4~ 1998 he was called to a fire at 949 E. Maple Street, Officer Grimes entered the burning residence and retrieved a gentleman from the fire. Because of this the gentleman is alive today. Mayor Parker also presented an award to the Policemen. EYE LEVER CONTRACT City Attorney Mike Gillenwater received the Eye Level Contract back from Mr. Neumeieter, it had been OKed by the Board of Public Works but the contract had not been signed. Mike asked for a few things to be changed, Mr. Neumeister gave his ok to rewrite it. Mike purposed for the Board to renew this contract for 5 years. Director Lakeman made motion to accept a 5 year contract for Eye Level Advertising~ seconded by Director Marra~ and carried unanimously. PARKING ON PENN STREET Councilpereon Wm. Wolpert wants an update on the parking problem at the corner of 9th and Penn Streets. Police Chief Elliott said that he checked on the 3-way stop instead of parking. Wolpert wants parking on one side of the street. Chief Elliott will have an recommendation next week. LIFT STATION Steve Tolliver reported that a new lift station was constructed at Crums Lane. We've had 8 incidences where the power was knocked out by storms. PSI takes care of it but the last one almost flooded all the homes in the Meadows Subdivision with raw sewage. I suggest that we put a gasoline pump with a shelter over it~ or a generator. We need a back-up source. Mayor Parker asked Steve to look into the cost and !et us know. THANK YOU Jan Wheatley director for the Animal Shelter thanked Lee Hemingway for all the help he has glven to the Shelter to get it all cleaned up. PAOE ~ ~ MAY 18, 1~ THANK YOU Donna Metzger thanked everyone for opening up their homes for the visitors from IndianapDlis. We had 15 Host and Hostess from Jeffereonville. I need to borrow J~n Wheatley, Randy Leverett~ Jim Matra and myself from the Council Meeting tonight. Mayor- Parker said no problem. We are going to have a case worker in my Office all day tomorrow for any problems from the Citizens.
